*S4M-02960♦ : Girl Power in East Kilbride—That the Parliament congratulates Tilly Dunnachie, Hannah Herd, Anna Hunter, Preethy Mathew, Ciara Oates and Chantele Walls, S3 pupils from St Andrew’s and St Bride’s School in East Kilbride, along with their teachers, their mentor from DTA Architects in East Kilbride and Council on winning the National Final of the Go4Set Celebration and Assessment day, organised by the Engineering Development Trust; commends all of the teams who took part for their innovative designs of ―A biomass heat and power plant for your school‖; notes both the need for engineers in Scotland and the particular shortage of young women who choose to enter the field, and recognises the work of the Engineering Development Trust with young Scots, educational establishments and industry to understand and address science, engineering and technological issues.

*S4M-02959 : Hawthorn Housing Co-op Appoints the First Facilities Services Modern Apprenticeship—That the Parliament notes that the Hawthorn Housing Co-operative in Possilpark has appointed Gary Patterson as the first person in Scotland to train for a facilities services modern apprenticeship; congratulates Gary on securing this opportunity with the housing organisation; recognises that the apprenticeship is fully funded by Skills Development Scotland and offers training in health and safety, building maintenance and on how to carry out minor repairs; notes that it is supported by Anniesland College, which will monitor Gary’s progress on a monthly basis; believes that this is an excellent opportunity for those wishing to learn new skills in facilities management and building maintenance, and wishes everyone involved in delivering the programme continued success.

*S4M-02958 Aileen McLeod: European Maritime Day and World Oceans Day— That the Parliament recognises the importance of European Maritime Day, which is held annually on 20 May and World Oceans Day, which will be marked on 8 June 2012; notes that European Maritime Day aims to highlight maritime and marine- related issues and activities across Europe, including scientific research, maritime heritage and transport, marine employment and marine renewables and tourism; understands that, to mark World Oceans Day, celebratory events will take place in Wigtown, Rockcliffe and Port William; believes that coastal communities in Scotland play a major economic role locally and nationally, with the most recent research showing that marine tourism accounts for £101 million of expenditure in Scotland; understands that the marine tourism sector in the south west of Scotland is renowned, generates interest in the Dumfries and Galloway area and encourages visitors to the region, and hope that European Maritime Day and World Oceans Day raise awareness of the sustainability of Scotland’s seas and the importance of a responsible approach toward them.

*S4M-02957 : Welcoming Scottish Biodiversity Week 2012—That the Parliament welcomes Scottish Biodiversity Week 2012, which runs from 19 to 27 May 2012 and is being coordinated by Scottish Natural Heritage; encourages people

to get involved in the range of activities that are being organised as part of the week by local authorities and NGOs, which will celebrate Scotland’s diverse wildlife and landscape; notes that the week will mark International Biodiversity Day on 22 May; considers biodiversity to be crucial to sustaining lives; hopes that the Scottish Government and all EU member states make greater progress on halting the loss of biodiversity through progressing the internationally agreed Aichi biodiversity targets, which were established under the Convention of Biological Diversity and the objectives of the EU biodiversity strategy to 2020, and calls on the Scottish Government to ensure that, as required under the Wildlife and Natural Environment (Scotland) Act 2011, all public bodies report on the delivery of their biodiversity duties.

S4M-02884# Jamie Hepburn: Time for an International Arms Trade Treaty—That the Parliament understands that, in July 2012, the UN will begin negotiations on a treaty to better regulate the arms trade; notes that the process toward this was instigated in December 2006 when the UN General Assembly adopted resolution 61/89, Towards an Arms Trade Treaty: establishing common international standards for the import, export and transfer of conventional arms; understands that, although the trade in arms is not illegal, campaigning organisations, such as Amnesty International and Oxfam, have expressed concerns that such weapons are often used to violate human rights; considers that this view was echoed by Sergio de Queiroz Duarte who, in December 2010, in his then capacity as the UN High Representative for Disarmament Affairs, told the Arms Trade Treaty Preparatory Committee that, ―in all parts of the world, the ready availability of conventional weapons and ammunition has led to human suffering, repression, crime and terror among civilian populations‖; notes that Amnesty International has estimated that more than 1,500 people die every day from armed violence and 85% of all of the killings it documents involve guns; further notes that Amnesty International claims that two out of three people killed as a result of armed violence die in countries that are not at war and 60% of all of the human rights abuses it reports involve the use of arms; notes what it understands to be the concerns of many Scots, including those in Cumbernauld and Kilsyth, regarding the impact of such human rights breaches; welcomes the support that has been shown by many member states of the UN, such as the UK, France and Germany, to the concept of an arms trade treaty, but

S4M-02880 Roderick Campbell: Human Rights Concerns in the Ukraine—That the Parliament notes with concern the apparent abuse of former Ukrainian Prime Minister, Yulia Tymoshenko, at the hands of the Ukrainian prison authorities; notes that the Ukrainian authorities deny any allegations of Ms Tymoshenko’s abuse in prison, which Ms Tymoshenko considers to be revenge by the state for her involvement in the 2004 Orange Revolution; understands that Ms Tymoshenko was imprisoned in October 2011 for seven years for abuse of office while she was Prime Minister and is currently awaiting trial for tax-evasion charges, which she denies; further understands that Ms Tymoshenko is reluctant to go to trial owing to chronic back pain and that her recent hunger strike was a protest against her violent assault by guards; notes the refusal of German President, Joachim Gauck, to accept an invitation to visit the Ukraine because of, it believes, his concerns over the treatment of Ms Tymoshenko in prison, as well as calls from the Russian foreign office for the Ukrainian authorities to ―show a human approach‖; notes the decision by many high- profile leaders, including the President of the European Commission, to boycott the Euro 2012 Football Championships while, it believes, Yulia Tymoshenko continues to endure a serious breach of human rights in custody, and calls on the Ukrainian Government to immediately exercise its duty to protect the basic human rights of all its citizens.

S4M-02874 Kenneth Gibson: Congratulations to SSE on the Opening of its Barkip Anaerobic Digestion Plant—That the Parliament congratulates Scottish and Southern Energy on its investment of £22 million in an anaerobic digestion (AD) plant at Barkip near Dalry, North Ayrshire; notes that this follows the plant’s official opening on 11 May 2012 by HRH Prince Charles, The Duke of Rothesay; understands that the plant will provide 10 full-time permanent jobs and is the most technologically- advanced AD plant in Europe; notes that it will break down food waste and other organic matter into the biogases, methane and CO2; understands that, in the absence of oxygen that is created by the micro-organisms called methanogens, this will involve breaking down biodegradable material; notes that it is expected that the plant will generate up to 2.2 MW of renewable energy annually and that this is enough to fuel 5,500 homes and produce up to 40,000 tonnes of digestate, a nutrient-rich and inexpensive liquid biofertiliser; understands that capturing biogas from one tonne of food waste that is anaerobically digested rather than sent to landfill will avoid emissions of between half and one tonne of methane, which, it understands is 22 times more climate-damaging than CO2, and believes that, by processing up to 75,000 tonnes of organic waste in a 100% sustainable way, the Barkip plant will save up to 37,000 tonnes of waste from going into landfill each year and help Scotland reach its target of 70% of waste recycled by 2025 under the Zero Waste Plan.

S4M-02844 Kenneth Gibson: Radical Changes Required for Patients with Multimorbidity—That the Parliament highlights a study published by The Lancet, which emphasises the need for radical changes in the NHS in terms of its approach toward treating patients who have multimorbidity conditions; understands that the study analysed a database containing 1.75 million patient records from 314 medical practices across Scotland and discovered that 23.2% of patients were multimorbid, whereby patients have multiple chronic conditions that could include coronary heart disease, diabetes, cancer and depression; notes the findings that show a trend between the increasing prevalence of multimorbidity with increasing age and that people living in the most deprived areas received poorly coordinated and inefficient care; believes that there is a need to adapt the current single-disease framework approach, which it understands is used by most healthcare services, medical education and research in order to improve the continuity and coordination of care and to remove fragmented care, and notes that Dr Chris Salisbury of the School of Social Community Medicine at the University of Bristol has highlighted the financial pressures of increasing multimorbidity rates and the need to develop multimorbidity care, saying "expenditure on health care rises almost exponentially with the number of chronic disorders. (b) an estimate of the total amount of increased revenue (if any) that would have been so produced but for the taking of steps by relevant persons to counterbalance the effect on their businesses of the operation of the minimum pricing provision. (4) The estimates mentioned in subsection (3) are to be based on such research and modelling as the Scottish Ministers consider appropriate. (5) Amounts payable under the scheme are to be paid to the local authority within whose area the relevant licensed premises to which the amount payable relates are located. (6) An order under subsection (1) must include provision about–– (a) the period (or periods) to which estimates under subsection (3) are to relate, (b) how the amount payable in respect of each relevant licensed premises is to be determined, (c) when and how amounts payable under the scheme are to be paid, (d) the penalties for failure to pay amounts payable under the scheme, and (e) how long the scheme is to exist. (7) An order under subsection (1) may include such other provision in relation to the scheme as the Scottish Ministers consider appropriate. (8) Before making an order under subsection (1) the Scottish Ministers must consult–– (a) such persons as appear to them representative of the interests of holders of premises licences granted under the 2005 Act, and (b) such other persons (if any) as they consider appropriate. (9) An order under subsection (1) is subject to the affirmative procedure. (10) In this section–– ―the 2005 Act‖ means the Licensing (Scotland) Act 2005, ―licensed premises‖ means licensed premises in respect of which a premises licence granted under the 2005 Act has effect, ―the minimum pricing provision‖ means paragraph 6A of schedule 3 to the 2005 Act.>

7 In section 1B, page 3, line 7, at end insert–– <( ) as soon as practicable after the Bill for this Act receives Royal Assent, commission research, to be published no later than 30 April 2016, on how producers and retailers of alcohol have responded to the introduction of the minimum pricing provisions (for example, in terms of changes made to the price of alcoholic products, the alcoholic products sold or the advertising of alcoholic products undertaken in Scotland in comparison with the actions of producers and retailers in relation to parts of the United Kingdom where the minimum pricing provisions do not apply).>

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
