Introduction Introduction 01 Neil Allen Associates was commissioned in July 2011 to produce a Strategy for Playing Pitches, Tennis and Bowls (PPS) for Lichfield District. The study updates the existing strategy (2006), which identified a series of issues and priorities, including the need to address shortfalls in the amount of junior and mini football pitches, provide a new artificial surface for hockey and support the qualitative improvement of sites across the district. Between 2006 and 2011 there have been many changes, including investment into new and improved facilities, increased use of school sites and changing requirements for different sports. Lichfield DC and its delivery partners aspire to maintain and build participation in sport and physical recreation and ensure that residents in all parts of the district have sustainable and equitable access to appropriate facilities. To achieve this goal, ongoing monitoring and updates of the Playing Pitch Strategy to reflect changing priorities are therefore of paramount importance. Furthermore, as the strategic and policy context for sport and recreation provision continues to evolve, and new sports are introduced to drive participation increases, investment is under close scrutiny and there is significant pressure to achieve more and better services with fewer resources.

As detailed in this report, a number of notable projects were undertaken, together with a full civic diary incorporating the City‟s traditional events, alongside the more general operations of the council such as acting as a consultee on all planning applications submitted within the City boundary. The Guildhall continued to be a very popular venue for weddings, wedding receptions and concerts as well as for our many regular commercial hirers. The Samuel Johnson Birthplace Museum enjoyed its most successful year in terms of visitor numbers, and Nick Burton, the City Council‟s Open Spaces Officer, played a pivotal role once again in the „Bloom‟ competition that resulted in a „gold‟ award for the third consecutive year. The City Council allocated a considerable percentage of its Community Infrastructure Levy to various projects and improvements that will have a positive impact on the City; further CIL allocations will be made during 2020/21. The City Council also provided more than £27,000 of grants to local good causes during its annual grants programme. With 28 councillors and just 14 full-time equivalent staff, the City Council is the smallest of the three local authorities serving the City area. The budget set by Council for the 2020/21 financial year is based on a precept of £67.41 for a Band D property and totals £817,890.

OwFthe hundreds of British trade tokens struck in the i8th century, only three bear portraits of physicians. One of these was de- scribed in an earlier Medical Numismatic Note.' Tokens were used initially as small change in trade, but as their popularity became evi- dent similar pieces were used for advertising, political propaganda, and in limited editions issued to satisfy collectors. One such piece, used for advertising as well as propaganda, was struck and distributed by Dr. Francis Willis to publicize his successful treatment of King George III.2, 3, 4 It is now widely believed that George III suffered from porphyria. During the royal attack of "madness" in I788, Dr. Willis was asked to treat the patient. The treatment, although not exceptional for its time, would be deemed harsh and sometimes cruel by present standards. A political crisis was averted by the patient's recovery, and the circula- tion of the medallic portrait of Dr. Willis publicized the therapeutic triumph. Dr. Francis Willis (17i8-I807)5 was the third son of the vicar of Lincoln Cathedral. Although he was extremely interested in medicine, he acceded to his father's wishes and studied theology. He received his B.A. and M.A. degrees from Brasenose College, Oxford. Long after taking holy orders he studied medicine and was granted the M.B. and M.D. from Oxford University in 1759. At that time he was 4I years old.

A significant amount of the material is related directly to the history of Lichfield. These objects either tell the story of Lichfield itself, or were collected and donated to the City by prominent individuals from Lichfield’s past. Many of the other objects in the collection link into the wider history of Staffordshire and of Britain as a whole. A small amount of the collection is also currently on loan to other museums within Lichfield. 1. Purpose of policy The purpose of this Policy is to enable Lichfield District Council to control the way and what objects it may acquire into its museum collection. 2. Scope of policy The District Council recognises its responsibility in acquiring additions to its collections, to ensure that, to the best of its abilities, care of collections, documentation arrangements and use of collections will meet the official requirements of the museum industry’s Accreditation Standards 3. How it relates to/underpins our strategic ambitions The policy relates to the councils ambitions for a vibrant and prosperous economy, encouraging increased visitors, greater spend in the district. 4. Policy details Lichfield District Council is in possession of a museum collection. The District Council shall administer to the collection with the following aims: To maintain the collection in order to protect and preserve the material and cultural heritage of Lichfield and the surrounding area.

    COLLECTIONS DEVELOPMENT POLICY SAMUEL JOHNSON BIRTHPLACE MUSEUM, LICHFIELD Name of museum: The Samuel Johnson Birthplace Museum (Accredited Museum No. 767) Name of governing body: Lichfield City Council (LCC), as sole trustee of the Dr Johnson Birthplace Trust, Charity No. 500046 Date on which this policy was approved by governing body: 20 April 2015 Date at which this policy is due for review: April 2019 The collections development policy will be published and reviewed from time to time, and at least once every five years. The date when the policy is next due for review is noted above. Arts Council England will be notified of any changes to the collections development policy, and the implications of any such changes for the future of collections. 1. Relationship to other relevant policies/plans of the organisation 1.1 Museum’s statement of purpose: the covenant under which the building was purchased by LCC in 1900 was “…to remain in perpetuity as a memorial to the life, work and personality of Samuel Johnson, his Lichfield connections and his friends and contemporaries.” The current service objectives of LCC expand this intention: “…to stimulate wider interest in and understanding of the life and achievements of Samuel Johnson.
