Box 26170, Greensboro, NC 27402-6170, USA; [email protected] Abstract: The author presents his perspective on the character of science, development, and handed- ness and relates these to his investigations of the early development of handedness. After presenting some ideas on what hemispheric specialization of function might mean for neural processing and how handedness should be assessed, the neuroscience of control of the arms/hands and interhemi- spheric communication and coordination are examined for how developmental processes can affect these mechanisms. The author’s work on the development of early handedness is reviewed and placed within a context of cascading events in which different forms of handedness emerge from earlier forms but not in a deterministic manner. This approach supports a continuous rather than categorical distribution of handedness and accounts for the predominance of right-handedness while maintaining a minority of left-handedness. Finally, the relation of the development of handedness to the development of several language and cognitive skills is examined. KNOWLEDGE ACCORDING TO IDEALISM Idealism as a philosophy had its greatest impact during the nineteenth century. It is a philosophical approach that has as its central tenet that ideas are the only true reality, the only thing worth knowing. In a search for truth, beauty, and justice that is enduring and everlasting; the focus is on conscious reasoning in the mind. The main tenant of idealism is that ideas and knowledge are the truest reality. Many things in the world change, but ideas and knowledge are enduring. Idealism was often referred to as “idea-ism”. Idealists believe that ideas can change lives. The most important part of a person is the mind. It is to be nourished and developed. Etymologically Its origin is: from Greek idea “form, shape” from weid- also the origin of the “his” in his-tor “wise, learned” underlying English “history.” In Latin this root became videre “to see” and related words. It is the same root in Sanskrit veda “knowledge as in the Rig-Veda. The stem entered Germanic as witan “know,” seen in Modern German wissen “to know” and in English “wisdom” and “twit,” a shortened form of Middle English atwite derived from æt “at” +witen “reproach.” In short Idealism is a philosophical position which adheres to the view that nothing exists except as it is an idea in the mind of man or the mind of God. The idealist believes that the universe has intelligence and a will; that all material things are explainable in terms of a mind standing behind them. In this paper, we ex- plain the aim of the development, realization of human-like shape and dimensions, research to realize human-like motion and interactions using speech recognition. 1 Introduction Cybernetics studies the dynamics of information as a common principle of com- plex systems which have goals or purposes. The systems can be machines, animals or a social systems, therefore, cybernetics is multidiciplinary from its nature. Since Norbert Wiener advocated the concept in his book in 1948[1], the term has widely spreaded into academic and pop culture. At present, cybernetics has diverged into robotics, control theory, artificial intelligence and many other research fields, how- ever, the original unified concept has not yet lost its glory. Robotics is one of the biggest streams that branched out from cybernetics, and its goal is to create a useful system by combining mechanical devices with information technology. From a practical point of view, a robot does not have to be humanoid; nevertheless we believe the concept of cybernetics can justify the research of hu- manoid robots for it can be an effective hub of multidiciplinary research. On the surface, it seems simple enough. Assign any standard you like as a demonstration of intelligence, and then ask whether you could (theoretically) set up an AI to perform it. Sure, it seems common sense that given sufficiently advanced technology you could set up a computer or a robot to do just about anything that you could define as being doable. But what does this prove? Have you proven the AI is really intelligent? Or have you merely shown that there exists a solution to your pre- determined puzzle? Hmmm. This is why AI futurist Max Tegmark emphasizes the difference between narrow (machine-like) and broad (human-like) intelligence.1 And so the question remains: Can the AI be intelligent, really, in the same broad way its creator is? Why is this question so intractable? Because intelligence is not a monolithic property. -

Introduction Petman is an anthropomorphic robot designed to test chemical protective clothing (Fig. 1). Petman will test Individual Protective Equipment (IPE) in an envi- ronmentally controlled test chamber, where it will be exposed to chemical agents as it walks and does basic calisthenics. Chemical sensors embedded in the skin of the robot will measure if, when and where chemi- cal agents are detected within the suit. The robot will perform its tests in a chamber under controlled temper- ature and wind conditions. A treadmill and turntable integrated into the wind tunnel chamber allow for sus- tained walking experiments that can be oriented rela- tive to the wind. Petman’s skin is temperature con- trolled and even sweats in order to simulate physiologic conditions within the suit. When the robot is per- forming tests, a loose fitting Intelligent Safety Harness (ISH) will be present to support or catch and restart the robot should it lose balance or suffer a mechani- cal failure. The integrated system: the robot, chamber, treadmill/turntable, ISH and electrical, mechanical and software systems for testing IPE is called the Individual Protective Ensemble Mannequin System (Fig. 2)andis Fig. 1 The Petman robot walking on a treadmill being built by a team of organizations.† In 2009 when we began the design of Petman,there where the external fixture attaches to the robot. -
Artificial Intelligence and National Security
Artificial Intelligence and National Security Artificial intelligence will have immense implications for national and international security, and AI’s potential applications for defense and intelligence have been identified by the federal government as a major priority. There are, however, significant bureaucratic and technical challenges to the adoption and scaling of AI across U.S. defense and intelligence organizations. Moreover, other nations—particularly China and Russia—are also investing in military AI applications. As the strategic competition intensifies, the pressure to deploy untested and poorly understood systems to gain competitive advantage could lead to accidents, failures, and unintended escalation. The Bipartisan Policy Center and Georgetown University’s Center for Security and Emerging Technology (CSET), in consultation with Reps. Robin Kelly (D-IL) and Will Hurd (R-TX), have worked with government officials, industry representatives, civil society advocates, and academics to better understand the major AI-related national and economic security issues the country faces. This paper hopes to shed more clarity on these challenges and provide actionable policy recommendations, to help guide a U.S. national strategy for AI. History of Robotics: Timeline This history of robotics is intertwined with the histories of technology, science and the basic principle of progress. Technology used in computing, electricity, even pneumatics and hydraulics can all be considered a part of the history of robotics. The timeline presented is therefore far from complete. Robotics currently represents one of mankind’s greatest accomplishments and is the single greatest attempt of mankind to produce an artificial, sentient being. It is only in recent years that manufacturers are making robotics increasingly available and attainable to the general public. The focus of this timeline is to provide the reader with a general overview of robotics (with a focus more on mobile robots) and to give an appreciation for the inventors and innovators in this field who have helped robotics to become what it is today.
