Broadcasting Authority of Ireland Review of Sound & Vision 3 July 2019 Mediatique Limited 65 Chandos Place London WC2N 4HG UNITED KINGDOM www.mediatique.co.uk BAI – Review of Sound & Vision 3 Executive summary Objectives, methodology and outline of the scheme ▪ Mediatique was commissioned to assist the BAI in their statutory obligation to review the operation, impact and effectiveness of the Sound & Vision 3 Broadcasting Funding Scheme. ▪ The review requires an assessment of how the scheme operates and performs against its stated objectives, and in particular the effectiveness and efficiency of its operations, its impact on the value chain and on production and availability of (in particular) Irish-language content and its role and impact within the current media landscape. ▪ A key aim of the report is to provide a comprehensive basis for informing the BAI on developing a revised scheme(s) in 2020. In this context, we were asked to consider how robust the scheme and its successors are likely to be, now and in the future, given any anticipated changes in the broadcasting landscape over the next 5-10 years, as well as the impact of any scheme that may operate adjacent to a new scheme or schemes (e.g., funds sourced from new content levies or other funding sources). ▪ A range of research methodologies was required to inform the various aspects of the review, including: a review of internal BAI data; secondary research; a bespoke consumer survey (delivered by Ipsos MRBI); an online survey of producers; and stakeholder interviews. ▪ S&V3 has been in operation since 2015, and in that time 10 funding rounds (numbering 23 through 32) have been completed. -

As audience needs changed and evolved, RTÉ, together with the independent sector, rose to the challenge to ensure that quality Irish content was produced to inform, educate and entertain. From factual to entertainment, lifestyle, cláracha gaelige, drama, comedy and young people’s, the sector responded to unprecedented changes to daily life in Ireland and across the world to produce relevant and distinctive content. Audiences in Ireland connected with Irish content in increasing numbers across all genres, with RTÉ’s all-day share of TV viewing increasing by 1.7% to 27.2%1. RTÉ delivered 43 of the top 50 programmes on Irish television in 2020, with 14 being produced by the independent sector. Independent productions such as Ireland on Call and RTÉ’s Home School Hub played a pivotal role in meeting new audience needs and complemented News & Current Affairs content across TV, online and radio. As well as creating innovative new content and formats to meet these needs, the independent sector demonstrated great agility by adapting production models to comply with public health advice and restrictions. Series such as Ireland’s Fittest Family and Operation Transformation used best-practice production methods to ensure their safe return to screens, while new programming such as Gardening Together with Diarmuid Gavin, No Place Like Home and Open for Business reflected shifts in audience lifestyle and needs during the pandemic. -

Irish Bands of the 60s & 70s | Sample answer Ceoltóiri Cualann was an Irish group formed by Sean O’Riada in 1961. O’Riada had the idea of forming Ceoltóiri Cualann following the success of a group he had put together to perform music for the play “The Song of the Anvil” in 1960. Ceoltóiri Cualann would be a group to play Irish traditional songs with accompaniment and traditional dance tunes and slow airs. All folk music recorded before that time had been highly orchestrated and done in a classical way. Another aim of O’Riada’s was to revitalise the work of harpist and composer Turlough O’Carolan. Ceoltóiri Cualann was launched during a festival in Dublin in 1960 at an event called Recaireacht an Riadaigh and was an immediate success in Dublin. The group mainly played the music of O’Carolan, sean nós style songs and Irish traditional tunes, and O’Riada introduced the bodhrán as a percussion instrument. Ceoltóiri Cualann had ceased playing with any regularity by 1969 but reunited to record “O’Riada” and “O’Riada Sa Gaiety” that year. “O’Riada Sa Gaiety” was not released until after O’Riada’s death in 1971. The members of Ceoltóiri Cualann, some of whom went on to form “The Chieftains” in 1963 were O’Riada (harpsichord and bodhrán), Martin Fay, John Kelly (both fiddle), Paddy Moloney (uilleann pipes), Michael Turbidy (flute), Sonny Brogan, Éamon de Buitléir (both accordian), Ronnie Mc Shane (bones), Peadar Mercer (bodhrán), Seán Ó Sé (tenor voice) and Darach Ó Cathain (sean nós singer. Some examples of their tunes are “O’ Carolan’s Concerto” and “Planxty Irwin”. -

The literature on bimusicality addresses how it has evolved in various social and educational contexts. This research focuses on the bimusical learning processes and practices of students, aged sixteen to twenty years, as they cross between the different learning modes associated with these two musical traditions in an Irish context. This qualitative study adopts a collective case study approach, using a purposive sampling strategy. Data collected include: videotaped lessons, recorded practice/playing sessions, observations of a range of music-making activities, and interviews with the participants, their parents and teachers. -

Dundrum Area Committee Meeting 1st September 2014 A Review of the Marlay Park Concerts 2014 Introduction A series of single stage concerts were held in Marlay Park on 29th June, 2nd July, 4th July, 10th July and 12th July. The Longitude Festival took place on the 18th, 19th and 20th July. The concerts were held in Marlay Park, Grange Road. The concerts were licensed by Dún Laoghaire Rathdown-County Council (DLR) and policed by An Garda Síochana who were supported by security personnel engaged by the Promoter. A number of complaints were received by DLR in regard to the concerts and the purpose of this document is to review these complaints and make recommendations where appropriate. Background Legislative context and licence The Planning and Development Act, 2000 as amended, Part XVI of the Planning and Development Regulations, 2001, as amended provide for the requirement of a license for the holding of outdoor events. Section 231 refers to Regulations relating to matters of procedure and administration for applications and for granting of licenses. S.I. no 600 of 2001 and S.I. no 116 of 2012 currently pertain. An event is defined in section 229 of the Act as: (a) “a public performance which takes place wholly or mainly in the open air or in structure with no roof or a partial, temporary structure and which is comprised of music, dancing, displays of public entertainment or any activity of a like kind, and “ (b) “any other event as prescribed by the Minister under section 241” Article 183 of the Planning and Development (Licensing of
