OFFICIAL OPENING The Presiding Member welcomed those in attendance to the meeting and declared the meeting open at 6:30pm. Mr J Clark, Governance and Compliance Program Manager, read aloud the Disclaimer that is on the front page of these Minutes and then His Worship the Mayor, R Aubrey, read aloud the following Affirmation of Civic Duty and Responsibility. Affirmation of Civic Duty and Responsibility I make this Affirmation in good faith on behalf of Elected Members and Officers of the City of Melville. We collectively declare that we will duly, faithfully, honestly, and with integrity fulfil the duties of our respective office and positions for all the people in the district according to the best of our judgement and ability. We will observe the City’s Code of Conduct and Standing Orders to ensure the efficient, effective and orderly decision making within this forum. 2. Page 3 ORDINARY MEETING OF THE COUNCIL 16 JUNE 2015 At 6.50pm Mr Prendergast left the meeting and returned at 6.54pm. At 7.01pm Ms Davis left the meeting and returned to at 7.03pm. 6. QUESTION TIME 6.1 – T Smirke - Palmyra Question 1 Why has the City of Melville not liaised with local rate payers regarding the forced acquisitions’ of their homes? Response Last week the Mayor and Ward Councillor Phelan personally letter dropped in the Palmyra area to have the opportunity to talk directly with residents. In order to protect Melville property owners and employees of affected businesses, the Mayor has also moved a motion to support the Minister of Transport, Dean Nalder, in the proposed construction of the Fremantle Eastern Bypass at the earliest possible occasion. Question 2 When was the City of Melville first made aware that Council ratepayers might have their properties taken away from them through forced acquisitions due to the Perth Freight link? Response The City of Melville had no knowledge of potential residential land acquisitions prior to being informed of this in May 2015. The Mayor wrote directly to Minister Nalder on 14 May 2015, expressing his concern that no information had been provided on the potential land acquisition. The potential commercial land acquisitions were flagged 12 years ago and the Mayor has been in contact with those ratepayers consistently over that time. Question 3 Why did the City of Melville give council permission to residents, who are going to be forced from their homes, to do costly renovations? Response The City of Melville had no knowledge of potential residential land acquisitions prior to being informed of this in May 2015. Question 4 Why were no caveats or encumbrances placed on the properties that are scheduled to be demolished? Page 4 ORDINARY MEETING OF THE COUNCIL 16 JUNE 2015 6. QUESTION TIME (Continued) 6.1 – T Smirke – Palmyra (Continued) Response The City of Melville had no knowledge of potential residential land acquisitions prior to being informed of this in May 2015. Question 5 Does the Mayor deem it fair that ratepayers affected by the Perth Freight Link are being forced from their homes, against their will, because of the Perth Freight Link? Response No. Since 2003 when the Labor Government deleted the option for the Fremantle Eastern Bypass, the Mayor has led the City’s fight to inform all Melville residents of its potential consequences, which was always understood to be commercial property owners, up until letters were delivered to residents. Question 6 Have any studies been undertaken by the City of Melville to assess the impact the Perth Freight Link will have on the property values in Palmyra, Melville and Willagee? Response Compensation is a matter for the State Government to address, however if the Perth Freight Link is constructed along the original Fremantle Eastern Bypass alignment, the amenity for all Melville residents located close to Leach Highway and Stock Road will improve significantly. Similarly, the construction of Roe 8 will reduce pollution and road congestion in the eastern suburbs of the City of Melville, resulting in an improvement in residential amenity. 6.2 E Nielsen – Booragoon Question 1 If the Mayor is so adamant that ROE 8 should go all the way to the original Route 1 (Fremantle Eastern Bypass) and not up Stock Road (Perth Freight Link), why did the Mayor then not vote NO on the 17 February 2015 like three other councillors? Response Those who attended the debate would be in a clear position to determine the rationale behind why elected members voted for, or against, the proposal to support or oppose affirmation for the Perth freight Link. Those voting in favour cited issues such as relieving traffic congestion on South Street, Leach Highway and Canning Highway and gaining critical access to Murdoch hospital precinct.     For Release 8 Feb 2017 The Perth Freight Link: Facts and Fiction Prepared by Peter Newman and Philip Jennings for The Beeliar Group – Professors for Environmental Responsibility The supporters of Roe 8 and the Perth Freight Link (PFL) have been spreading misinformation and half truths about the developments. Their aim is to discredit alternatives by the selective use of the facts. This analysis of the Roe 8 and PFL myths provides a more complete picture. Myth 1: The PFL has been on the books for 60 years and no one objected until recently. The PFL was a Prime Minister Abbott “Captain’s Call” presented to the former Transport Minister, Dean Nalder, at a meeting in Canberra in early 2015, along with similar highly controversial roads in Melbourne and Sydney. The Melbourne East-West Link was rejected by the Victorian people at their last election. It is extremely unusual to have a road project proposed by a Commonwealth politician and it has disrupted all planning processes since it was dropped on Perth without any history or warning. The PFL is still a vague proposal and the detailed design has never been released publicly or assessed by the EPA. Roe 8 was included in the Metropolitan Region Scheme in 1963 without any public consultation or environmental impact assessment as part of a ring road bringing traffic to the coast between North Coogee and South Beach and then north to Fremantle. The Cockburn Wetlands Study of 1975 first suggested that the road should not proceed. The first environmental assessment was carried out by the EPA in 1978 and it recommended in its System Six report in 1980 that a new route be found because the proposed route was environmentally unacceptable.

    Tax Forum Oct 2011 Submission Submitted by: Tony Weeks Submission date: 2 Oct 2011 Re: Session 5: Environmental and social taxes Summary This submission relates to transport infrastructure which forms part of the Session 5: Environmental and Social Taxes discussion. It indirectly addresses the discussion question of “are there ways in which governments could use specific taxes to ensure that people take appropriate account of environmental impacts in their decision making?” After reading seven submissions from a diverse range of stakeholders I was struck by the similarities between the concerns and proposed solutions to improve infrastructure. However, none of the submissions address the fundamental issue of who controls the money. The purse strings for infrastructure projects are controlled by the State and Federal governments. Whilst it is an exaggeration to say that the tax summit is doomed because this issue is not addressed, it is probably fair to say that implementation of solutions proposed will be suboptimal as execution will be piecemeal and taken for political reasons such as election promises. Infrastructure projects cut across Federal and State lines and should be prioritised according to need and viability by an independent body which has representatives from all stakeholders and assesses projects on triple bottom line, social, environmental and economic criteria. A case study, the Roe Highway extension in Perth is attached. Whilst the final decision to proceed hasn’t been made as the project is currently being assessed by the EPA it nevertheless illustrates the folly of allowing politicians to determine which infrastructure projects should be implemented. The project is controversial and has been on the books for over 10 years as debate rages between Local Government Authorities, environmentalists and State Government over the need for the highway.

    THE CITY OF COCKBURN - LOCAL PLANNING STRATEGY 1.0 INTRODUCTION 1.1 REQUIREMENT This Local Planning Strategy is in support of the Council's proposed Town Planning Scheme No. 3 and is to be read in conjunction with the Scheme. 1.2 PURPOSE OF THE STRATEGY 1.2.1 Approach At the Core of the Local Planning Policy Framework of Model Scheme Text is the Local Planning Strategy which sets out the long-term planning directions for the municipality and provides the rationale for the zones and other provisions of the scheme. In addition to the Local Planning Strategy, the Scheme provides for Local Planning Policies which set out the general policies of the Council on matters relevant to the scheme. 1.2.2 Local Planning Strategy The Local Planning Strategy is intended to become a central feature of the scheme setting out the Council's general aims and intentions for future long-term growth and change. Whereas the scheme has a 5 year timescale, the strategy will look ahead 10 to 15 years into the future. The Local Planning Strategy includes the basic structure in terms of future population and employment; the broad strategies for housing, employment, shopping and business activities; and proposals for transport, parks, regional open space and other public uses, reflected in the Scheme Map.
