Case 1 RPS Kahlon, the Chairman of Kolkata Port Trust, was arrested after he allegedly accepted a bribe of Rs. 20 lakh in a five-star hotel in Kolkata on 9 March 2016. The police further alleged that this was not the first time that Kahlon “had come under the scanner over the past few months.” 1 The bribe was given by a Jagtap Deoji who was into container business. Initially the duo was remanded in police custody until 17 March 2016 after which they were removed to jail custody. Predictably Kahlon’s lawyers were crying foul play. On trying to dig into this case we found two distinctly different version of who the real Kahlon was. One group of people describe him as a polite but strict officer. As the chairman of the Kolkata Port Trust, it was said that he took a number of “fearless steps,” of which one was to foreclose and remove the studio of a well-known film producer Srikant Mohta from the Brace Bridge area. The Calcutta High Court subsequently upheld the decision taken by the Kolkata Port Trust. Since Srikant Mohta was close to West Bengal Chief Minister Mamata Banerjee, a group of people were of the opinion that Kahlon was a victim of foul play. 2 They alleged that this arrest was politically motivated. Kahlon, they said, was a nice man who had been victimised because of his opposition to Mohta. That is the reason why the state police did not involve the CBI before taking action against Kahlon.

Today, more than half the world’s population lives in urban areas. The high density and interdependence of urban lifestyles and work, and the growing dependence on increasingly complex infrastructure systems and services, are making cities more vulnerable to a variety of hazards — natural and man-made. These can be the result of technological, natural or social causes. The populous City of Kolkata is situated in the multi-hazard prone southern part of the state of West Bengal which has considerable risk of damage/loss of lives and property due to natural hazards like Cyclone, Earthquake and Flood even if we keep aside the threats due to human induced hazards as Fire, Accidents, Industrial & Chemical hazards etc. To minimize the losses due to disasters and to have a disaster resilient society, we must have clear understanding in regard to the type and strength of each of the probable threats which may cause disasters of medium or large scale in the city. The perception about disaster and its management has undergone a change following the enactment of the Disaster Management Act, 2005. The definition of disaster is now all encompassing that includes not only the events emerging from natural and man-made causes, but even those events which are caused by accident or negligence. There was a long felt need to capture information about all such events occurring across the sectors and efforts made to mitigate them in the city and to collate them at one place in a global perspective.

Attractions & Tours Kolkata, formerly known as Calcutta in English, is the capital of the Indian state of West Bengal and is located in eastern India on the east bank of the River Hooghly. The city was a colonial city developed by the British East India Company and then by the British Empire. Kolkata was the capital of the British Indian empire until 1911 when the capital was relocated to Delhi. Kolkata grew rapidly in the 19th century to become the second city of the British Empire. This was accompanied by the development of a culture that fused European philosophies with Indian tradition. During the British colonial era from 1700 to 1912 Kolkata was the capital of British India. Kolkata witnessed a spate of frenzied construction activity in the early 1850s by several British companies. The Indian Statistical Institute campus is located at the northern fringes of the metropolis of Kolkata. The following map helps to locate the Institute in relation of the three entry points of Kolkata. (a) Netaji Subhas Chandra Bose International Airport (b) Railway Station at Howrah. (c) Railway Staion at Sealdah Indian Statistical Institute Netaji Subhas Chandra Bose International Airport Howrah Station Sealdah Station The ISI campus lies approximately twelve kilometers west of the Netaji Subhas Chandra Bose International (Dum Dum) Airport. The Institute has two campuses, at 203 B. T. Road (the north campus) and 205 B. T. Road (the south campus). The former is the academic campus, while the latter is the residential campus. The conference will be held in the north (academic) campus, while most of the conference participants staying at ISI will lodge at the south campus (in the Guest House, the ISEC Hostel, or the Boy’s Hostel).
