1. Garden Reach Shipbuilders & Engineers Ltd. Kolkata, a Ministry of Defence Undertaking, intends to engage reputed transporter for transportation of materials by 5MT, 9MT, Open Dala Truck & Trailer including gas cylinder/raw material within & between GRSE units and in & around Kolkata metropolitan.

2. Tender Enquiry (T.E.) is hosted in GRSE & Govt. website www.grse.nic.in & www.tenders.gov.in respectively. Quotation must be submitted only in system generated ‘Data Sheet’ format for line items which will be available through e-tendering and no rate should be mentioned anywhere in the attachment for techno-commercial bid and occurrence of such incidents will be liable cancellation of the bid. Each bidder needs to quote each line items of respective annexure of 5 MT Truck (Annexure –‘A’), 9 MT Truck (Annexure –‘B’) Open Dala Truck (Annexure –‘C’) & Trailer (Annexure –‘D’) in the price bid format failing which the offer will be treated as non-responsive & hence rejected. The mentioned data sheet should be clearly filled in and uploaded the same in http://www.grse.nic.in/etender). For any query regarding bid submission, bidders should go through the guideline in the GRSE web-site for e-tendering.

3. EMD (interest free) of Rs. 1,20,000.00 (Rupees One Lakh Twenty Thousand only) by way of bank draft drawn on any scheduled bank other than co-operative Bank in favour of Garden Reach Shipbuilders & Engineers Ltd. payable at Kolkata must be submitted to the office of AGM (Store) within the due date of Tender opening.

4. Tender fee (non-refundable) will be Rs.500.00 (Rupees Five Hundred Only). Vendor needs to submit tender fees details in prescribed format in e-procurement commercial data sheet and send the hardcopy of the draft, in favour of Garden Reach Shipbuilders & Engineers Ltd. Payable at Kolkata addressed to Mr. S. K. Roy, A.G.M. (Store) super scribing on the envelope.

5. Time schedule for e-tender: i. Opening date for online submission of e-tender: 20.06.17 ii. Closing date for e-tendering: 11.07.17 (12 p.m.). iii. Due date for opening e-tender: 11.07.17 (12.30 p.m.).

6. Scanned copy of EMD, Tender fee and other documents in support of eligibility criteria to be submitted through e-tender.

7. In the event of our office has to remain closed on 11.07.17 due to any reason beyond our control, the e- tender will be opened on the next working day except Saturday without any special intimation to intending bidders.

8. GRSE reserves the right to accept or reject the lowest or any / all offer without assigning any reason whatsoever. GRSE also reserves the right to enter into a contract / parallel contract with one or more Transporters for similar work whole or part thereof.

9. The date of opening of price bid will be intimated through e-mail in due course after freezing TNC/CNC.

10. As a general rule, price negotiation with L-1 vendor(s) will not be entered into as far as possible, unless warranted by unreasonable price quoted in the opinion of GRSE.

11. No Conditional offer will be accepted. GRSE crave leaves for further addition or alteration in the contract, if the situation demands.

12. EMD will be refunded to unsuccessful bidder through ECS on request on completion of tendering process.

13. Corrigendum / Addendum if any, will be hosted in GRSE Web site only.

Techno Commercial Bid –Part-I

1. Eligibility Criterion :

i) Proof of latest fleet of minimum 02 (Two) nos. 5MT Trucks, 01 (One) no. 9MT Truck, 01 (One) no. for Open dala Truck and 02 (Two) nos. Trailers registered and in possession (owned / leased) of Transporters.

ii) Transporter’s local office with Tel. No., address, E-mail Id.

iii) Past experience having worked in Govt./PSU/Reputed Organization, if any.

iv) Bank Draft of Rupees 1, 20,000/-(Rupees One Lakh Twenty Thousand only) payable to Garden Reach Shipbuilders & Engineers Ltd. from any Scheduled Bank excluding Co-operative Bank towards EMD (interest free).

v) Bidders are to submit their PAN, Service Tax registration certificate, Trade License.

vi) Bidders are to submit their Audited balance sheet and profit and Loss account statement for last three years (applicable for vendors not registered with GRSE).

2. Trucks/Trailers provided should, in general, meet the requirements of Regional Transport Authorities and comply with all Government and Municipal Regulations and Notifications governing to transportation of materials. Transporters will also be responsible for obtaining necessary permission from Kolkata Police, if necessary, for movement of their Vehicles through ‘NO ENTRY’ areas during traffic restriction for transportation of GRSE materials. No refusal to accept loading or movement of vehicle with unloaded (except for very special circumstances) will be allowed by Store / Service Cell/ Berth.

3. The responsibility for safe custody of materials rest with the Transporters till such time, materials are delivered at destination. Transporter will be responsible for any loss or damage of our materials while in transit and all such damages or losses will required to be made good by the Transporter. In the event of any accident, before the materials is delivered or while in transit, which causes or likely to cause delay in delivery or damage to the materials carried or result in a manner detrimental to our interest. The Transporter shall be wholly responsible for reporting the accident to the nearest Police Station and the nearest Office of GRSE Ltd., within 24 hours of the accident. After safe delivery of goods at destination, it will be transporter’s responsibility to take clear proof of delivery (POD) for consignee on 2 copies of delivery challan (one to submit to Service Cell & other for attaching with bill blue copy). Consignment copy of transporter on demand as per required may be produced as proof of delivery.

4. Transporter will be solely responsible for injury/damage caused to property and shall be liable to compensate for any loss, the GRSE Ltd. may have to suffer by claims from third Party. Driver should maintain the speed limit below 20 Km/Hr. when they drive the vehicle inside the GRSE unit.

5. Transporter is to provide Waterproof Covers/Tarpaulin to protect the materials while in Transit. Transporter should ensure delivery of materials in good condition at the delivery point within reasonable time.

6. i) Rates for 5 MT Truck (Annexure – ‘A’) , 9 MT Truck (Annexure – ‘B’) Open Dala Truck (Annexure – ‘C’) of Price Bid Matrix

All rates should be quoted inclusive of loading /unloading/handling charges including provision of 2 Labourers, incidental and statistical charges of booking station / check post and Hamali and statistical charges of delivery stations. No separate Labour Charge will be admissible. However, Mechanical Aids will be provided only at GRSE premises for loading / unloading of materials/consignments weighing more than 50 Kgs. individual weight by concerned Stores/ Shops/ Units etc. of GRSE. When consignment is loaded from Kolkata Dock cost towards bedding, covering, lashing charges, if any, will be borne by the transporters.

ii) a) Rates for Annexure – ‘D’ for Trailer (Enquiry Sl. No. 1 & 2 of Price Bid Matrix)

All rates for transportation of 40’ and 20’ Container should be quoted inclusive of loading charges including provision of 2 Labourers, any incidental and statistical charges of booking station / check post and Hamali and statistical charges at delivery stations. Any incidental charges to be borne by transporter while unloading container at nominated container slot. If any charges for unloading of container at nominated container slot is being substantiated by original money receipt against certified by concern GRSE officer of import clearance cell/concern GRSE officials, the same will be reimbursed at actuals. No separate additional Labour Charge will be admissible. However, Mechanical Aids will be provided only at GRSE premises for loading / unloading of materials/consignments weighing more than 50 Kgs. from the container individual weight by concerned Stores/ Shops/ Units etc. of GRSE. When consignment is loaded from Kolkata Dock/CFS cost towards bedding, covering, lashing charges, if any, will be borne by the transporters.

b) Rates for Annexure – ‘D’ for Trailer (Enquiry Sl. No. 3 to 8 of Price Bid Matrix)

All rates should be quoted inclusive of loading /unloading/handling charges including provision of 2 Labourers, any incidental and statistical charges of booking station / check post and Hamali and statistical charges at delivery stations. No separate additional Labour Charge will be admissible. However, Mechanical Aids will be provided only at GRSE premises for loading / unloading of materials/consignments weighing more than 50 Kgs. individual weight by concerned Stores/ Shops/ Units etc. of GRSE. When consignment is loaded from Kolkata Dock/CFS cost towards bedding, covering, lashing charges, if any, will be borne by the transporters.

7. Transporter will be responsible for any loss arising from accidents, leakage, damage, Pilferage or interference with the contents of the packages while goods are in the Custody of Transporter. The rupee value of each loss will be adjusted against the bills or Security Deposit of Transporters if available to their credit else the Transporters are liable to compensate the loss/damage through payment separately for which Transporter may like to take Insurance Coverage.

8. Transporter will not be allowed to load enroute any other materials belonging to any other Person / Party in the transport while carrying GRSE materials.

9. Transporter will supply Trucks within 4 hrs. of intimation & for Trailer on an advance Notice on previous day. If they fail to supply the requisite number of Trucks/Trailers a penalty as per para-26 for LD clause will be imposed on them.

10. Transporter shall observe and comply with the requirements of the Minimum Wages Act, all other Industrial/Labour Legislations which are in force or/hereinafter may brought in force, governing the relationship between the employer and employees and undertake to hold the Company indemnified against all claims, payment, losses that the Company may have to make or suffer on account thereof. The Transporter shall, whenever required by the Company or Officials authorised under the statutes, will produce for inspection all documents, Registers and other papers required to maintain under the various statutes.

11. Transporter should follow the Company’s regulations on deployment of Contract Labour and shall comply with the statutory provisions as envisaged under the CL.(R & A) Act. 1970 read with W.B. Rules / Jharkhand (Bihar) Rules. The Factories Act. 1948. West Bengal Factories Rules 1958, Bihar Factory Rules 1950, EPF (MP) Act. 1948 and Minimum Wages Act and the Rules there under as applicable including payment of contribution (Employer & Employees) in respect of each of our Workmen.

12. (i) The Contract will be for the period of TWO YEARS from the date of issue of Work Order. GRSE reserve the right to extend the period at same rate, terms and conditions with your written concurrence or to cancel it otherwise, should you fail to fulfill Terms and Conditions.

(ii) Parallel Rate Contract: Nothing will debar GRSE Ltd., Kol-24 to conclude now or in future a parallel Rate Contract at their discretions with other parties whenever considered necessary.

13. Requisition for Trucks/Trailers will be issued from the Office of Service Deptt. Transporter should depute their authorized representative daily to ascertain the requirement of Transport for the following day. Transporter will be authorized to collect bulk materials such as Steel / Cement /Oil etc. from our suppliers on our behalf as and when necessary. Transporter is to issue consignment Note for arranging Transit Insurance, if required. Transporter is required to ply right type & size of vehicle as 5MT/9MT/Opendala/Trailer etc. as requisitioned.

14. Norms of Size of Consignment and Type of Vehicles:

15. Over Dimensional Consignments (ODC) -

a) Pro-rata payment will be made on ODC (Over Dimensional Consignments).Consignments having dimensions exceeding the normal dimensions (length, width and height) as indicated in Clause 14 shall be treated as ODC consignment. In respect of such consignments ODC charges on proportional basis over the above standard will be payable on pro rata basis. However, ODC charges shall be permitted in one dimension only, whichever of the greater value.

b) For carrying over dimension pipes/steel channels, joist, angles, flat, rod, wood, timber and plates beyond the length of the above dimension as per clause 14 will not be considered as ODC consignment.

c) For carrying sizzors ship building blocks, engineering items in special cases with the help of truck & it will be treated as ODC as clause no. 15 a and For carrying load bank, ship building blocks, engineering items in special cases with the help of open dala truck/trailer/trailer horse it will be treated as ODC as clause no. 15 a..

d) For all ODC the dimension of the consignment is to be certified either in challan / POD document/ requisition slip from the consignor.

16. Overweight Consignment for trailer:- In case of overweight consignment of trailer beyond 20MT pro-rata rate per trip rate basis for additional weight will be paid against weightment certificate.

17. The Trucks/Trailers loaded with Stores/Consignments shall travel over the shortest route and shall also deliver the Stores/Consignments within reasonable period of time. Any break-down of Vehicles enroute to a destination while carrying the goods shall be reported immediately to Service Dept. verbally/in-writing for taking necessary action to avoid any complaint or dispute that may otherwise arise due to belated delivery.

18. Price: a) Rate against each line item of Price Bid format (Annexture ‘A’, ‘B’ ‘C’ & ‘D’) should be quoted per trips inclusive of all charges including driver, helper, two labours & other statutory levies. Applicable Service Tax will be paid by GRSE. The rate should be quoted with respect to destination as per GRSE working hours. In case of emergency / exigency the transportation job beyond working hours or in holiday may also be executed with no extra cost. For loading & unloading two laboures must be provided with each vehicle except driver and helper. However, driver and helper may be treated as labours, to fulfill the requirement of 2 (two) labours per truck, if they do the job of labours for loading and unloading of materials besides doing their specialized job. Proportionate reduction will be made in case of short supply of labours with vehicle. L1 will be determined on each line item basis. For transportation of raw material such as steel plate, bulb flat etc., GRSE will authorize transporter’s rep. to collect rust free, dent free material and the transporter may need to provide vehicle on previous night for loading of material from Steel Stock Yard Dankuni/ Shalimar for which no extra cost to be considered.

b) Accommodation material collections: Accommodation materials required for various occasions to be collected from selected decorators and loading and unloading of accommodation materials at decorators place and at GRSE has to be arrange by transporter itself and rate should be quoted in considering such activities during holidays / night shift also.

c) Deployment of vehicle during Holiday/Night/Early Morning/Beyond office hours: No additional charges/rates /additional labour cost will be applicable for deployment of vehicle during the Holiday/Night/Early Morning/Beyond office hours

d) Empty Return Charge: When a Vehicle is requisitioned and not utilized due to no fault of Transporter, empty return Charge as per Trip Rate is payable to Transporter provided Empty return is certified/endorsed by the concern Deptt./Authority and the same is submitted with Bill.

e) Empty Return of Container: In case of full container unloaded from the trailer at GRSE due to unavoidable circumstances for further unloading of consignment then the rate per trip basis for placement of trailer for incoming & rate per trip basis for empty return of container will be considered individually & rate should be quoted accordingly as per Annexure – D (2) of Price Bid Matrix.

19. Dock Permit / Toll Tax / Ferry or Vessel Charges / Airport or Railway Parking / Road Fines or Penalty / Police Fines: Necessary arrangements for dock permit (if necessary) including manpower entry at Dock premises for the vehicle has to be done by the transporter itself. No additional charges or claim to be considered for Dock Permit, Toll Charges, Toll Taxes , Ferry or Vessel Charges , Airport or Railway Parking charge including Manpower entry, Road Fines or Penalty , Police Fines or any incidental charges towards loading / unloading charges of consignments / container (exceptional clause 6..ii.a) at Port / CFS .

20. Weighment of Materials : If materials is required to be taken weight (both gross & tare) outside GRSE / other units of GRSE, no extra trip required for this operation will be considered. Thus no additional payment for this operation will be reimbursed. However, weighment charge, wherever applicable will be reimbursed by GRSE on submission of supporting documents with the bills by the transporter.

21. Inter Unit transportation/GRSE Units: Rate should be quoted in view of transportation of material between any of two GRSE Inter Units among Main, 61 Park, FOJ, T.U. & RBD.

22. Intra Unit transportation (Shifting): Rate should be quoted in view of transportation of material within any of GRSE Unit among Main, 61 Park, FOJ, T.U. & RBD on per trip basis.

23. Detention Charges: Detention charges will be applicable if delay is beyond 24 hours from the time of reporting to the concern officer / supervisor / authorized representative of the department/ authorized GRSE nominated Clearing & Forwarding Agent (excluding Sunday & holiday& Saturday half day) at loading / unloading point of GRSE/any other point(Port/CFS/Airport etc.) due to the fault of consignor & consignee and in such case certificate / in challan / POD from the concerned authorities (consignor & consignee) as the case may be clearly stating both time & date of arrival & departure of the vehicle to be obtained and the same to be furnished with the bill for claiming for detention charges . GRSE gate entry/exit time or time indicated in the weightment certificate will not be considered as a proof of detention certificate.

24. Gurantee about volume of work: The no. of trips mentioned in the price bid is indicative only. GRSE does not guarantee to the transporter about such quantum of works. Transportation works is to be executed as per actual requirement of GRSE.

25. Payment terms : a) Transporter should submit bill (in quadruplicate) for the job executed during the preceding month by 10th of succeeding month and the bill should be supported with two copies of all documents viz. requisition slip of user deptt. duly endorsed by In-charge of service deptt.,blue copy of delivery challan with gate stamp / slot letter and duly receipted by the officer of the consignee deptt. Payment will be made through ECS within 30 days from the date of submission of your each clear bill marked with work order reference & date. Bills where blue copy of delivery challan is missing are to be raised separately along with indemnity bond on non-judicial stamp paper. GRSE will however clear these bills without blue copy of delivery challan only after verification from concerned deptt. Applicable Service Tax will be paid extra.

b) For returnable challan there should be in and out time with gate stamp. Incomplete / faulty / illegible bills will not be accepted if found discrepant during processing penalty charge will be imposed @ Rs.500/- per bill and the said fees will be Rs.1000/- for second return.

c) In case of transportation of Gift/Sweet/Idol Immersion or a few Transport operation for Guest house or GRSE cooperative or any urgent issue, bill should be submitted along with proof of vehicle deployment viz. certification of user deptt. duly endorsed by service section.

26. L/D Clause: For delay in placement of required vehicle beyond schedule time frame, GRSE shall have the right to recover from the Transporter as penalty @ 1% of the trip charge per half an hour of delay subject to a maximum of 5% of the total trip charge. In the event of delay GRSE shall also have the right to cancel the requisition / order and obtain the job executed from the other source at the risk and cost of the transporter. GRSE will have the right to encash / revoke the Security Deposit / Bank Guarantee to recover liquidated damage amount.

27. Pro-rata rate on the basis of nearest (as per contract) distance will be applicable / paid in case of transportation if required to be carried out to and from places which are falling on same route & nearest routes and are not covered by this Rate Contract.

28. Security Deposit :

a) Security deposit (interest free) in the form of DD or Bank Guarantee in approved GRSE format from scheduled Bank other than co-operative Bank @ 5% of order value or Rs.1,00,000/- whichever is lower required to be submitted by successful bidder within 15 days from the date of receipt of Work Order. If no work could be given within 6 months of a contract, the transporter will be eligible to get back the SD subject to formal approach with an undertaking that they will, however, honour their other contractual provision within valid period of contract.

b) The Security Deposit shall be retained by GRSE Ltd. as Security for the performance of the Contract by the Transporter. If Transporter fails to do the work as per Contract, the Security Deposit shall be forfeited in full or part thereof as the case may be, at discretion of the Company. In addition the Security Deposit shall, unless forfeited, be used against any damage, loss or avoidable expenditure caused or any Acts/ failure /lapses whatsoever on the part of Transporter.

c) Transporter shall replace/deposit the portion of amount of Security Deposit, forfeited / deducted by the Company against any loss/damage suffered by the Company, within 07 days from the date of issue of a Notice by GRSE LTD. So that amount of Security Deposit remains available in full with the Company during tenure of the Contract.

d) The amount of Security Deposit will be refunded to Transporter without interest on expiry of the Contract period after adjustment of any dues to Company. However, if the Contract is renewed or extended by mutual consent of both the Transporter and the Company, the amount will not be refunded, but kept as Security Deposit for the renewed or extended Contract.

29. Risk Purchase Clause: In case the work is not satisfactory and the contractor fails to maintain the schedule, GRSE reserves the right to get the work done by alternative source at the contractor’s risk and cost. If the job or any part thereof are not delivered / completed within the scheduled delivery dates / completion period, GRSE shall be at liberty to resort to any other remedy for breach of contract, to terminate the contract either wholly or to the extent of such default. Amounts or part thereof corresponding to the undelivered service shall be recoverable from the firm. GRSE shall be at liberty to purchase / obtain the service from the alternative source as it deems fit, to make good such default and or in the event of the contract being terminated, the balance of the remaining service to be delivered there under. Any excess over the job value / service rate, paid and incurred by GRSE, as the case may be, over the contract value shall be recoverable from the contractor. To make good the recoverable excess amount paid, GRSE shall be at liberty to invoke Bank Guarantee and / or with other available dues of the contractor.

30. Dispute Resolution - Arbitration a) If at any time, before during or after the contract period, any unsettled claim, question, dispute or difference arises between the parties, upon or in relation to or in connection with or in any way touching or concerning this order, the same shall be referred to the Chairman & Managing Director (“CMD” in short) of Garden Reach Shipbuilders & Engineers Limited (“GRSE Ltd.” in short) for appointment of a sole arbitrator for adjudication of the said disputes or differences, in accordance with the provisions of the Arbitration and Conciliation Act, 1996. b) The CMD, GRSE Ltd. shall appoint a person, whom he thinks fit and competent, for adjudication of the disputes or differences, as the Sole Arbitrator. c) Such arbitration shall, in all respects, be conducted in accordance with the provisions of the Arbitration and Conciliation Act, 1996 and the rules framed there under or any statutory modification or re-enactment thereof for the time being in force. d) The Award of the Sole Arbitrator shall be final, conclusive and binding upon the parties. e) In the event of the death or resignation for any reason whatsoever of the said Sole Arbitrator, appointed by the said CMD of GRSE Ltd., the CMD of GRSE Ltd., on an application from either of the parties in this behalf, shall appoint in place of the outgoing Arbitrator, another person whom he thinks fit and competent to adjudicate the said disputes and differences in accordance with law. f) Also in the event an Arbitration award is set aside by a competent court on an application from either party and unless otherwise ordered by the said court, the CMD of GRSE Ltd., on an application from either party, shall appoint a person whom he thinks fit and competent to adjudicate the disputes and differences in accordance with law. g) The cost of the arbitration, fees of the arbitrator, remuneration of the stenographer and clerk, stamp paper etc. as shall be decided by the Sole Arbitrator, shall be shared equally by the parties. The venue of arbitration shall be at Kolkata and unless otherwise decided by the parties or by the Sole Arbitrator himself the venue shall be the premises of Garden Reach Shipbuilders & Engineers Ltd. located at 43/46, Garden Reach Road, Kolkata 700 024. h) The language of the proceeding shall be in English.

31. The Force Majeure Clause: Applicable as per CVC Guide Line (as vetted by Ministry of Law).

32. Jurisdiction: Litigation if any, pertaining to this contract will come under the jurisdiction of High Court at Kolkata.

33. Rate Variation Clause: Variation due to revisions of Diesel Price upto 5% shall not be considered for payment. However, variations beyond 5% will be considered and for every 1% increase / decrease in Diesel price adjustment payment will be made @ 0.3% on total freight rates payable to transporters per trip from the date of order.

34. Registration of Approved Vendor: The Contractor is to confirm whether they are registered with GRSE as approved vendor and indicate Supplier´s Code (5 digits) and product Code Group. If not an approved vendor, provisional vendor registration code is to be obtained from GRSE Vendor Cell.

35. Validity of Offer: Your offer should remain valid for a period of 90 days from the date of the tender opening.

36. GRSE reserves the right to appoint more than one Transporter / Contractors for the same Services for any reason whatsoever. GRSE also reserves the right to amend / reverse or modify the terms and conditions of the contract or part thereof or cancel it at any stage / time during the currency of the Contract, without assigning any reason whatsoever.

37. Transporter requires to abide by the rules and regulations in respect of safety, security, PF, ESI minimum wages act as applicable in the line with the direction of GRSE. Empty vehicles must not be kept in GRSE premises after 5 pm without permission of Service Section.

38. Tentative two years Trip/weight of material has been considered. It may vary according to GRSE’s actual requirement. LI will be determined on each line item basis.

39. GRSE will not pay transshipment cost towards material handling at loading/unloading point.

40. GRSE reserve the right to accept or reject any tender in full or in part without assigning any reason whatsoever. GRSE also reserve the right to enter into the parallel contract with one or more vendors for their requirements of whole or part job.

41. Benefits being accorded to the Micro & Small Enterprises (MSEs) vendors regarding implementation of policies for Micro & Small Enterprises, 2012 are as follows:

a) This policy for MSEs shall apply to all the MSEs registered with District Industries Centre or Khadi & Village Industries Commission or Khadi & Village Industries Board or Coir Board or National Small Industries Corporation or Dte. Of Handicraft & Handloom or any other bodies specified by Ministry of Micro, Small & Medium Enterprises. Document, Entrepreneurs Memorandum (EM Part-II), for manufacture/supply of concerned equipment/item, must be submitted along with the offer for such purpose to claim the benefit.

b) Following facilities/benefits will be given to MSEs :- (i) Issue of Tender sets free of cost. (ii) Exemption for payment of Earnest Money Deposit.

Above benefits will also be accorded to the vendors registered with NSIC under a single point vendor registration scheme. The vendors registered with NSIC under single point registration, for manufacture/supply of concerned equipment/item, will additionally be exempted from submitting the security deposit.

c) (i) MSEs registered with MSME authority as above, quoting prices within 15% of lowest eligible price bid of other bidder(s) shall be eligible for purchase preference for 20% of the order quantity (subject to order quantity being adequate for this purpose) provided the MSE matches the L1 landed cost at GRSE.

(ii) If it happens that two or more MSEs are within L1 + 15% range, all such MSEs will be given an opportunity to accept the L1 price and to share 20% of the order value equally.

d) (i) In case the MSE is owned by SC/ST owners, then the enterprise will get a share of 4% of the above 20% exclusively in addition to sharing of equal portion of balance 16% with other non-SC/ST MSEs. (ii) If more than one MSE owned by SC/ST owners are there in case of a tender, such MSEs will share 16% of the total ordered value equally with other non-SC/ST owned MSEs in addition to equally sharing 4% exclusively reserved for SC/ST owned enterprises.

e) To qualify for entitlement as SC/ST owned MSE, the SC/ST certificate issued by the District Authority must be submitted along with the offer.

f) It is to be noted by all concerned that in case the participating MSE is a partnership company having one of the partner belonging to SC/ST as above, whether benefit related to SC/ST owned MSE is to be accorded or not shall be notified subsequently pending which no related benefit will be accorded at present.
