    Creating a Scene: The Role of Artists’ Groups in the Development of Brisbane’s Art World 1940-1970 Judith Rhylle Hamilton Bachelor of Arts (Hons) University of Queensland Bachelor of Education (Arts and Crafts) Melbourne State College A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2014 School of English, Media Studies and Art History ii Abstract This study offers an analysis of Brisbane‘s art world through the lens of artists‘ groups operating in the city between 1940 and 1970. It argues that in the absence of more extensive or well-developed art institutions, artists‘ groups played a crucial role in the growth of Brisbane‘s art world. Rather than focusing on an examination of ideas about art or assuming the inherently ‗philistine‘ and ‗provincial‘ nature of Brisbane‘s art world, the thesis examines the nature of the city‘s main art institutions, including facilities for art education, the art market, conservation and collection of art, and writing about art. Compared to the larger Australian cities, these dimensions of the art world remained relatively underdeveloped in Brisbane, and it is in this context that groups such as the Royal Queensland Art Society, the Half Dozen Group of Artists, the Younger Artists‘ Group, Miya Studios, St Mary‘s Studio, and the Contemporary Art Society Queensland Branch provided critical forms of institutional support for artists. Brisbane‘s art world began to take shape in 1887 when the Queensland Art Society was founded, and in 1940, as the Royal Queensland Art Society, it was still providing guidance for a small art world struggling to define itself within the wider network of Australian art.

    "People rightly ask what is the contribution made to the lives of Queenslanders by our cultural organisations. The Queensland Museum and cultural organisations in general must be prepared to respond in an informed way. This is especially true in challenging economic times as the Museum plans the next developments on its campuses throughout the State. Valuing the Queensland Museum: A Contingency Valuation Study provides a new way of assessing the public value of the Queensland Museum. The Study presents evidence of this ongoing value in economic terms, based on sound, well-established survey and analysis techniques. The findings are comprehensive and provide a clear picture of the Museum's importance to its various stakeholders state-wide. This is the first time a cultural organisation in Australia has conducted such a study and it provides a model that might usefully be an exemplar for other organisations. I congratulate all those involved in the Study, both for the rigour of the research and analysis process and for the clarity of the reported outcomes. I commend the Study to our many supporters and friends. These are very exciting times for our Museum.     Proceedings of ACOUSTICS 2016 9-11 November 2016, Brisbane, Australia Regulatory Strategies for Managing Noise from Outdoor Music Concerts Alex Marchuk 1 and Frank Henry 1 1City Planning and Sustainability Division, Brisbane City Council, Brisbane, Australia ABSTRACT Government authorities are faced with a number of challenges when attempting to regulate noise from outdoor concerts. A key difficulty is the ability of an authority to meaningfully influence the behaviour of a concert operator during the concert itself. In many jurisdictions, penalties for environmental noise nuisance are an insufficient deterrent – resulting in permit conditions and noise limits being routinely exceeded or ignored. Authorities can also face a regulatory burden where noise conditions are technically difficult to measure, difficult to determine compliance, and require specialised equipment and staff to be available outside standard business hours. Noise regulations need to be carefully determined with the aim of motivating good noise self-regulation without being prohibitively punitive or impractical. Noise limits need to consider the realistic sound levels that are needed to hold a successful concert, while still preventing unreasonable behaviour. This strategy has been implemented by setting noise measurement locations at the sound mixing desk. Mixing desk staff can then monitor their own levels with immediate feedback and corrections where required. Self-monitoring provides industry with the ability to clearly demonstrate responsible behaviour to authorities and the community and it provides certainty and security for future use of the venue. 1. INTRODUCTION Outdoor music concert noise creates a unique regulatory challenge for authorities.
