It has been an honor to learn from you, work with you, and tell your stories through this assessment. This work would not be possible without your honesty, insight, and ideas for improving our community food system. 3 Forward hen the first settlers came to Oregon they were amazed by the rich soil, abundant water supply and even the islands of productivity in Oregon’s Wdeserts. They were thrilled with the crops, fruits and berries they were able to raise, the rich pastureland as well as the streams teaming with fish and the bounty of wild game available to feed a growing population. It would have been impossible for them to be- lieve that anyone could be hungry or food insecure in this land of plenty. It is incredible that hunger and food insecurity abound in Oregon nearly two centuries later. In fact, many of the areas that seemed so bountiful to those early settlers have the least access to food today. Seven years ago the Oregon Food Bank in partnership with University of Oregon RARE program began to conduct community food assessments in some of Oregon’s rural coun- ties. Very few community food assessment efforts have been undertaken in rural Ameri- ca with a county by county approach. The report you are about to read is a result of con- versations with the people who make Oregon’s rural communities and their food systems so very unique. These reports are also a gift from a small group of very dedicated young people who have spent the last year listening, learning and organizing. It is our sincere hope that these reports and organizing efforts will help Oregonians renew their vision and promise of the bountiful food system that amazed those early settlers. Transmission rate increases of 26 percent to 44 percent would be passed directly to industrial and residential consumers. On May 23, the White House fiscal 2018 budget included a cryptic entry for the sale of the Bonneville Power Administration's transmission assets. The proposed revenues from the sale are only 80 percent of the value of the assets being sold. This raises the question of why these valuable assets should be sold at a discount — and who would get the benefit of the discounted price. If the sale goes through, it also will raise novel regulatory issues. In the most likely scenario, the proposed sale could increase transmission rates by 44 percent. In a less likely scenario, the Federal Energy Regulatory Commission might be persuaded to reduce the assessed value of the transmission assets to the proposed sale price, since the Trump administration proposes to sell the transmission system at a loss.

    3 From the beginning Two centuries ago, many communities in the United States had newspapers, but none were in the Pacific Northwest territories of Washington, Oregon, and Idaho. One century ago the number of newspapers in the region might easily have topped 750. Today, depending on how you count, the number is somewhere south of a third as many. As in most industries, the less stable publications didn©t last long, or merged with stronger competitors. Most newspapers that ever have published in the Northwest lasted only a few years ± no more than five. A relative handful still publish. Still, the talk about newspapers in the new millennium has become notably dire. As we mention working on this book to people in the business, a common refrain has been: ªYou©re not saying, let©s do this before the newspapers are all gone ¼ are you?º Well, no. That would be a long wait. Some newspapers in fact are in tough shape, but by no means all. Some have remained quite stable. Some even have expanded. Early history ± launching The very first lasting and stable settlement in the Northwest, at what is now Astoria (founded in 1811), didn©t quickly generate a newspaper. The economy wouldn©t support it, since for decades after its founding Astoria was a one-shop stop, a single-company operation (under first American, then British, then American control again). Its first post office (a prerequisite for newspapering) was set up in 1847, but it was a couple more decades before a newspaper appeared there.

Oregon State University Extension Service staff and Master Gardeners spent a combined 140 hours working on the garden over spring break, but the work started long before that. The Oregon Department of Education announced grant recipients totalling more than $2.5 million for Farm to School and School Garden projects. One recipient was the OSU Extension Service for the project at Lewis & Clark. The garden will feature "first foods," meaning the foods grown and consumed by Indigenous communities in the area. The extension office and Lewis & Clark have collaborated for nearly a decade. "We had just decided to take it a little bit further and create a native plant and school garden," explained Julie Scism, OSU Extension nutrition education program assistant. Jenny Rudolph of the extension service's family and community health program led the project from the grant application stage.
