Minutes for the Meeting of Kea Parish Council Thursday 17th September 2020 Present: Cllr Hill(Vice Chair), Cllrs Alvey, Baker, Chamberlain, Johnstone, Roberts, Spenceley, 2020 held via Zoom Verran, CC Cllr Dyer, 2 members of the public and the clerk. 1. Chairpersons welcome: Cllr Hill welcomed everyone to the meeting. 2. Apologies : Cllr Treseder 3. Declarations of Disclosable Pecuniary Interests (DPI) and any Other Significant Interest (OSI) : Cllr Hill declared an DPI in an item to be discussed in closed session. 4. Public comment: A member of the public spoke in favour of planning application PA20/07077 stating that the applicant has been working from home during the period of Covid 19 and wishes to convert an existing building into an office so that he can continue to do this. There would be a change to the roof line and interior changes. Cllr Hill enquired whether the speaker was aware of many of these types of application given the current circumstances. The speaker stated that he had not come across many but thought that there would be more in the future. 5. Cornwall Councillors Report: Cllr Dyer reported that things had been quite quiet in his division. There were moves to open the Chacewater to Newquay old train tracks as a cycle route. Cllr Dyer also reported that there were plans to close the polling station at Twelveheads, but that the one at Baldhu Chapel would remain open. Cllr Alvey reported that he is on the Covid 19 outbreak board, and that Cornwall remains right at the bottom of the table for infections. There have been a small increase in numbers and there are concerns about testing facilities, but this is being chased up. There is a push to re-open Cornwall Councils face to face services like Kresen Kernow (records office) and One Stop Shops. The council now have more mobile phones numbers accessible to the public and Kresen Kernow will be open from next week on an appointment basis only. 6. To confirm minutes : Cllr Alvey proposed that the Council accept the minutes of the meeting of 20th August as a correct record subject to the following amendments; Item 9 – add the words “Private Property”, to the information about the sign on the gate at Calenick, Item 9 change to say “a more suitable surface needs to be put in place for FP1”, Item 10a include full name for Shane Dudding. This was seconded by Cllr Chamberlain and agreed by a unanimous vote. 7. Planning: To receive and comment on planning applications: PA20/07077 Mr and Mrs Tripp, Chirwyn, Chyreen Lane. Remodelling and conversion of existing storage building to form home office. Proposal: Kea Parish Council to submit the following comments – Kea Parish Council support this application. Proposed by Cllr Baker, seconded by Cllr Alvey and agreed by a unanimous vote. One member of the public left the meeting PA20/06335 Mr and Mrs D White, Chycara, Chyreen Lane. Proposed extension to provide increased toilet, storage and kitchen facilities. Formation of sound reduction lobby and relocation of existing below ground treatment plant. Proposal: Kea Parish Council to submit the following comments - Kea Parish Council support this application. Proposed by Cllr Alvey, seconded by Cllr Johnstone and agreed by majority vote. PA20/06568 Mr and Mrs D White, Chycara, Chyreen Lane. Change of use of approved covered store to function room (retrospective). Proposal: Kea Parish Council to submit the following comments - Kea Parish Council would support an increase in the number of events held at Chycara over the next two years, however, they do not support an extension to the time allowed for amplified music at the venue. Proposed by Cllr Alvey, seconded by Cllr Johnstone and agreed by a majority vote. b) The council moved to closed session. Cllr Dyer and the one remaining member of the public were moved to the waiting room along with Cllr Hill. Cllr Chamberlain took the chair Cllr Hill, Dyer and the member of the public were returned to the meeting and Cllr Hill resumed the chair. Cllr Hill reported that there have been 2 pre-apps completed in the parish recently . Cllr Baker raised a question regarding on ongoing enforcement – it was agreed that this needed to be discussed in closed session. Cllr Dyer and the member of the public were moved to the waiting room. Cllr Dyer and the member of the public were returned to the meeting. 8. Specific highways issues: Cllr Baker reported that the bypass of the top cattle grid on the road to Coombe had now been cut, but the gate had not been repaired. There is no way of fastening the gate and one of the hinges is broken. It was requested that the clerk write to Viv Bidgood, copying in Cllr Alvey to request that the gate be repaired. Cllr Dyer reported that he had received a complaint about speeding traffic on the road past the entrance to Wheal Jane. It was felt that this was making it increasingly dangerous for pedestrians. It was agreed that the clerk request the verges be cut back to allow safe refuge for pedestrians. It was reported that the road from Coopers to Sparnock had received some maintenance and most of the white lines had also been repainted. Cllr Baker reported that the traffic cones placed on the edge of the A39 at the back of the Community Centre had now themselves been pushed over the edge of the road and that a barrier was really required in this area. Clerk stated that she had reported a pot hole on the hill below Kea School and that this was now going to be repaired. It was reported that there is a pot hole opposite Quenchwell Chapel at the end of Chyreen Lane, it has been marked, but not repaired, clerk to report again. Cllr Roberts reported that the hedges at Playing Place end of Chyreen Lane need to be cut back, clerk to report. A) Road Signage – Cllr Hill stated that he would like to see local roads named to avoid losing the names that they are known by locally, for example, Mill Lane, Rope Walk Road, Lights Hill, Chyreen Lane, School Hill. Cllr Hill requested that Cllrs ask their neighbours and have a think themselves about any road names they are aware of that are not currently signed. Clerk to write to the Kea Old Cornwall Society and request their help as well. It is then proposed to compile a list to give to Cornwall Council and request that signs are added to these roads. At the very least the names could be added to Cornwall Councils interactive map. 9. Specific footpaths issues: Cllr Baker reported that there is a sign missing from the highway showing FP19/1 just up the hill from Chycara. Clerk to report. Cllr Roberts reported that one of the neighbours of FP5 by The Rounds stores gas canisters alongside the path and she was worried as to the safety of this. The canisters do not encroach on the surface of the footpath, but clerk to report. Cllr Hill stated that he thought that the path in Calenick marked by a new sign stating “Private Property, residents only” was actually on Cornwall Council land. It was proposed by Cllr Baker and seconded by Cllr Chamberlain that the council carry out a land registry search, this was agreed by a unanimous vote. a) To discuss areas that need to be recorded as rights of way: It was agreed that the process for adding new paths is quite complicated and requires specialist knowledge. There are 2 way of adding rights of way to the definitive map, this is using historic evidence or using user evidence. Cllr Baker stated that as most residents in Coombe are tenants of Tregothnan it is easy to say that they are exercising their tenants’ rights using paths rather than as members of the public. It was suggested that the Ramblers or the British Horse Society may be able to give assistance with the applications. It was agreed that the clerk contact the Ramblers to ask whether this is something that they would be able to assist us with. b) Adding paths to the LMP list: Cllr Baker has compiled a list of remote stiles and gates that need cutting that are not currently included in the LMP list. He also recommends that a short section of FP7 be included where the path joins Halwyn, this is a small section that was opened up 2 or 3 years ago, along with short sections on FPs 6 and 12. Cllr Hill recommends adding FP 26 in Bissoe and FP21 which we have been cutting for the past couple of years. It was Proposed by Cllr Verran and seconded by Cllr Baker that we request all of the above areas be added to the LMP list for next year. This was agreed by a unanimous vote. 10. Play area: a) Moss treatment by the entrance to the park. No quote yet received – deferred to next meeting. 11. Meeting format: It was agreed that with the Covid situation not easing meeting would remain on Zoom for the time being. Clerk will continue to monitor updated guidance. 12. Environmental Growth: Clerk reported that a group called Studio 61 had contacted the parish council looking for an area to create a community garden. Clerk, Chair and representatives from the Snooker club and the Community centre had met with the groups leader and discussed whether the area between the Snooker club and the Community centre would be suitable.
