Minutes October 2017 Kea Parish Council Minutes of meeting held on 19th October 2017 at 7pm in Kea Community Centre Present: Cllrs Alvey, Chamberlain (chair), Spenceley, Treseder, Verran, Cllr Dyer CC, 1 member of the public and the clerk. 1. Chairpersons Welcome: Cllr Chamberlain welcomed everyone to the meeting. 2. Apologies: Cllr Baker (Leave), Cllr Hill (Leave), Cllr Johnstone (health), Cllr Roberts (leave), Cllr Wear (work commitments) 3. Declarations of interest: Cllr Alvey declared an interest in item 6a Planning application PA17/09009. Due to low numbers Chair requested that Cllr Alvey participate in this item as he did not know the applicant well. 4. Public comment: None 5. Cornwall Councillors reports: Cllr Dyer reported that he has concerns regarding the amount of homes that the developer Persimmon are selling to big cities out of Cornwall. Blocks of housing are being bought up by other authorities to house people that they are unable to house locally. Cllr Dyer reported that he had attended Cornwall Councils boundary meeting. This had highlighted the number of homes that are currently empty, not including holiday lets and second homes. Cllr Dyer felt that there may be a possibility that Kenwyn District may be split, but he would be disappointed to see this happen. He felt that this may be an appropriate time to straighten the boundary between Kea and Chacewater where there is always some confusion. Cllr Dyer felt that being a Cornwall Councillor will become a full time job after the proposed changes and that this would be a good thing. Cllr Alvey also reported on the boundary review and showed the first draft of Cornwall Councils boundary submission. The initial proposal is that Kea would fall within a district containing Kea, Feock, and Twelveheads. The boundaries are decided considering natural boundaries, attempting to keep parishes together and community cohesion. The number of people within each district is set to be close to 5000 with a 10% variance. Community networks will remain. The consultation is open until February 2018. Cllr Alvey reported on the Overview and Scrutiny committee of which he is a member. On Friday they will be putting forward a tendering proposal to Cornwall Council , to look at waste management. This will include weekly recycling collections, fortnightly black bag collections and weekly food waste collections. Cllr Alvey reported that his community chest fund is still fairly full. 4. Public comment: 1 member of the public arrived late. Chair agreed for him to speak. The member of the public requested an update on planning application PA17/05444. Cllr Chamberlain explained that this application had been discussed at the September meeting and read out the comments that had been made from the minutes. 6. Planning a) PA17/09009 Mr James Green, Mill House, 2 Mill Lane, Calenick. Construction of first floor extension and roof terrace. Proposal: Kea Parish Council to submit the following comments – Kea Parish Council support this application. Proposed by Cllr Verran, seconded by Cllr Treseder and agreed by unanimous vote. PA17/08428 Mr Marc Andrew, 33 Halvarras Road, Playing Place. Loft conversion and rear extension of property including updating/modernisation of existing dwelling and erection of porch. Proposal: Kea Parish Council to submit the following comments – Kea Parish Council support this application. Proposed by Cllr Spenceley, seconded by Cllr Chamberlain and agreed by vote 4 in favour, 1 abstention. 612 b) PA17/09736 Mr Matt Gunn, 28 Old Coach Road, Playing Place. Construction of rear extension. Proposal: Kea Parish Council to submit the following comments – Kea Parish Council support this application. Proposed by Cllr Treseder, seconded by Cllr Spenceley and agreed by vote 4 in favour, 1 abstention. PA17/07602 Mr Sam Knowles (Tregothnan), Myrtle Cottage, Coombe. Alteration and refurbishment of vacant dwelling to use as holiday let. Proposal: Kea Parish Council to submit the following comments – Kea Parish Council support the principle of the work outlined in this application, however, we would prefer that this property be used for much needed residential accommodation rather than be lost to the holiday market. Proposed by Cllr Spenceley, seconded by Cllr Alvey and agreed by a majority vote. PA17/07603 Mr Sam Knowles (Tregothnan), Myrtle Cottage, Coombe. Listed building consent for alteration and refurbishment of vacant dwelling to use as a holiday let. Proposal: Kea Parish Council to submit the following comments -Kea Parish Council support the principle of the work outlined in this application, however, we would prefer that this property be used for much needed residential accommodation rather than be lost to the holiday market. Proposed by Cllr Spenceley, seconded by Cllr Alvey and agreed by a majority vote. c) Planning decisions noted. d)Cllr Alvey reported that enforcement officers will be pursing action due to a lack of progress at The Old Orchard, Old Kea. They will be looking to remove the caravans on site. e) Clerk reported that she had been contacted by a concerned member of the public regarding building activity and changes of use of buildings at Chycara House. Clerk has checked planning history and no breaches were noted. f) Despite 2 requests, clerk has not received current numbers for local housing needs. Clerk to pursue this for the next meeting. g) None 7. To confirm minutes of last meeting: The minutes of the meeting held on 21st September 2017 were signed as a correct record. 8. Matters arising: None 9. Specific Highways Issues: a) Highways matters to report: It was reported that the turning from Old Coach Road into Penlee Villas is very slippery due to a lot of leaves on the pavement. The hedge is also overhanging the pavement on the right hand side. Clerk to report to Cornwall Council. b) Roads that would benefit from a TRO: • Road around Kea School – cars park on all four forks of junction. Whilst there is a 20MPH speed limit in force directly outside of the school, this needs extending to past where cars routinely park – this could be possibly timed for school drop off and pick up only. • Road from Baldhu to Tomperrow – There is an existing advisory No Lorries sign, but this is largely ignored. Enforceable signs needed. (Clerk to request comments from Kenwyn Parish Council) • Chyreen Lane – Becoming damaged and dangerous due to use by lorries. Would benefit from restrictions either no lorries or a 7.5t weight limit with the proviso that this was except for access. • Road past Post Office in Playing Place – Double yellow lines needed from end of PO car park down around the corner to Holywell Road junction, possibly both sides. 613 It was agreed that the clerk would seek the opinion of Viv Bidgood on the above ideas. c) Consultation regarding School entrance – The following comments to be submitted – Kea Parish Council support these changes, but we would like the 20 MPH speed limit to be extended beyond the normal parking areas on the roads surrounding the school. d) Complaint received regarding mud on road in Halvarras Road – Clerk reported that she had received complaints from a member of the public regarding mud on the road. Councillors had also received complaints regarding this. It was reported to the meeting that the harvesting work on a local farm had now finished and the road has been cleaned. 10. Specific Footpath Issues: None 11. Play area, MUGA and Skate Bowl: Cllrs Chamberlain and Verran reported that their visit to Kea School had gone well and the children had given them pictures that they had drawn of equipment they would like to see in the park. Clerk now has plans from all three of the park equipment companies that she met with, these will be assed to the school and a request made that the children vote on their favourite. Clerk to gather information about applying for section 106 money for next meeting. 12. To comment on Cornwall Councils Electoral Review consultation: It was agreed to defer this item until the next meeting as there were several councillors absent at the meeting. 13. Correspondence: Clerk distributed Neighbourhood Watch posters for display on notice boards. Clerk has received information regarding a consultation regarding the disqualification criteria for Councillors and Mayors. Clerk to email councillors link so that they can review prior to the next meeting. 14. Finance: a) The following invoices were checked and cheques signed: E Jenkin (Salary) - HMRC (NI and IT Oct) 33.47 E Jenkin (petty cash) 50.00 EHS ( Maintenance) 420.00 EHS (Second cut of footpaths) 335.08 Brandon Tool hire(Fence hire) 53.05 (Signed prior to mtg) Cormac Ltd (Dropped curb) 1686.64 (Signed prior to mtg) b) Budget report circulated and noted. It was requested that clerk find out how much will be added to the precept due to the new houses in Playing Place now being occupied. 15. Reports from committees and representatives: a) Community network meeting : The latest CN meeting had focused on the duelling of the A30 and also social networking. Cllr Spenceley and Cllr Alvey explained the concept of Social prescribing and reported that Feock Parish council and Truro City council have budgeted to develop a social prescribing scheme over the next two years. b) Kea Community centre: It was reported that there will be a quiz at the Community centre on 18th November, with proceeds going to support the Memory café. 16. Items for next agenda: Electoral review. 17. Date of next meeting: 16th November 2017 at 7pm in Kea Community Centre. Finance meeting will be held on 2nd November 2017 at 7pm in Kea Community centre. KNOWING OUR BOUNDARIES Rosy Hanns has immersed herself in a massive endeavour to plot and record the numerous boundary stones in Cornwall. No doubt many of us have stumbled across (or even over) these mysterious objects while out and about and have wondered what the letters carved on them once signified. Though not the most impressive of features, they may indicate estate ownership or parish or other boundaries, and therefore help to tell the story of local land-use, social structures and power at the time of their placement. Rosy has sent in photographs of stones she has discovered around Treslea Downs in Cardinham and Warleggan parishes. The map below shows various stones plotted in 1881; now Rosy is recording these in order to inform Cornwall Council’s Historic Environment record (which can be found at https://www.cornwall.gov.uk/community-and-living/mapping/). 2 Treslea Downs from the 1881 Ordnance Survey Six- inch to the mile map XXVII.SW.     ANNUAL REPORT 2019/20 Welcome by Marc Baker, Vicar Dear Church Family, This past year we have seen God’s loving kindness and blessing in many different ways. What you are about to read in this Annual Report is evidence of that. I pray it will be an encouragement to you. I am more convinced than ever that God is at work in the South West, across Cornwall and in Truro and the surrounding localities. Back in 2018 at St Kea we clarified our beliefs and values as a church family, the principles that guide our life together. You can read more about them at stkea.org.uk/beliefs. We summarise them with the simple statement “seeing God transform lives”. Our great God is in the business of transforming lives through the Lord Jesus Christ in the power of the Spirit - calling those who don’t know Him to follow Him and calling those who do know Him to live for Him. As churches together across Truro we also committed ourselves prayerfully to an audacious goal “that everyone who lives and works in Truro and the surrounding locality would have the opportunity to hear the gospel from someone who loves them”. For us at St Kea this has meant us growing the life of our four congregations (All Hallows, Truro, Old Kea and CAP Lanterns) to enable this to happen. It has also meant us supporting and encouraging others in gospel partnership. Staff Team In 2019 we completed the rebuilding of our staff team. Alongside Sian Goddard and Steve Murray, who both joined us in 2018, we welcomed Will Harwood as Curate and Hannah Green as our intern.

    Kea Parish Council Minutes of meeting held on 20th October 2016 at 7pm in Kea Community Centre Present: Cllrs Alvey, Baker, Chamberlain, Cock, Dyer, Hill, Johnstone, Roberts, Spenceley, Treseder, Verran (chair), Wear, and the clerk, 2 members of the public and Mark Johnston representing Dunton Environmental. 1. Chairpersons Welcome: Cllr Verran welcomed everyone to the meeting 2. Apologies: Cllr Rutter 3. Declarations of interest: Cllr Hill declared an interest in item 6d, Cllr Cock declared an interest in 6f (Sparnock). 4. Public comment: One member of the public spoke regarding the issues that he has with works being carried out by a company that is situated across the road from his home. The company which provides boarding for dogs has now expanded to use a field that is adjacent to the member of the publics home and an enclosure is being erected made out of 8-foot- high steel fencing. There does not appear to be any planning consent for either the structure or the change of use of this agricultural land. Mark Johnson spoke about the activities that his company are carrying out at Wheal Jane, namely treatment of hazardous waste. He explained the types of waste that they treat are predominantly soils contaminated with heavy metals and hydro carbons and that the soil is retained on the Wheal Jane site once treated. Mark went on to explain that initially they had been advised that a planning application would not be necessary for their business, but they were later told that they would need to apply. They have a small amount of plant machinery on site along with a portable building used for office purposes.
