The Scouts are asking residents to fill these bags with canned food and place them by their front doors before 9 a.m. on November 15th, so that the Scouts can collect them. This drive fills up the local food pantries for nearly 4 months.  Monica Bristow; River Bend Growth Association – “It’s Global. Right Here. Right Now!” A program to enhance economic development investment in southwestern Illinois will be taking place Wednesday, November 12, 2014. For more information see myself or Ellen Krohne.  Dr. Mark Eichenlaub; Southwestern Illinois College – Announced Southwestern Illinois College is building a $6.1 million early childhood education center.  Bob Stock; Stock Transport, Inc. - Stock Transport won transportation carrier of the year.  Dennis Ulrich; Scheffel & Company- Scheffel Boyle accounting firm recently completed its merger with Allison Knapp & Siekmann.

V. Reports from Committee Chairs:

SITE Initiative - Mark Harms  The Freight Competitiveness Study contract was signed with TranSystems.  The annual Transportation Committee is scheduled for November 18, 2014, 12:00 p.m. -1:30 p.m. at Gateway Convention Center. Reach out to Amanda or Ellen if you are interested in attending. We will be presenting the draft version of regional Multi- Modal priorities and an update on other related activities. Public Policy - Robert Graebe  The State Legislative Forum will be scheduled after the first of the year.  The committee is in the process of updating the key state and federal issues for 2015.

Legislative - Kevin Riggs  New Illinois Governor: After more than a decade of electing consecutive Democrat Governors, Illinois voters have turned the table and elected Republican businessman Bruce Rauner to lead the State. Rauner, in what was expected to be close race, beat the incumbent Governor Pat Quinn 1,757,569 (51%) to 1,589,993 (46%). Governor Quinn as well as other incumbent Democratic candidates from the Southwestern Illinois Region faced backlash from voters who expressed their discontent with the policies of the President, as well as with the stagnant fiscal issues, which have loomed over the State for years. This now sets the stage for the Spring 2015 Legislative Session in terms of Rauner being able to work with the General Assembly that still has a Democratic majority in both the and Senate.  State Constitutional Races: Incumbent Attorney General Lisa Madigan D- defeated Paul Schimpf R- Waterloo 2,032,595 (59%) to 1,313,962 (38%).Incumbent Secretary of State Jesse White D-Chicago defeated Michael Webster R-Lisle 2,258,070 (65%) to 1,094,486 (32%).Incumbent Comptroller Judy Barr Topinka R-Chicago defeated Shelia Simon D-Carbondale 1,709,277 (50%) to 1,551,035.State Representative Tom Cross R- Oswego defeated State Senator Michael Frerichs D-Champaign 1,624,522 (48%) to 1,605,298 (48%).  Incumbent State Senators Survive: Incumbent 48th District State Senator Andy Manar D-Staunton beat Linda Little R- Decatur 15,930 (52%) to 14,584 (48%).Incumbent 57th District State Senator James Clayborne D-Belleville beat Katherine Ruocco R-Swansea 29,661 (52%) to 27,732 (48%).  House Incumbents held on Incumbent 113th District State Rep. Jay Hoffman D-Belleville defeated Melinda Hult R-Belleville 16,923 (59%) to 11,599 (41%).Incumbent 112th District State Rep. Dwight Kay R-Edwardsville defeated Cullen Cullen D-Edwardsville 18,858 (59%) to 13,214 (41%).  New Illinois Congressman in Metro East Former Illinois State Representative Mike Bost R-Murphysboro beat incumbent Bill Enyart D-Belleville in the U.S. House District 12 race. Bost's margin of victory was 106,435 (56%) to 84,135 (42%). This seat was formerly held by Jerry Costello, Sr. and had been occupied by Democrats for nearly 30 years.  D. C. Incumbents Maintain Seats U.S. Senator Dick Durbin D-Springfield defeated State Senator Jim Oberweis R- North Aurora 1,827,402 (53%) to 1,482,627 (43%). Congressman Rodney Davis R-Taylorville beat former judge Ann Callis D- Edwardsville 122,661 (59%) to 86,126 (41%). Congressman John Shimkus R-Taylorville beat Eric Thorsland D-Edwardsville 165,824 (75%) to 55,314 (25%).  Statewide Ballot Initiatives Constitutional Amendment 1 Approved 78%-22% Proposed Amendment to Section 8.1 Article 1 of the Crime Victims Bills of Rights. Ensures that victims receive necessary information about court proceedings,

It would make sure victims know how to seek restitution and stay safe around alleged perpetrators. Constitutional Amendment 2 Defeated 71%-29% Proposed Amendment to Section 8 Article III of the Illinois Constitution-Elections. The amendment bars attempting to disenfranchise anyone on the basis of race, ethnicity, sexual orientation or other groups. Referendum 1 Defeated 67%-33% Shall the minimum wage in Illinois for adults over the age of 18 be raised to $10 per hour from $8.25 by January 1, 2015? Referendum 2 Approved 66%-34%Shall any health insurance plan in Illinois that provides prescription drug coverage be required to include prescription birth control as part of the coverage? Referendum 3 Approved 63%-37% Should the Illinois Constitution be amended to require that each school district receive additional revenue, based on their number of students, from an additional 3% tax on income greater than one million dollars? Military Affairs - Gerry Schuetzenhofer  Reminder: Reception for General Selva and General McDew January 7, 2015. An invitation will be sent closer to the date.  The Scott Patriot Program has partnered with The Mission Continues for their annual gala event on November 19, 2014.  A public relations campaign will be put in place for the Scott Patriot program. Our goal is to have 1,000 Scott Patriot members in 2015.  The program Cell Phones for Soldiers is collecting old cell phones and accessories. They are being recycled to fund calling cards for soldiers to be able to call home to their families. They can be dropped off at any Coldwell Banker Brown location, Edwardsville High School, or NO Nelson Complex Office.  In December we will begin the Abilene Award submission and will appreciate your assistance as we will request letters of support and materials. Membership: Cas Sheppard  There are currently 186 members.  A reminder that membership is invitation only. If you know of someone you would like to nominate please let myself, Doug Sitton or the Leadership Council office know.  Thank you to the membership committee and everyone who helps with membership. Marketing and Communications: Keith Cook  No report for November. The next meeting will be 11/12/14. Levee Issues Alliance: Rich Conner  The Levee Issue Alliance Working to 100 Year Solution group met on October 22nd.  Work on most of the packages has moved along on schedule and four of the eight packages will be complete this year. That represents contracts worth $17 million out of the $54 million in total work. Just a few easements or permits are still needed to allow other work to move ahead and we have offered our support for acquiring these.  Looking ahead, we remain very interested in seeing the levees restored to their 500- year level of protection. Our discussion with the Flood Prevention District Council shows a strong consensus that this is where we need to go. Therefore, we do not, at this time, see a need to commission a study on the benefits of this additional work.  The decision by the Army Corps of Engineers on utilizing a project labor agreement will have a large bearing on reaching the fully authorized level of production. The Flood Prevention District, Leadership Council, and our elected leaders have aggressively pushed for this. The Corps has still not revealed their decision on this after months of study and delay.  Another item we are investigating is the opportunity to use work performed to reach the 100-year level of protection as an in-kind contribution toward the local cost share

Att.II – November 7, 2014 Leadership Council Southwestern Illinois – Minutes Page 3 of 6 for additional work by the Corps. The 2014 Water Resource Development Act may provide an opportunity for this. Economic Development: Rich Conner Our committee met on October 8th. Items of interest include:  The Entrepreneurship subcommittee had meetings to continue looking at funding and resources that support the startup ecosystem in Southwest Illinois. We have looked at the progress of St. Louis and St. Charles in this area and have also discussed the State of Illinois strategy and the Small Business Development Center for ideas. With respect to the strategic plan from DCEO, the agency had already experienced some key personnel changes prior to the election. We were expecting to see implementation in 2015 but that may change. The plan is very new and represents a great deal of effort, so I hope many of the ideas and programs will be retained.  Leadership Council has provided a letter of support to the Digital Manufacturing and Design Institute for an Economic Development Administration grant to build a network to connect proof of concept efforts across our research institutions to support top technologies across these campuses and build a platform to create visibility for these pre-company stage technologies. The proposed funding and activities should increase the commercial potential of the technologies and startups coming out of research institutions and dramatically increasing the number and quality of potential partnerships available to key Illinois industries like manufacturing, biotech, clean tech and agriculture.  The new website featuring our strength in logistics had its formal launch. Please take a look at stlgateway.com to see how we are branding and positioning our region for growth in this multi-modal logistics. Thanks go to the St Louis Regional Chamber for co-sponsoring this important step forward.  Next week, our committee plans a review of our strategic plan for 2015.  We will bring the Illinois ED network together again on December 16th at Gateway Motorsports Park. Brandon Kelly will present the program we enjoyed last month on crime prevention. Curtis Francois and his team at Gateway have really embraced our region and they are a very gracious host and it is a fun place to gather so we hope to see you there. Scott Air Force Base Task Force: Ellen Krohne SAFB Task Force and consulting team has been busy in the last month:  The economic impact study that NIU is conducting has preliminary numbers and although the totals are similar, the employee counts are way lower. We are working with SAFB and Northern Illinois University (NIU) on getting this corrected before the study is published.  The Task Force coordinated a SWOT analysis meeting with NIU at St. Clair County building on 10/20, with task force members and community leaders attending. This is part of the economic impact study NIU is completing.  The P4 Partnership kickoff meeting was held at SAFB on October 14th. Many ideas were put forward for ways to improve efficiencies at the base that are "win/win" with public or private entities. Representatives from St. Clair and Madison Counties, surrounding communities and local leaders attended. If any LC member has an idea on ways to partner with SAFB, please see me, Frank Miles or Terry Beach. The Task Force is hosting the next P4 Partnership session scheduled for December 8th in O'Fallon.  The relocation of National Geospatial Administration from downtown STL to location near SAFB continues to advance and we are supporting St. Clair counties efforts to secure.  A SAFB job fair will be held on December 3rd from 10-1, so please mark that date - invites will be sent soon. SAFB Task Force is co-sponsoring their job fair.

Att.II – November 7, 2014 Leadership Council Southwestern Illinois – Minutes Page 4 of 6  The SAFB Task Force Consultants continue to meet with DOD and our legislative leaders to advance efforts to grow SAFB.

Ferguson Report: Ellen Krohne  Alonzo Byrd with Enterprise has stepped up to lead the Leadership Councils' Ferguson regional wide efforts along with Jerry Bladdick, Lindenwood University, Gussie Reed, Ameren Illinois, Darryl Collins, Commerce Bank, James Wild, East West Gateway Coordinating Council and Dana Stock, United Way. He is evaluating two efforts. o Minority Business Growth Acceleration Group: This group looks to expand initiatives to develop minority businesses across the region, with an emphasis on those in Ferguson. It will be led by the St. Louis Minority Business Council, which is affiliated with the Regional Chamber. By engaging here, we can also use the opportunity to assess and engage with minority-owned businesses in Metro East. This group, led by Ed Bryant, meets on Mondays at 1 p.m. at the Regional Chamber's office. o Regional Public Relations/Communications Task Force: This group is working to develop pro-active strategies to protect the region's image and brand. Co-Chaired by Kitty Ratcliffe, head of the STL Convention and Visitor's Bureau, and Val Patton, head of the St. Louis Business Diversity Initiative, they will coordinate a team of communications professionals to address national concerns about the St. Louis region. Manufacturing Steering Committee: Ellen Krohne  The Manufacturing Steering Committee, led by Jay Churchill, P66, and Bob Graebe, The ROHO Group, is advancing the recommendations of the steering group as we form the committee. Two elements the Manufacturing Committee will address in 2015: a. Workforce - Two elements. 1. Attracting diverse candidates to entry level jobs with the desire and work ethic to enter manufacturing careers and 2. Ensure skills in advanced manufacturing to fill vacancies at companies in SWIL Goal to increase number and diversity of entrants choosing manufacturing as a career in Southwestern Illinois i. Action: Meet with groups that provide manufacturing training (Building trades, universities, community colleges, etc.) to verify skills needed and develop plans to aid entry into the field. ii. Action: Define and implement marketing and PR plan in SWIL that "sells" manufacturing as a great career choice to parents, students, counselors, etc. iii. Action: Seek funding to reinstate vocational training in middle and high schools, ensuring a format that models manufacturing discipline in real life. b. Workers Compensation costs high in Illinois Goal to move IL from one of the highest cost states to middle i. Action - commission a study to gain data on real cost of workers comp for manufacturers in our region, reason we are higher and recommendations on ways to achieve the goal ii. Action - share study findings broadly and with labor groups, specifically SWIL Building & Const Trades Council and determine joint ways forward to make changes

The next Committee meeting is scheduled for December 4th. Executive Director Report: Ellen Krohne  Market Review and Investment Update has been sent. It is on our website, so please print and use as you are discussing SWIL as a great place to do business. I've made several presentations this month on "Why Southwestern IL?" and would be happy to come to organizations you are affiliated with to discuss the benefits of growing a business in SWIL.  The 2015 Work Plan and Budget has been developed and in the December Board meeting I will present these to the Board, in our Annual Meeting. We will also present the slate of Officer Candidates for approval.  I am happy to report that we have hired a new office manager, Anna Broadfoot. Anna is a current SIUE employee transfer. We thank SIUE for their generous support of the Leadership Council by providing the office manager to us.  As we now have the election behind us, there will be a lot of change ahead of us. The Leadership Council will engage our new legislators and governor to ensure the board's issues are understood.  As Veteran's Day is ahead, we all give thanks to those who have served and honor them this month. I thank you that we as the Leadership Council are able to work with our military and on so many efforts that help drive growth in Southwestern Illinois, and appreciate your hard work on the many committees and efforts. It is your support that enables the efforts. Thank you very much!
