CHAPTER 1 PROJECT DESCRIPTION AND INITIATION 1.1 Introduction This report reads as the Environmental Impact Assessment Report for the Proposed Residential Development on Lot 1021, Lot 1297, Lot 2273, Lot 25 and PT 23730 (New Lot 20506), Mukim Semenyih, District of Hulu Langat, Selangor Darul Ehsan and is hereafter referred to as the Project. The total Project area is 212.80 acres (86.12 ha) and the proposed Project is to be developed by Sime Darby Properties (Selangor) Sdn. Bhd . This piece of land is owned by The London Asiatic Rubber and Produce Company Limited (Company No. 990021-H) which is a subsidiary of Sime Darby Plantation Berhad. The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran Kajang (MPKj). 1.1.1 Approval of Penilaian Awalan Tapak (PAT) A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor on 6th March 2014. The department has no objection to the proposed development via its letter dated 21st March 2014 [(B)B 91/110/621/077 Jld 162(2)] as appended in Appendix 1 . The local press reported that toll charges for 18 highways in Malaysia will be raised between RM0.10 and RM3 effective from today. Out of this total, 12 are major highway concessions operating within the Klang Valley: Kuala Lumpur-Karak (KLK) Expressway, Maju Expressway (MEX), Kajang Dispersal Link Expressway (SILK), Duta-Ulu Kelang Expressway (DUKE), Stormwater Management and Road Tunnel (SMART), KL-Kuala Selangor Expressway (LATAR), Sungai Besi Highway (BESRAYA), New Pantai Expressway (NPE), Kajang Seremban Highway (LEKAS), Damansara Puchong Highway (LDP), Western Kuala Lumpur Traffic Dispersal Scheme (SPRINT) and Cheras- Kajang Highway (Grand Saga). Other highways that follow suit include the South Klang Valley Expressway (SKVE), Guthrie Corridor Expressway (GCE), Kemuning Shah Alam Highway (LKSA), Ampang Kuala Lumpur Elevated Highway (AKLEH), Senai Desaru Expressway (SDE) and Butterworth Outer Ring Road (LLB). Status quo for PLUS-owned highways. Altogether, toll rates for all eight highways under government-backed PLUS Expressway Bhd remained unchanged at this juncture. They are the North South Expressway (NSE), New Klang Valley Expressway (NKVE), Federal Highway Route 2, Seremban Port Dickson Highway, North South Expressway Central Link (ELITE), Second Link Malaysia Singapore (Linkedua), Butterworth Kulim Expressway (BKE) and Penang Bridge. Part of fiscal consolidation moves. We believe this is part of Malaysian government’s move to meet its budget deficit target of 3.2% for 2015 (2014: 3.5%) and support its sovereign rating amid a challenging global economic backdrop. -

SECTION 7 : POTENTIALLY SIGNIFICANT IMPACTS AND MITIGATION MEASURES DURING THE OPERATIONAL STAGE 7.1 INTRODUCTION This section of the report examines the potentially significant impacts that could arise during the operational phase of the Project. The impacts are assessed in terms of magnitude, prevalence, duration and frequency of occurrence whichever is applicable, and their consequences. This section also discusses the mitigation measures which can be implemented to ensure the adverse impacts are kept to a minimum. 7.2 SENSITIVE RECEPTORS The receptors of the potential impacts from the Project would include all the various communities and land uses located along the alignment, which have been identified and described in Section 4.4 of this report. 7.3 POTENTIALLY SIGNIFICANT IMPACTS The main potentially significant impacts expected during the operational stage are as follows: Noise – from the operation of the trains, especially for premises located close to the station and at bends Vibration – from the operation of the trains, particularly along the underground section Traffic – the Project is expected to contribute the overall traffic improvement, particularly at Klang areas Visual impacts – the elevated structures may affect the existing landscape along certain stretch of the alignment, particularly at residential areas Air quality – the Project is expected to contribute to overall air quality improvement in the Klang Valley in terms of avoided emissions Social impacts – people in Klang, Shah Alam and Petaling Jaya are expected to benefit in terms of better public transport system as well as enhanced economic activities, especially those located within the certain radius of the stations. -

In Malaysia, the problem issues are related to traffic congestion and many user cars on the roadway in daily lives. One alternative mode of using a rail network is commuter, LRT, Monorail, MRT and ETS. Therefore, the Geographic Information System (GIS) technology is then used to map and produce the railway networks history and developments in urban public transportation (UPT). The goal of this research is to identify the heatmap trends of the Klang Valley railway stations which included Kuala Lumpur as urban public transport sectors. It was based on the OSM image layer from the year 1990 to 2019 and studied the growth of railway networks through a polyline pattern analysis. -
