CHAPTER 1 PROJECT DESCRIPTION AND INITIATION

1.1 Introduction

This report reads as the Environmental Impact Assessment Report for the Proposed Residential Development on Lot 1021, Lot 1297, Lot 2273, Lot 25 and PT 23730 (New Lot 20506), Mukim Semenyih, District of Hulu Langat, Selangor Darul Ehsan and is hereafter referred to as the Project. The total Project area is 212.80 acres (86.12 ha) and the proposed Project is to be developed by Sime Darby Properties (Selangor) Sdn. Bhd . This piece of land is owned by The London Asiatic Rubber and Produce Company Limited (Company No. 990021-H) which is a subsidiary of Sime Darby Plantation Berhad. The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran (MPKj).

1.1.1 Approval of Penilaian Awalan Tapak (PAT)

A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor on 6th March 2014. The department has no objection to the proposed development via its letter dated 21st March 2014 [(B)B 91/110/621/077 Jld 162(2)] as appended in Appendix 1 . However, the condition states that the Project Developer should submit an EIA, hence the preparation and submission of this report to DOE Selangor.

1.1.2 Project Title

The project title under the Planning Submission is “PERMOHONAN KEBENARAN MERANCANG BAGI TUJUAN SERAH BALIK & PEMBERIMILIKAN SEMULA TANAH, DI BAWAH SEKSYEN 204 B, KANUN TANAH NEGARA (KTN), DARIPADA PERTANIAN KEPADA BANGUNAN DI ATAS LOT 1021, 1297, 2273, LOT 20506, LOT 25 DAN PT 23730 (LOT BARU 20506), MUKIM SEMENYIH, DAERAH HULU LANGAT, SELANGOR DARUL EHSAN UNTUK SIME DARBY PROPERTIES (SELANGOR) SDN BHD.”

1.1.3 Project Location

The Project Site is located within the District of Hulu Langat, Selangor Darul Ehsan. The geographical location of the proposed Project Site as tabulated below: Lot No. Longitude Latitude

The general location of the Project is depicted in Figure 1.1 . The key and location plans for the Proposed Project are shown in Figure 1.2 while the lot demarcation plan is shown in Figure 1.3 . The proposed Project Site is located approximately 45km from Kuala Lumpur City, 3km south from the Semenyih town, 7km north from Rinching town, 18km north from Kajang town and approximately 28km north from Seremban.

1.1.4 Accessibility of the Project Site

In terms of accessibility, the small portion of proposed Project Site i.e. Lot 25 is accessible via an existing 66ft road reserve available along the eastern boundary of Lot 25 that is connected to State Road B34 known as Jalan and later to Jalan Semenyih that is connected to Kajang – Seremban Highway (LEKAS), which is the main highway that connects the Project Site with Seremban, Kajang and Semenyih. Apart from that, the eastern portion of the project site is connected via Jalan Taman Tasik Semenyih 1 (Jalan TTS1) which is also connected to Jalan Broga (B34). Apart from that, the northern parcel of the project site can be access via Jalan Sungai Lalang and turning into Jalan Seri Haneco 4/8. The accessibility to the Project Site is depicted in Figure 1.4

1.1.5 Current Situation at the Project Site

At present, the Project Site mainly consists of an oil palm plantation. However, rubber trees are observed planted at the northern boundary of the Project Site. There are earthen routes within the site which is used to facilitate the present oil palm and rubber cultivation activities. Tributary of Sg. Semenyih flows within the Project Site at the northwestern portion of the Project Site. Meanwhile small portion of the project site i.e. Lot 25 which located at the western part consists of estate workers quarters and hindu temples. The estate workers and the temples will be relocated to the adjacent lot i.e Lot 26. Apart from that, Mayland Development is currently in progress for the earthwork and building stage in the middle of the proposed project site. Main entrance to the project site during operational phase is via Mayland development. The current site condition of the Project Site is shown in Figure 1.5.

1.2 Scope of Study

Generally, the scope of study involves the establishment of baseline data via literature reviews and site survey, identification of impacts and proposal of mitigation measures in the preparation of the report. The scope of works complements the guidelines and procedures specified by the Department of Environment (DOE) as deliberated in the Environmental Impact Assessment Guidelines for the Preparation of EIA’s, October 2007.

1.3 Legal Status

The proposed Project is a housing development involving an area of more than 50 ha which falls under the ambit of item 7 under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality (Amendment) Act 2012. In compliance with the above requirements, a Preliminary Environmental Impact Assessment (PEIA) has to be carried out by the Project Proponent prior to development to assess any impact the development would have on the existing Project Site

1.8 Objectives

This EIA is an essential tool in assessing the overall impact of the proposed Project on the environment. The assessment would assist in ensuring the successful integration of the proposed development with the existing environment and consequently resulting in a development, which is environmentally sustainable. Thus, the brief introduction on the proposed Project in this chapter would be expanded upon in the consecutive chapters with the following objectives: • Suitability of site for the proposed Project; • Establish the existing environment which is important as baseline information for monitoring the impacts to the environment; • Outline the proposed development i.e., the components of the proposed Project; • Identify the potential impacts (i.e. with reference to the DoE Guidelines) from the proposed developments in terms of individual components or as a whole;
