Muker Parish Council Minutes – 2015/16 17 March 2015 – Annual Meeting 17 March 2015 12 May 2015 23 June 2015 20 August 2015 24 September 2015 3 November 2015 5 January 2016 16 February 2016 MUKER PARISH ANNUAL MEETING The Annual Parish Meeting was held on Tuesday 17th March 2015 at 7.30p.m. in Muker Institute. Councillors Whitehead, Calvert, Porter, Metcalfe, Reynoldson and Gardner were present. The Parish Clerk also attended. APOLOGIES FOR ABSENCE: None ELECTION OF CHAIRMAN: Cllr Ernest Whitehead was elected Chairman, nominated by Cllr Metcalfe and seconded by Cllr Porter. MINUTES OF THE PREVIOUS MEETING: The minutes of the previous meeting held on 25th March, 2014 where read out. The minutes were approved as a correct record. All were in favour. MATTERS ARISING: The notice board in Thwaite has still not got a cork backing. FINANCIAL STATEMENT AT 31.3.14: This showed an opening balance of £3,876.26. Incomings of £2,651.87 and Outgoings of £1685.75. The balance to carry forward is £2548.62. All were in favour. ANY OTHER BUSINESS: None MUKER PARISH COUNCIL MINUTES OF PARISH CONCIL MEETING HELD ON 17th March 2015 The Parish Council meeting was held on the 17th March 2015. Councillors Metcalfe, Calvert, Reynoldson, Porter, Gardner and Blackie. Councillor Whitehead presiding. The Clerk was Mrs P Coates. 1. Apologies for Absence: None 2. Declaration of Interests: None 3. Minutes of previous meeting: The minutes of the Parish Council meeting held on 20th January had been circulated. The minutes were approved as a correct record. All in favour. 4. Matters Arising: a. An email was read out by Cllr Whitehead in response to the subject of the repainting the yellow lines in Muker and the Winter Gritting policy. The Highways responded that the yellow lines ‘could not yet be programmed’ and that they were on the list for 2015/16. And on the subject of the lack of grit dispersed, Highways reported that ‘when the gritter turns round to return to the depot it may not be spreading (depending on the actions requested), gritters are often used to patrol the area - checking the conditions and reporting back to management’. b. Crow Trees to Askrigg road was also discussed. The Parish Council is very concerned about the length of time the road has been closed and the placement of soil removed from the gutters. The clerk is to write to Highways c. Bank Signatories – The Parish Council had filled in the forms on the matter of including Cllr Metcalfe as a signatory on the Parish Council Bank account. As yet no correspondence has been received from the Bank. Cllr Whitehead is to investigate. 5. Finance: Oders to pay the clerk and Muker Institute were approved, all in favour 6. Highways: a. Parish Councillors are very concerned on the poor state of Ivelet Bridge. The new pointed mortar is crumbly and some of the coping stones have dropped into the river and been washed away. The clerk is to write to the Highways and arrange a site visit. 7. Richmondshire D.C. a. Parish Council Elections – Nomination forms had been received and were circulated. b. Councillor Blackie discussed the Pilot Scheme currently in place for longer opening hours at Hawes Surgery. Central Dales patients can now book an evening appointment at Hawes Surgery on Wednesday evenings 6.00-8.00p.m. c. Councillor Blackie also reported to the meeting of the District Council’s plan to provide local housing to rent by local families. These homes would not be for purchase. The project would be run by the Mercury Housing Company. 8. NYCC: Little White Bus is to continue running the Richmond to Keld service. The summer timetable will start on the 13th April 2015. The bus service from Reeth to Keld will be twice a day, and an extra service from Reeth to Muker to be added during midday. The current contract covers the next four years. 9. YDNPA: a. The Planning Application has been approved for Keld Lodge Hotel Ltd. b. The Chairman read out a letter from YDNPA on the subject of forming a National Park Parish Forum. All Councillors were in favour of the proposals. 10. YLCA: Emails had been received from Maltby Town Council requesting information on filming in meetings and Sitlington Parish Council surveying parishes that are responsible for burials in Cemeteries. The clerk would reply. 11. Correspondence/AOB: a. Yorkshire Water – An email had been received from the Communications Advisor from Yorkshire water on the subject of the new water pipe line from Reeth to Angram. The council asked the clerk to write back asking to keep the Parish Council informed on road closure details. Also the council would like assurances that there would not be any future hose pipe bans, as there had never been one in place as the water source was located close to the top of Muker Parish and after the new pipeline is in place the water will go from the top of Muker Parish down the dales and further, to then be pumped back up to the top of Muker Parish. b. Keld Resourse Centre had contacted the Parish Council asking for a letter of support for an application to the Princes’ Countryside Trust. Counciller Gardener added that the Communities Opportunities Fund would also help support the Centre as much as possible. 12. Date and Time of Next Meeting: The next Parish Council Meeting will take place on Tuesday 12th May 2015 at 7.30p.m. The meeting closed at 9.30pm. MUKER PARISH COUNCIL th MINUTES OF PARISH CONCIL MEETING HELD ON 12 May 2015 The Parish Council meeting was held on the 12th May 2015. Councillors Metcalfe, Calvert, Reynoldson, Porter, Councillor Whitehead presiding. The Clerk was Mrs P Coates. 1. Parish Council Elections - Declaration of Acceptance of Office Forms were circulated and filled in by Parish Councillors. 2. Election of Officers – Chairman – Cllr Whitehead (Prop. Cllr Clavert, 2nd Cllr Reynoldson), Vice Chair – Cllr Calvert (Prop. Cllr Metcalfe, 2nd Cllr Reynoldson), Treasurer – Cllr Calvert (Prop. Porter, 2nd Cllr Reynoldson) 3. Guest Speakers – Jane LeCocq and Joanna Swiers attended the meeting representing YDNPA (Barns Project). They informed the meeting that there were 16 farmers interested in applying for assistance on repairing of barns within Swaledale. They mentioned the possibility of trying to get some match funding towards the scheme from other sources. At this stage they are in the process of getting ideas on costs, etc. The Parish Councillors thanked them for coming and they left the meeting at 8.30p.m. 4. Apologies for absence –None 5. All in favour. 7. Matters Arising a. RDC Application for sign funding for ‘Muker’ is to be sent off before the next meeting. b. Crow Trees and Ivelet Bridge email correspondence was read out and discussed. The Crow Trees road has now been re-opened and test panels of pointing are to be tried on Ivelet Bridge. c. An email had been sent to Yorkshire Water, no reply had been received, clerk to contact again. d. New Bank Signatory forms were filled in. 8. Finance a. An order was raised for Stationary and YLCA Membership. All were in favour. b. Parish Precept had been received from Richmond District Council. c. Parish Insurance is now due for renewal. d. The Financial report for the year ending March 2015 was circulated. All were in favour. Clerk will pass on to K Pellatt for Audit. 9. Highways – None 10. Richmondshire D.C. a. A letter had been received from the Community Opportunity Fund. New applications for 2015-16 are now re-open. 11. North Yorks C.C. a. A letter and programme had been received on the Surface Dressing Programme for 2015. b. It had been noted by the Councillors that the resurface work, that had already taken place on the road from Ravenseat to the Cumbrian Boundary had caused a build up of tarmac, making a high edge. Clerk to write to NYCC. 12. Y.D.N.P.A a. A proposed format had been received on the Parish Forum. The initiative will be trialled and reviewed after two years. b. The Yorkshire Dales Local Plan is now reviewing the ‘Housing Policy and Infrastructure Plan’. An email has been received on the current policy and if anyone was interested to look at the documents they can be found on the Yorkshire Dales website. c. Nominations forms for Parish Representative have been received. d. Planning Applications had been received for the following: – (1) Listed building consent for taking down damaged parapet wall and rebuilding using existing stone on Ivelet Bridge (2) Full planning permission for relocation of LPG storage tank and fencing at Kearton Guest House (3) Listed building consent for re-roofing, replacing gutters, re-pointing, repairing and replacing some of windows and internal re-plastering at lower ground floor level on Muker Literary Institute. The Parish Council had no objections to these applications. 13. Y.L.C.A. a. Membership Subscription is now due. 14. Other Correspondence/A.O.B. a. An Agenda notice for the Upper Dales Health Watch had been received. b. Contact had been received on the position of the new Broadband Cabinet Position at Muker. This had been passed on to Muker Moor Committee, as the proposed site belongs to them. c. A letter was read out in regard to the Grass Cutting arrangements within the Parish.

Start: The Farmers Arms, Muker Facilities: Public Toilets at Muker Distance: 5 miles Refreshments: Muker Duration: 2 hours Difficulty: Medium – An undulating walk to Ivelet, followed by a ½ mile climb* along the road through Ivelet and past Gunnerside Lodge, returning to Muker via a stone track with spectacular views of Upper Swaledale and gradually descending down to Rampsholme footbridge and returning through the level flagged footpath through the meadows. * The climb is worth it but it can be avoided should you wish to choose the well signposted riverside footpath to Muker from Ivelet Bridge. Important Note: The first half of this walk can be very wet underfoot after heavy rainfall. Route 1) With the pub behind you turn left and follow the main road B6270 as it heads out of the village and over the bridge. Look to your right and you will see a footpath sign directing you up a track which initially runs parallel to the road, turn onto this track. 2) As you pass in between two stone barns, the track turns right and slightly downhill. You will see 2 wooden gates on your left. The second one has a footpath arrow on its crooked end (pictured below left). Follow this path. The path is quite well defined but stays reasonably close to the bottom field boundary and keeps the stone wall on your left.

PUBLIC REPRESENTATIONS Residents raised concerns over the increase in dog fouling in the Rowan Court area and expressed dissatisfaction with the standard of the verges cutting. Cllr Sedgewick reported back to the Council on a meeting attended with the highways improvement manager to discuss the safety of Moor rd. Highways responded to the following four proposed solutions to improve pedestrian safety; 1. A painted footway on the road –May give false sense of security to pedestrians. 2. Waiting restrictions painted on the carriageway-This would prevent parking on the road, however the highways consider that the parked cars act as traffic calming and slow the traffic down. 3. A pedestrian activated sign 4. Creating a priority over oncoming vehicles- This may cause congestion of traffic backing up the road. Cllr Sedgewick concluded by informing the Council that the highways do not consider Moor Road safety as a high priority, therefore no further steps will be taken at the moment due to financial restrictions. Cllr Sedgewick also updated the council that Metcalfe farms have installed signage at the end of their road instructing traffic to turn right to try to reduce the traffic on Moor Road.
