NASA Sees Typhoon Sarika Approaching Second Landfall 18 October 2016 NASA sees Typhoon Sarika approaching second landfall 18 October 2016 On Oct. 17 at 2:10 (06:10 UTC) NASA-NOAA's Suomi NPP satellite passed over Sarika and provided a visible-light image of the storm. The Visible Infrared Imaging Radiometer Suite (VIIRS) instrument aboard NASA-NOAA's Suomi NPP satellite showed the cloud-filled center of circulation in the central northern South China Sea, southwest of Hainan Island, China. At 5 a.m. EDT (0900 UTC) Sarika had maximum sustained winds near 92 mph (80 knots/148 kph). It was centered near 18.0 degrees north latitude and 112.4 degrees east longitude, about 409 nautical miles east-southeast of Hanoi, Vietnam. It was moving to the west at 10 mph (8 knots/16 kph). The Joint Typhoon Warning Center forecasts Sarika to move toward Hainan Island, China where it is expected to make landfall. Sarika is later forecast to continue west and make a third landfall in northern Vietnam. When the satellite passed over Sarika it was in the South China Sea. Strong wind signal #3 is in force at Hong Kong, China, according to the Central Weather Bureau. Focus and perspectives Building on the CropWatch analyses presented in chapters 1 through 4, this chapter includes an updated production outlook for 2016 focused on wheat (section 5.1), as well as sections on recent disaster events (section 5.2), a focus on agriculture in the East and Southeast Asia (5.3) and an update on El Niño (5.4). 5.1 CropWatch production outlook The production outlook for the current bulletin includes only the major producers in the southern hemisphere, as assessments for the northern hemisphere would be too hypothetical at this early stage in the season. For Argentina, CropWatch puts its winter wheat production of 2016 at 11.245 million tons, an increase of 5.0% over the previous year resulting from increases in the major production area. This year, however, provinces that generally contribute relatively little to the global output outperformed the traditional “big” wheat producers from Córdoba to Buenos Aires. The same occurred in Australia where the wheat production increased more in minor producing areas (+45.1% over last year) than nationwide (+24.3%). The total output in Australia exceeds that of Argentina by a factor 3 and reaches 32.066 million tons. Finally, at 7.747 million tons, the output of Brazil stays behind that of its southern neighbor, increasing however 10.0% over the previous season. Contrary to the situation in Australia and Argentina, minor wheat producing areas in Brazil did poorly (-29%). We found significant typhoon-induced sea surface cooling using satellite sea surface temperature (SST) observations and numerical model simulations. This cooling was mainly caused by vertical mixing and upwelling. The maximum amplitudes were 6 ◦C and 4.2 ◦C for Typhoons Kalmaegi and Sarika, respectively. For Typhoon Sarika, Argo temperature profile measurements showed that temperature response beneath the surface showed a three-layer vertical structure (decreasing-increasing-decreasing). Satellite salinity observations showed that the maximum increase of sea surface salinity (SSS) was 2.2 psu on the right side of Typhoon Sarika’s track, and the maximum decrease of SSS was 1.4 psu on the left.

The study shows that higher HR tends to strengthen TC. Increasing VR in the upper layers tends to weaken TC, while increasing VR in the lower layers tends to strengthen TC. Simulated amounts of all hydrometeors were larger with higher HR. Increasing VR at the upper level enhanced the mixing ratios of cloud ice and cloud snow, while increasing VR at the lower level elevated the mixing ratios of graupel and rainwater. HR has greater impact on the distributions of hydrometeors. Higher HR has a more complete ring structure of the eyewall and more concentrated hydrometeors along the cloud wall. Increasing VR at the lower level has little impact on the distribution of TC hydrometeors, while increasing VR at the upper level enhances the cloud thickness of the eyewall area.

    Press Release October 19, 2016 CARE PREPARES EMERGENCY TEAM, PREPOSITIONS RELIEF ITEMS FOR TYPHOON HAIMA Category four Typhoon Haima (locally known as Lawin) continues to strengthen and will be hitting Northern Luzon, Philippines with heavy rains and strong winds. An estimated 2.7 million people will be affected by Haima in several provinces in northern part of the country. In its bulletin issued 8 am on Wednesday, state weather bureau PAGASA said Haima now has maximum winds of up to 210 kilometers per hour (km/h) and gustiness of up to 260 km/h. Moderate to heavy rain is expected within Haima's 700-km diameter. PAGASA earlier warned that Haima could become a super typhoon and may cause storm surges in coastal communities and landslides and flashfloods in upland and low-lying areas. In PAGASA classification, a super typhoon has maximum winds of at least 240 km/h. CARE is closely monitoring the typhoon situation and coordinating with UNOCHA, the National Disaster Risk Reduction & Management Council and international non-government organization networks in Manila. CARE has activated its emergency response team and mobilized partner organizations located in areas to be affected by the typhoon (Cagayan, Ilocos and Cordillera). CARE and its partners Citizen’s Disaster Response Center, Cordillera Disaster Response and Development Services and Ilocos Center for Research, Empowerment and Development have started prepositioning food packs and non-food items. “Our emergency team and our partner organizations are ready to carry out rapid assessments in affected areas and provide relief assistance,” said David Gazashvili, CARE Philippines’ Country Director. “Typhoon Haima is reported to be strong and may cause significant damage in infrastructure and livelihoods.

Methodology/Technique – Taking the disaster caused by super typhoon No.1409 "Rammasun" to cities and counties in Guangxi as an example, 24 counties (districts) belonging to 7 prefecture-level cities with more than 1000 people in need of emergency transfer and resettlement are selected as the research objects. Findings– The linear programming method is used to establish two kinds of emergency supplies dispatching models: level-by-level centralized dispatching model and unified dispatching model of provincial emergency management center. By comparing the calculation results of the two models, it is found that the level-by-level centralized dispatching model adopted by Guangxi government departments is relatively high in cost although it is simple and convenient. Novelty– The total cost of the improved unified dispatching model of provincial emergency management center is 31.72% less than that of the level-by-level centralized dispatching model, which has greater promotion value. The research results can provide a better reference for the government departments at all levels in Guangxi to formulate the emergency supplies dispatching scheme for tropical cyclone disasters.

The situation A weather disturbance which formed earlier this week, in the sea, east of Philippines has intensified to Typhoon Sarika (local name Karen). After landfall, Sarika will gain strength slightly as it traverses landmass before exiting to the sea west of Philippines by Monday, 17 October, and leaving the Philippine Area of Responsibility (PAR) by Tuesday, 18 October 2016.
