MINUTES of 38th IFToMM Executive Council Meeting September 29-30, 2005, Besancon, France meeting Room at ‘la salle de réunion de l'institut de productique’; time: 9.00

1. Opening of the Meeting and Agreement of Agenda Prof Kenneth Waldron, President of IFToMM, welcomed those present and opened the meeting. The Agenda of the meeting was accepted (Appendix 23). List and addresses of the EC members and Chairs of TCs, PCs, GACs and Editors of IFToMM Journals are reported in Appendix n.1 with updated information on September 2005.

2. Apologies for absence Prof. Kedzior communicated his absence and indicated Prof. Waldron as his proxy. Prof. Miura communicated his absence and indicated Prof. Ceccarelli as his proxy. Record of presences with signatures and apologies for absence is reported in Appendix n.2.

3. Approval of the Minutes of the 37-th Executive Council Meeting Minutes of the 37-th Executive Council Meeting are enclosed in Appendix n.3. The minutes were circulated among all the members of EC at the meeting. Motion for approval was declared by Prof Ionescu and Prof Hiller (2-nd mover). After, discussion the minutes were approved.

4. Report of the President The president Prof Waldron presented his report that is enclosed in Appendix n.4.

5. Report of the Secretary General Prof Ceccarelli, Secretary General, presented his report that is enclosed in Appendix n.5. Most of the arguments in the report have been treated in more details in other points of Agenda and decisions are reported in the corresponding items. In particular, since a nomination is pending of an IFToMM representative in the MMT Editorial Board, Prof Ceccarelli has suggested to select him conveniently from among the EC members. Prof Lopez-Cajùn has declared his availability and a motion for his nomination has been made by Prof Ceccarelli and Dr Rooney. After discussion the proposal has been approved and it has been asked to Prof Parenti-Castelli, Chair of PC for Publications, to submit the nomination of Prof Lopez-Cajùn to Elsevier for the MMT Editorial Board. In addition, regarding with IFToMM Honors and Awards Prof Ceccarelli has expressed the opinion that, similarly to other international societies, IFToMM should give a proper visibility of recipients of awards by publishing their CVs with the award motivations, mainly in the IFToMM webpage and newsletter. He has also expressed the opinion that the Awards for Merit and Awards for Service should be given every year, not only to recognize the many individuals who are very active in IFToMM, but mainly as and additional action for further promotion and visibility of IFToMM in international frames. The EC has asked the GA Honors and Award Committee to work on this idea for a further discussion at the next EC meeting. Since the large dimension of the file containing information for EC meeting and GA, it has been stressed that interactive submission of documents and public download should be preferred instead of sending email messages with attached large files. The Secretary General has been asked to work with the PC for Communications to study and solve the problem. Regarding with the documents that the Secretary General has collected from the Chairs of IFToMM members, the opinion has been expressed that during the

11 General Assembly a short time should be given to each Chair to report on the activity that has been carried out by each IFToMM member at local and international levels in the fields of IFToMM. Therefore, it has been asked to the Secretary General in coordination with the President to schedule the next General Assembly with time allocation for those reports and therefore to schedule the General Assembly for a proper longer duration than the usual.

6. Report of the EC members No reports have been presented.

7. Reports of the Chairs of Permanent Commissions Present Chairs and Journal Editors presented their reports. 10. Appointment of the Secretary of the GA Committee for Honors and Awards. Prof Marco Ceccarelli presented the nomination of Prof Teun Koetsier, whose CV is reported in Appendix n.10. Second mover was Prof Lopez-Cajun and after discussion the nomination of Prof Koetsier as secretary of the GA Committee was approved.

11. New Technical Committees Prof Marco Ceccarelli presented the proposal that he has received from Prof Javier Cuadrado (Spain) for a new TC for Multibody Systems. The proposal is reported in Appendix n.11 in the form that has circulated in advance. Second mover was Prof Hiller and after discussion the establishment of TC for Multibody Systems was approved. Prof Tian Huang presented the proposal that has been received from Prof Jubon Li (China-Beijing) for a new TC on Tribology. The proposal is reported in Appendix n.11 in the form that has circulated in advance. Second mover was Prof Ceccarelli and after discussion the establishment of TC on Tribology was approved. A discussion on the proposal of merging TC for Robotics with TC for Mechatronics has been moved from point 21 to this point of Agenda, since the results could have needed the establishment of a new TC. Related material is in Appendix n.21. Prof Heimann has presented the proposal for merging the two TCs. Prof Hiller has stressed that more strict collaboration among TCs for Robotics, Mechatronics, and Multibody systems should be stimulated for future activity. The motion ‘Do we want to merge the TCs for Robotics and Mechatronics?’ has been formulated by Prof Hiller and Dr Rooney as second mover. After discussion the vote results are obtained with four expressions in favor and five expression in contrary. Thus, the merging proposal has been rejected but however it has been stressed that a final resolution will be taken at the EC meeting in occasion of IFToMM World Congress 2007 with the aim to monitor the activity and efforts of both TCs. The arguments have been understood from EC members but organization aspects should be considered carefully before acting on two such important fields of MMS.

12. Discussion on proposed amendments to the Constitution and By-Laws The amendment package has been presented with minor revisions by the Secretary General in the form that is reported in Appendix 12 as the points that are currently under consideration of the GA Constitution Committee. In particular text corrections for art.5.1 and for a By-Law item on Young Delegate Program have been considered suitable for amendment proposals. The amendment by Dr Merlet for ruling nomination procedures for members in PCs and TCs has been considered very convenient. The arguments for establishing associate individual members as in proposal by Prof Ceccarelli has been considered interesting in order to attract more participation of individuals and to search for additional financial resources for IFToMM activity. Dr Merlet has stressed strongly his support of the idea and goals and he has proposed to accept those associate individual members as observers of PCs and TCs, on their request, as an additional advantage of being in such a category of IFToMM members. The Secretary General has reminded the EC that the matter is under the study of the GA Constitution Committee that should express results to EC before proposing the amendments to the vote of General Assembly. The points for IFToMM By-Laws that are proposed by Task Force for IFToMM Journals have been considered appropriate for consideration after the results that have been obtained in making order in the matter of IFToMM publications. The motion ‘Do we forward the amendment package in Appendix n.12 to the GA Constitution Commission for consideration?’ has been formulated by Prof Ceccarelli and Dr Rooney as second mover. After further discussion the motion has been approved.

13. Chairs of PCs and TCs 13 Nominees for the Chairs of PCs and TCs have been considered for the term 2006-2009. The list of confirmed and new appointed Chairs of PCs and TCs is reported in Appendix n.13 with CV information. When no information on CV or no nominee has been submitted, the Executive Council has decided to postpone the appointment until after receiving suitable complete information in order to proceed through email postal ballot for the appointment in due time before the start on January 1, 2006 for term 2006-09. The President has indicated a member of EC for providing the necessary information and/or candidate nominee for each incomplete position. 14. Treasurer’s report and budget for 2005 and 2006 Dr Rooney presented the budget for 2005 and 2006. Adjustments were made as based on requests by the Chairs of PCs and TCs at the meeting. After remarks on bank costs a working group has been proposed by the President for considering bank alternatives and currency basis. The working group has been selected with Dr Roney, acting as chair, Prof Ceccarelli, and Prof Corves. The working group will present results of his work at the next EC meeting in 2006. The budget report was then approved after discussion following motion by Prof Ceccarelli and Prof Lopez-Cajùn. Treasurer’s report is reported in Appendix n.14 with general information Details in separate sheets for budget for 2005 and 2006 are reported in Appendix n.14-bis that has been classified as confidential matter for EC members only. Therefore Appendix n.14-bis is recorded separately in the IFToMM Archive. A specific discussion has been held on the problem with IFToMM members who have several years of dues arrears. Beside the Constitution rule that in Article 8.6 prescribes suspension for delinquent IFToMM members with dues arrears for more than three years, attention has been focused on how to help those members that have not paid for real financial problems and to avoid repetitive

14 membership candidatures. Prof. Trevelyan has proposed to use plus value conference fee for delegates who are not from National Organization IFToMM members in order to stimulate IFToMM membership and to recover the due annual fees from delinquent IFToMM members. Thus a motion has formulated as ‘Is it possible to use a surcharge of conference fee for delegates from suspended IFToMM members and from territories or countries where no IFToMM members exist in order to stimulate IFToMM membership and to recover the due annual fees?’. The amount of this surcharge will be determined by EC on the basis of considering the size and cost of a conference; in addition this surcharge will be returned to IFToMM from the conference organizers. The motion was made by Dr Rooney and Prof Trevelyan and after further discussion it has been approved.

15. Agreement between IFToMM and FeIbIM (Iberoamerican Federation of Mechanical Engineering) Prof Marco Ceccarelli presented the Agreement between IFToMM and FeIbIM that is reported in Appendix n.15 in its completed form with signatures. Second mover was Dr. Ionescu and after discussion the Agreement was approved. The IFToMM President and IFToMM Secretary-General have signed the Agreement with copies that the Secretary-General will forward for signatures by FeIbIM officers after this meeting.

16. Report of Task-force for Journals and actions Prof Tian Huang, Chair of the Task-Force, presented the report that is enclosed in Appendix n.16. A motion to approve the report has been made by Prof Hiller and Prof Lopez-Cajùn and after discussion the report has been approved. The signed Memorandum of Understanding between IFToMM and Elsevier has been consider confidential following a request by Elsevier and therefore it has been decided to include it in the restricted material for EC members only in separate Minutes. In addition, a common template for papers in IFToMM conferences has been auspicated and PC for Publications has been asked to work on it in coordination with the organizers of the next IFToMM World Congress with the aim to propose a format at the next EC meeting. Furthermore, the publication of the Proceedings as a IFToMM series has been suggested as also an additional source for IFToMM finance with a proper contact with a Publisher. But the very different situations for the different IFToMM conference events have been stressed as a very difficult problem for a standardization, even since the long tradition of some conferences with their own character also in the Proceedings format. Because these problems and incomplete results on the prescribed goals, the President has advised for a continuation of the work of the Task Force that will report at the next EC meeting in 2006. In addition, the motion ‘will the Chair of PC for Communications be a member of the Task Force?’ has been proposed by Prof Ceccarelli since the matters are related to conference proceedings that are on duty of that PC. Second mover has been Dr Rooney and after discussion the motion has been approved.

17. Report of Organizing Committee for 12th World Congress in 2007 This point has been postponed for discussion after the visit of the facilities for 12th World Congress in 2007 and discussion is reported at point 23 of this Minutes.

18. The 13th World Congress in 2011 Nothing has been received but the Executive Council encourages new proposals besides re- submission of past ones. A form for proposals is reported in Appendix n.18 with the aim to give guidelines for a common format for proposals.

19. Candidates for the new Membership in IFToMM – Changes in the Memberships 15 Prof Ceccarelli presented the candidature of Tunisia for IFToMM membership by illustrating the character of the organization that submitted the candidature. After a discussion, the candidate was considered suitable and the candidature was considered as appropriate for voting it at the General Assembly after movers Prof Ceccarelli and Dr. Rooney. The letter of request for IFToMM membership by Tunisia is reported in Appendix n.19. A discussion has lead to the motion for ‘proceeding with a postal ballot among chairs of IFToMM members to accept Tunisia as IFToMM member before the 2007 World Congress’ by Prof Ceccarelli and Dr. Ionescu. After discussion, the motion has been approved and the Secretary-General will proceed to the email postal ballot. A discussion has been reconsidered for the problem of the IFToMM members who have still to pay several annual fees. In particular the case of Vietnam IFToMM member has been discussed since the letter (reported in Appendix n.19) that the Secretary General has received. It has pointed out that Vietnam IFToMM member and other IFToMM members in similar situation of arrears should be suspended and even expulsed from IFToMM in agreement with IFToMM Constitution. Nevertheless, it has been advised that, like the case occurred in the past with Canada IFToMM member, those members should be invited again for IFToMM membership once they have solved the financial problems for paying regularly the annual fees. However, since Vietnam IFToMM members seems to be in the situation that they cannot pay for the past but they will be able to pay regularly for the future, it has been suggested to proceed for an expulsion from IFToMM with the hope that a new National Organization with good credentials will apply for IFToMM membership again, before the next IFToMM General Assembly, where final decision can be made. Thus the motion ‘is it convenient to ask to General Assembly an email postal ballot in 2006 for expulsion of Vietnam IFToMM member according to art.8.1 of Constitution?’ has been proposed by Prof Ceccarelli and Dr Rooney. After further discussion the motion has been approved and the Secretary General has been asked to proceed with the email postal ballot at the beginning of 2006.

20. Place and date of the 39th Executive Council Meeting In a previous email message Prof Kedzior has invited the Executive Council for the next meeting in Warsaw, Poland, in June 2006 before or after Romansy. The invitation has been accepted. The dates of June 19 and 20 have been accepted with a calendar that the Secretary General will fix in due time in coordination with IFToMM President and local host.

21. New and Old Business Prof Ceccarelli has reminded that in 2004 EC asked to solve the problem of having email addresses in the IFToMM webpage in a form not useful for email searching motors and PC Communications should provide a solution (see Appendix n.21). Again in 2004 EC meeting the start of a forum in the IFToMM webpage was approved and but it still is not available and therefore the PC for Communications has been asked to provide for a solution (see Appendix n.21). Prof Trevelyan who was in charge to collaborate with the PC has reported that they have studied the feasibility of the project but they have advised so far a limited traffic by email and therefore they have hesitated in starting the forum, for which he will work yet. Prof Ceccarelli has reported on the status of the IFToMM Archives in substitution of Prof Yan, Chair of PC for History of MMS. The IFToMM Archive has improved considerably but still several past documents are missed, although the PC for History of MMS through a specific Sub- Commission is still searching for those documents. The list of the stored material is reported in Appendix n.21. The establishment of a restricted area of the IFToMM Archive containing confidential documents has been discussed and approved after a motion by Prof Ceccarelli and Prof

16 Lopez-Cajùn, as a need to store documents that cannot be included in the official minutes of EC meeting and GA because of the treated subjects. The confidential documents will be available for EC members only, but upon request to President and consequent permission, a Chair of IFToMM member may have access to the restricted area of the IFToMM archive. The restricted area of the IFToMM Archive will be under the responsibility of the PC for History of MMS in term of cataloguing and regulating the access, but a strong cooperation with the Secretary General has been auspicated, mainly in identifying confidential materials. The Secretary General has presented the letter that has been received from Prof Rovetta dealing with a demand for a working group looking at Ethics and International Collaborations. The President has advised the need to study the matter and he has designated a ‘Working Group on future directions and relationships of IFToMM’ as composed by Prof Waldron (who will act as chair of WG), Prof Ceccarelli, Dr Rooney and Prof Rovetta (as advocate of the question). The Working Group will report at the next EC meeting in 2006.

22. Closure The President expressed thanks for attending the meeting and he adDressed special thanks to Prof Marc Dahan and his team for hosting the meeting. The meeting was closed at 10.30 on September 30, 2005 with the aim to visit the facilities for the 12th World Congress in 2007.

23. Visit of the facilities and report of the organization for the12th World Congress in 2007 The visit of the Congress facilities at Micropolis Exhibition Center in Besancon (France) was held just after the closure of the meeting and it has been carried out until 12.00 when a specific presentation with discussion was held in a room at Micropolis Exhibition Center. The outdoor area and nine available rooms for the World Congress 2007 have been visited and satisfaction has been expressed by the EC members. Photos are reported in Appendix n.22 where is also reported the material presented as report of the Organizing Committee. A webpage is available at www.iftomm2007.com. Among the many details that have been discussed and successfully clarified, the following points have been pointed out and asked to solve in time: a schedule for EC meetings just before and just after the Congress in coordination with the Secretary General; to include the Chairs of PCs and TCs in the Scientific Committee; to involve the PCs and TCs in the review process of the submitted papers; to include a schedule for the meetings of PCs and TCs in the Congress program by using Congress rooms, just after technical sessions; to look for the possibility for pick-up buses bringing delegates from hotels to the Congress site; to look for the possibility for hotel booking service through the Congress Organization; to ask Chairs of IFToMM members to make a link in their wepages to the World Congress webpage. Finally, the motion for approving the report of the Organizing Committee for the 2007 IFToMM World Congress has bee made by Prof Ceccarelli and Prof Hiller. After discussion the report has been approved.

18 APPENDIX n.4: Report of the President As usual, many of the activities in which I have participated will be reported elsewhere under specific technical committee and permanent commission reports.

Shortly after the meeting in Besancon last year I attended an event in Moscow celebrating the 100th anniversary of the birth of Academician Artobolevsky who was, of course, one of the founders of IFToMM and its first president.

After the ROMANSY meeting, which I will be attending, I will travel to India to attend an international conference on automation (PICA-2006). I hope that this will provide an opportunity to strengthen IFToMM related activities in India.

Since the last EC meeting I sent out letters to 9 countries with long term arrears of their dues pointing out the provision in article 8.6 of the IFToMM statutes that a member that has not paid its subscriptions for more than three consecutive years shall have its voting privileges suspended, and may lose membership by a two-thirds vote of the General Assembly. This has produced results in several cases. In the case of those members that have not responded I will be proposing that the Executive Council recommend that the General Assembly vote to remove membership at the coming World Congress.

I have taken up the position of Technical Leader of the Systems and Design Group of ASME. ASME is the U.S. member organization of IFToMM and the U.S. IFToMM dues are paid out of the custodial account of the Design Engineering Division, which is part of the Systems and Design Group.

I regret to report the passing on March 30th, 2006, of Professor Ferdinand Freudenstein who was very prominent in the field of mechanism and machine theory in the U.S., and internationally. Professor Freudenstein was an Honorary Member of IFToMM. He died after a very prolonged illness with Alzheimer’s disease. The published obituary is as follows:

Dr. Ferdinand Freudenstein, Higgins professor Emeritus of Mechanical Engineering at Columbia University passed away on Thursday, March 30. A funeral service was held the following day at 10 am. He was 80 years old.

Dr. Freudenstein was known as the “father of modern kinematics,” ushering in the programmed, digital computation era in the kinematic synthesis of mechanisms. He had great influence in the field, and many of his students, and his students’ students, continue to research and teach kinematics. Prof. Larry Yao, Departmental Chair of Mechanical Engineering, paid respect at the funeral, “…Ferdinand’s biggest legacy is nearly 200 Ph.D. children and grandchildren…” Well over 100 universities around the world have faculty from the Freudenstein family tree.

Former students were saddened to hear the news and offered their thoughts on Dr. Freudenstein. Professor Bahram Ravani, from University of California, Davis, states, “Professor Freudenstein was a giant in the field of mechanical design with many very significant and lasting contributions. He was a true scholar, a respected mentor and a valued colleague. He will be missed in the academic community.” Professor Costas Grigoropoulos, from University of California, Berkeley, says, “I took all his courses and still have his excellent notes. I remember him with great admiration and respect as a true giant in his field and also very fondly as a wonderful person.” Professor Art Erdman of the University of Minnesota reflects that “He was a great leader and a wonderful person! He certainly has been a strong mentor to me and countless others.”

Dr. Freudenstein was the recipient of many prestigious awards and a member of the U.S. National Academy of Engineering. He will be greatly missed both professionally and personally. Our thoughts are with his family. 19 APPENDIX n.5: Report of the Secretary General Report of the IFToMM Secretary General - REPORT July 2005 – May 2006

1- CONTACTS WITH IFToMM OFFICERS AND OTHER MEETINGS During contacts and meetings with IFToMM officers in occasion of conference participation or visit exchanges, prof Marco Ceccarelli has held discussions and opinion exchanges also in order to outline the future of IFToMM activity. Main opportunities have been : 12-15 Nov. 2005 – Taipei during National Taiwan Conference: representing IFToMM and short presentation of IFToMM, meeting with prof H.S: Yan Chair of PC for History, prof. Shuo-Hung Chang, Chair of IFToMM China-Taipei. TO BE COMPLETED Prof Marco Ceccarelli will be available to present IFToMM in any event at which he will attend, mainly with the aim to better explain IFToMM and its activity, and to support initiatives by IFToMM members, PCs, and TCs.

For each category there is a memorandum of understanding between IFToMM and Responsible for publication. For IFToMM affiliated journals and Technical Periodicals the memorandum will contain at least: 1 – outlook and scope of the publication 2 - procedure and duration of appointment of Editor-in-Chief 3 - the composition, duties, and renewal of the Editorial Board 4 – the procedure for submission and review of papers The onus is on the Publisher (responsible for publication) to provide a draft of memorandum of understanding including the mode of the operation of the publication. For Proceedings the IFToMM officer is the Chair of the Organizing Committee. 5 – collection for restricted area of IFToMM Archive for EC members only He sent materials for such a restricted area in the IFToMM Archive. He paid a visit also to the IFToMM Archive in December 2005 and he has checked a proper situation. prof Ceccarelli has collected several documents, which are old and new material, that he has sent to the IFToMM Archives too. 6 – establishment of IFToMM webpage as www.IFToMM.org with clear list of information 20 He has asked to schedule a deep update of the IFToMM webpage with even a proper re-shape with the following points: - to have the address iftomm.org that is now available - to specify more items in order to give better visibility to more and more aspects of IFToMM activity 7 – regular payment of annual fee from IFToMM members Information has been exchanged with Chairs of IFToMM delinquent members for the dues of past years in agreement with President and Treasurer. 8 – appointment of TCs and PCs He has worked to obtain required information and nominees in due time for appointment of TC/PC lists and TC/PC chairs for term 2006-09. 9 – email postal ballots from EC members He has worked for email postal ballot among EC members on problems and situations that together with the President he has advised as suitable matters for email postal ballots. In particular Tunisia IFToMM member has been accepted after email postal ballot among Chairs of IFToMM members. 10 – amendments for IFToMM Constitution and By-Laws He has kept trace of the proposals that he has passed to GA Commission for Constitution 11 – actions for candidates of new IFToMM membership Prof Ceccarelli has had contacts and sent the enclosed letter to the following National Organization: Argentina; Portugal; New Zealand; Thailand (suggested by prof Teresa Zielinska- Poland). 12 – collecting information for EC meeting Prof Ceccarelli has exchanged opinions and work plans with the President of IFToMM prof Waldron for a suitable programming of the next meetings of EC and GA, and future activity of IFToMM. He has prepared preliminary information for the meeting of EC by collecting information from IFToMM Officers regarding with the points of the Agendas. In order to facilitate information and give a common frame, he has prepared and suggested the use of forms for the reports of IFToMM members, PCs and TCs, and a form for nominations of representative of IFToMM Members in the PCs and TCs .

3- FUTURE PLANNED ACTIVITIES Prof Ceccarelli, in his capacity of IFToMM Secretary-General, will plan activity in directing discussion and opinion exchange, preferably by e-mail, on the many aspects of IFToMM activity that will be pointed out by situations and/or by IFToMM officers (Chairs of IFToMM members and Chairs of Pcs and Tcs). He also will help circulation information on IFToMM activity. He will prepare and publish the minutes of the meeting of the IFToMM Executive Council. SG ENCLOSURE n.8 – actions for candidates of new IFToMM membership Dear sir I thank you for the interest to IFToMM and its activity. I have understood that you could be interested in a candidature for IFToMM membership of a national association in your country. Please consider the following remarks: - only one national or territory association of a country can be member of IFToMM; - a letter for membership application will be mailed to the IFToMM Secretary General, with clear motivations (see next) (possibly a personal presentation could be required); - the acceptance/rejection will be voted by the Chairs of the current IFToMM members, during the General Assembly, after a careful review by the Executive Council; - a previous attendance of individuals of your country in IFToMM activity (IFToMM World Congress, IFToMM supported Congresses, and activity the IFToMM Committee/Commissions) is appreciated. The next General Assembly will be held in 2007 during the next IFToMM World Congress.

Report of IFToMM Permanent Commission on Communications (January – May, 2006) By Dr. Leila Notash www.IFToMM.org (http://130.15.85.212/indexa.html 1- MEMBERSHIP CHANGES The only change for the membership of PC Communications, for the period January-May of 2006, is that the previous Chair, Professor Dinos Mavroidis is now a member of this PC, and Professor Leila Notash is the Chair. As well, according to the documents emailed by the IFToMM Secretary General on April 19, 2006, there are a total of four nominated members for the PC Communications, three of them were listed in the document compiled by the IFToMM SG and emailed on October 3, 2005. 2- STATEMENTS FOR THE ACTIVITY OF THE PC

According to the IFToMM Constitution and By-Laws (Appendix I), the objectives of Permanent Commission for Communications are to publish the IFToMM Newsletter at least once a year; to maintain and update the IFToMM Web site, to maintain and publicize a four-year Calendar of Future Congresses, Conferences and Symposia (referred to as technical meetings); to publish the annual calendar of technical meetings; to act as liaison among the organizers of technical meetings; and to work closely with all Committees, and to assist organizing Committees in preparing and holding conferences.

3- DISCUSSION OF RECENT ACTIVITIES Following many communications with the Queen’s University, the Dean and Associate Dean of the Applied Science Faculty approved hosting the IFToMM pages on a Faculty server until the IFToMM finds a permanent host for its webpage. The activities of the new Chair of PC Communications, during January-May of 2006 (her first five months in this position), was focused on transferring the IFToMM page to the Queen’s server and updating the “HTML” files of the webpage. The IFToMM Newsletters were also transferred to the Faculty server at http://130.15.85.212/newsletter/ (from the homepage of Dr. Notash). In January 2006, a copy of the Macromedia Contribute was purchased, and during January – March the “HTML” files containing information on the Chairs of the PC/TC/Commissions/Committees were updated by the Chair based on the information that was emailed by the IFToMM Secretary General beginning of 2006. For any file that was updated (completely or partially), the date that the file was updated was reported at the bottom of the page. If a page was partially updated, a note was added on what else needed to be updated, e.g., the list of members of PCs/TCs. During April - May 2006, only the announcements page was updated as the IFToMM page was under major revision as outlined in the following paragraphs. The revised IFToMM page will be transferred to http://130.15.85.212/indexa.html in June 2006. The original IFToMM pages, transferred to Queen’s, contained many “FLASH” files which required specific software (Macromedia Flash) to edit/update. According to the Queen's University Computer Store, Flash Basic was CDN$523 (plus 15% tax) and Flash Professional was CDN$897.81 (plus 15% tax). The "FALSH" files of the IFToMM pages could not be edited/updated as the pertinent software was not available. Because of the high cost of the software, following a few email communications with the IFToMM EC, it was decided to convert all of these “FALSH” files to the “HTML” files. A summer undergraduate student (Ms. Vicky Lee) was hired, to help with modifying the IFToMM pages and creating the “HTML” files of all the “FLASH” files while keeping the files as simple as possible for future modifications. New sidebar menus have been designed for the IFToMM page, a “Site Map” for the IFToMM pages has been developed, and many pages have been updated (reporting the date on the page if the information was updated). To keep the contact information for the officers and also for the members of PCs and TCs up-to-date and also to protect the posted email addresses from Spam-Crawlers, Professor James Trevelyan, University of Western Australia, also a member of IFToMM EC, has created a database for the IFToMM officers and members. The latest version of the “HTML” file of all officers and also the file of all members (affiliations, contact info with emails protected) will be posted on the revised IFToMM page once the two files have been updated. Keeping the contact information for the officers and also for the members of PCs and TCs up-to-date has been closely coordinated with Professor Trevelyan in order to avoid duplication of the effort/work.

1. Transferring the files of IFToMM page to the Queen’s Faculty of Applied Science server 2. Transferring the IFToMM Newsletters to the Faculty server and listing all the existing Newsletters together at http://130.15.85.212/newsletter/ (from the homepage of Dr. Notash for the 2001-2005 issues, and from the IFToMM page for the 1995-2000 issues) 3. Updating the “HTML” files containing information on the Chairs of the PC/TC/Commissions/Committees based on the information that was emailed by the IFToMM Secretary General beginning of 2006 - For any file that was updated (completely or partially), the date that the file was updated was reported at the bottom of the page. If a page was partially updated, a note was added on what else needed to be updated, e.g., the list of members of PCs/TCs. As you might be aware, to keep the contact information for the officers and also for the members of PCs and TCs up-to-date and also to protect the posted email addresses from Spam-Crawlers, Professor James Trevelyan, member of IFToMM EC, has created a database for the IFToMM officers and members. The latest version of the “HTML” file of all officers and also the file of all members (affiliations, contact info with emails protected) will be posted on the revised IFToMM page once the two files have been updated and reformatted. In order to avoid duplication of the effort/work, updating the contact information for the officers and also for the members of PCs and TCs has been closely coordinated with James.

I will be replacing the current IFToMM page at http://130.15.85.212/ with the new and revised pages in a few days (I have kept the current page in case you want to compare the two pages, original one is mostly “FLASH” files, the revised one includes “HTML” files). REPORT OF ANNUAL ACTIVITY September 2005- May 2006

1- MEMBERSHIP CHANGES New members have been nominated. An update list of the members according to By Laws n.3.8 is in the Enclosure n.1 of the attached Report.

2- STATEMENTS FOR THE ACTIVIT OF THE TC/PC The activities of this PC are planned and executed in order to promote the republishing of classical works of reference, to promote the collection and circulation of material and information in the field of MMS, to maintain the Archive of the Federation, and to promote activities and works in the field of the history of MMS.

3- DISCUSSION OF RECENT ACTIVITIES The subject of mechanism models has been communicated among members, including historical development, research activities, teaching applications, future trend, and digital libraries. A series of books by Springer on history of mechanical engineering with particular emphasis on MMS is under planned by Prof. Ceccarelli, M. And, 4-5 books are scheduled to be published in 2007. And, a Dictionary of Personalities in history of mechanism and machine science by Springer is also under planned by Prof. Ceccarelli, M.

4- MEETINGS AND VISITS Prof. Yan, H.S. (the Chair) and Prof. Ceccarelli, M. (the previous Chair) have visited several members also with the aim to discuss personally on History of MMS. Also members have exchanged visits and gave lectures on History of MMS. And, an annual PC meeting is scheduled at Cornell University (Ithaca, New York) on September 9, 2006.

5-RESEARCH JOINT COLLABORATIONS AND EXCHANGES Research joint collaborations have been carried out among members of the PC. Some results will be presented and/or published in the coming Cornell Workshop on History of MMS (Ithaca, New York, September 8-10, 2006) and Proceedings/CD of the ASME DETC - Mechanisms and Robotics Conference (Philadelphia, September 10-13, 2006).

8- FUTURE PLANNED ACTIVITIES The Cornell Workshop on History of MMS at Ithaca, New York on 8-10 September 2006 is scheduled, and will be followed by the IFToMM–ASME Symposium on History of Mechanism Design at ASME DETC in Philadelphia on 10- 13 September 2006. A workshop on history of MMS in Bangalore (India) is planned on 14 December 2007. And, the HMM2008 Symposium will be held in Tainan (Taiwan) on 11-14 November 2008.

2- STATEMENTS FOR THE ACTIVITY OF THE TC/PC The activities focus on finishing the terms definitions in chapters 7-13 and the creation of the electronic version of the dictionary. A webpage for publication of the electronic dictionary still has to be created. Copyright issues regarding the part published earlier in TMM still need to be settled.

3- DISCUSSION OF RECENT ACTIVITIES Translation of the English terms into French and German has been finished. Translation into Russian is still in progress. The electronic version of the dictionary has successfully been created for the three languages.

4- MEETINGS AND VISITS Next (informal) meeting is scheduled during the World Congress in Besancon in 2007. Prof. Remond and Prof. Klein Breteler visited prof. Corves (Aachen) to investigate a joint project on a database for mechanism models. Te plans need a follow-up.

9- OTHER RELEVANT INFORMATION Next formal meeting is scheduled in 2008 in Lyon (Fr), three years after the last meeting in Bardejov. This is to revert to the original scheme of a formal meeting every two years, but not in the year of the world congress. The main reason for surpassing the years 2004 and 2006 was financial. It is hoped that IFToMM will support financially the intended meetings in future.

REPORT OF ANNUAL ACTIVITY July 2005 – June 2006 1- DISCUSSION OF RECENT ACTIVITIES The internal activities of the TC was dominated by the change in chairmanship from Prof. Vaclavik to Prof. Corves. The first months were used to update the adress database of the actual TC members. Due to the fact that a lot of adresses turned out to be incomplete especially regarding incorrect e-mail adresses and often very reluctant reaction of the members who often had to be contacted by traditional mail ,this turned out to be a very tedious job, which will hopefully be completed end of June 2006. Each member was also asked to give his or her opinion about future activities. The result of this enquiery was so far very disappointing since no suggestion has been received till today. 2- MEETINGS AND VISITS See topic 4. 3-RESEARCH JOINT COLLABORATIONS AND EXCHANGES No activities. 4- CONFERENCE EVENTS The bi-annual workshop of German Engineering Professors engaged in mechanism theory, which was organised by RWTH Aachen University in September 2005 was also used to gather international colleagues within the scope of TC linkages & cams. The workshop which was also helt in honour of the 70th birthday of one of the very early IFToMM activists, Prof. Dr.-Ing. G. Dittrich, covered a wide range of topics starting with an historical overview of Prof. Dittrich’s scientific career. 3- DISCUSSION OF RECENT ACTIVITIES 1) The members address is confirmed. We discussed about my proposal on the support of the 11th ICMT Conference held at Mexico City this year and next year on the TC activities of this year using the E-mail network on March 30. 2) Also we discussed aboutmy proposal on the support of the 11th ICMT Conference again on April 25.

Next year, I will propose to shear the co-sponsorship with ICMT.

9- OTHER RELEVANT INFORMATION Now we will repair and establish the network on Mechatronics around the world. As a first step, the member’s list on the Mechatronics TC has been updated and newly revised.

3- DISCUSSION OF RECENT ACTIVITIES At the end of September 2005, the TC was approved by IFToMM EC, with 8 members. The national IFToMM Chairs were informed of the creation of the TC by the TC Chair, and asked for nominees. 7 new members were nominated, and approved by the IFToMM EC in January, 2006. Therefore, the TC has now 15 members, and 3 more have been nominated for approval at the next EC meeting. In February 2006, the TC Chair proposed a meeting for March, along with a tentative agenda, and asked the members to add new points to it, which they did. Information about the meeting is provided in the next Section.

4- MEETINGS AND VISITS The first TC meeting was held on March 13, 2006, at University of La Coruña, in Ferrol, Spain, with occasion of the EUROMECH Colloquium 476 “Real-time simulation and virtual reality applications of multibody systems”, organized by the TC Chair. The main topics addressed were: creation of the TC web site; development of a benchmark for multibody systems; coordination of main multibody events; establishment of a student competition; dates and conditions for the next TC meeting.

2- STATEMENTS FOR THE ACTIVIT OF THE TC/PC According to Prof. G. Stepan’s suggestions the chairmanship of myself (Jan Awrejcewicz) and Dr L.L. Kovacs (secretary) have been approved. In addition, the new list of members is proposed and approved (see section 1), and hence 4-years period of TC/NO is opened for activity.

3- DISCUSSION OF RECENT ACTIVITIES New homepage of TC-NO (http://mm.bme.hu/sci/tc-no/index.htm) has also been build and modified by Dr L.L. Kovacs which includes main information on activity of our committee. It allows to keep not only links between members of TC-NO, but also to get new proposals potentially expected from all committee members.

4- MEETINGS AND VISITS The TC-NO meeting was organized during the 8th International Conference “Dynamical Systems – Theory and Applications” (DSTA’05) hold in Łódź, December 12-15, 2005. New directions of non-linear oscillations in the theory of machines and mechanisms as well as the role and tasks of the TC-NO at the IFToMM 2007 World Congress have been discussed, among others.

5-RESEARCH JOINT COLLABORATIONS AND EXCHANGES It is expected to establish research joint collaboration within some of the international projects between the TC-NO members and their institutions. In addition, exchanges and visits between the members with lectures and seminars are highly recommended. This item is going to be discussed during the 12th World Congress of IFToMM.

6- CONFERENCE EVENTS Next meeting will be held during the 12th World Congress of IFToMM (June 17-21, 2007, France) and during the 10th International Conference “Dynamical Systems – Theory and Applications” (December, 2009, Łódź, Poland).

7- TEACHING ACTIVITIES As it has been written in section 5, it is strongly advised to initiate exchanges of ideas between the TC-NO members through lectures and seminars. It is also expected to propose common research projects including students workshop and summer schools.

8- FUTURE PLANNED ACTIVITIES Following the proposal of Prof. L. Pust during the minutes of the 7th meeting of the terminology of nonlinear oscillations is going to be renewed. It is also expected to receive an information from the TC-NO members on their achievements in the fields of nonlinear oscillations like authored books and patents. This activity will be shared with all members through our website.

8- BUDGET I would like to find any financial sources to support potential participants of the 12th World Congress of IFToMM being members of the TC-NO. Especially I would like to ask for financial support to cover the activities and management of the TC-NO. This amount of money could cover, e.g., postal and organisational costs, costs of travelling, maintenance of the homepage (it would be about 400/500 USD per year).

9- OTHER RELEVANT INFORMATION It is recommended to keep more active contacts between the TC-NO members and to organize meeting and conferences in their home countries. It is necessary to mark, that till now membership in TC is not completely adjusted - there are no answers from old members of Ukraine and Poland. Participation in assembly of Chairs of TC/PCs in Warsaw, June 2006г. 4-CONFERENCES AND VISITS Participation in organization and realization of International scientific and technical conference «Problems and perspectives of a development of engines», Samara, on June, 21-23, 2006, I.Demiyanushko - the member of organizing committee. 6-REALIZATION OF CONFERENCE Conference in MADI STU, Moscow from 30.01.06 - 03.02.06, a section « Reliability of machines and constructions », is conducted, chair - Prof. Demjanushko. The edition of collection « Reliability of machines and constructions » M. 2006, is prepared. International conference under the theory of gears and machines on October, 9-15, 2006 is supposed, Krasnodar, Russia. 7 – TEACHING ACTIVITIES - New cycles of lectures by disciplines “Reliability of mechanical systems” (Romania, Prof. Mirica); “Dynamics of Structural” – Prof. Demiyanushko and others, Guidance of students to project by machine design; Guidance of students by student research activities; Guidance of students to project of diploma. 8-FUTURE PLANS ON ACTIVITY The increase in volume of publications on a direction of activity TC "Reliability", is planned more 71 than 5 monographies - authors members TC, issues of journals « Problems of a machine industry and reliability of machines », Mashinovedenie, the Russian Academy of Science, М. "Science"; « Bulletin MADI STU» with section « Reliability of machines and constructions », both journals leave 6 yearly and publications of abstracts and articles in English. It's planning to organize "The International Conference on Reliability of Transport machines and Constructions ", on baseline IRSTU (Irkutsk State Techn. University, Irkutsk, near Baikal-lake) - autumn 2007г. organizers: IrSTU, IMASH RAN, MADI STU, IFToMM, RAT, GNTC RF NAMI,CIAM. 9 – OTHER RELEVANT INFORMATIONS For an establishment of contacts to former members of TCR attempts of dispatch of offers and information on their activity have been repeatedly made, however we did not manage to contact representatives from Poland, Ukraine and France. The letter on E-mail has been sent, but they appeared invalid. At the same time there is an offer on introduction of new active young members for work in TC and I offer from Poland a nominee Prof., Dr.Hab. Zbigniew Kesy from Technical University of Radom. Simultaneously, Prof. James Trevelyan was so kind to suggest instead of himself Dr. Richard Dwight, from the University of Wollongong, New South Wales, Australia. REPORT OF ANNUAL ACTIVITY September 2005- May 2006

1- MEMBERSHIP CHANGES The list of the members of the Techn. Committee Rotordynamic was sent to the IFToMM Secretary General in March. The list with 32 members from 21 countries reflects the state from 2005. However it was found out, that a few members came from countries, which are not members of IFToMM. In the next TC meeting we will discuss the assembly of the TC and the nomination of new members. This meeting will be in September during the IFToMM Rotordynamic Conference.

2- STATEMENTS FOR THE ACTIVIT OF THE TC/PC

3- DISCUSSION OF RECENT ACTIVITIES • The TC Rotodynamics meeting in Vienna has be prepared now. The new chairman had a preparation meeting with the former chairman Prof. Rieger (USA) and the former Secretary Prof. Smalley (USA). • Topics of the TC meeting will be: • Report about IFTOMM EC meeting • Nomination of new members • Formation of the new TC Rotordynamic • Election of TC secretary • Discussion of future activities: research cooperations and Rotordynamics conferences • Status of 2010 Rotordynamics Conference, Seoul • Lund Medal Report, Selection Procedure

4- MEETINGS AND VISITS There have been no meetings in the time frame Sep. 2005 – May 2006. The new chairman will visit the former chairman, probably in June 2006.

5-RESEARCH JOINT COLLABORATIONS AND EXCHANGES There are some Research joint collaborations and exchanges in the Rotordynamics community. As an example in the frame of EU-Research programs European Universities and companies are involved in common research activities. Another example is the bilateral exchange of researcher, e.g. between Germany and Brazil, supported by the two countries.

6- CONFERENCE EVENTS IFTOMM Rotordynamics Conference in Vienna, September 2006. TC will come together at this conference. Around 150 papers selected. Expected participants: 250. Jorgen Lund Award for the best paper. IMECHE-Conference: Vibrations in Rotating Machinery in UK, September 2008. IFTOMM Rotodynamics Conference in Seoul, 2010.

7- TEACHING ACTIVITIES There will be shortcourse about Rotordynamics at the first day of the Vienna Conference, 25. August 2006.

Objectives In the past year, the new Technical Committee of Tribology has been set up since June of 2005. The interdisciplinary concept of tribology covers many subjects including friction, wear, traction and lubrication that are essentially needed in machine science with the help of Dr. Marco, Dr. Huang, et al. In the committee, there are 15 members from 11 countries, who are well known in the field and will be expanded to 30 in two years. The first meeting of the members will be held in September of 2006 in Leeds University, UK during the Leeds/Lyon conference. Meanwhile, Tribology appeared as a new topic in the Call of Papers of in the Call for Paper of the 12th IFToMM World Congress to be held in France, 2007, representing the continuous interests of the IFToMM community. In the meeting in Leeds this year, a proposal about the arrangement of the IFToMM TC of tribology conference will be discussed. The proposal will also suggest the first conference to be held in Tsinghua University in 2008, and it will take place every two or three years.

The Topics of the Technical Committee of Tribology will be as following: z Friction and Contact Mechanics z Lubrication and Lubricants z Surface Engineering and Coatings z Wear z Micro- and Nanotribology z Biotribology

Proposed Activities To distribute the information and promote influence of IFToMM in the community of Tribology through Call for papers of the IFToMM World Congress and other related events. To establish and promote a strong link between the IFToMM and ITC and their local groups by organizing joint seminars, workshops and conferences, etc.

The Benefits to IFToMM The TC of Tribology will be functioned as a bridge for the introduction of the IFToMM to the community of tribology and vice versus, by which the IFToMM influence can be essentially expanded.

LIST OF AMENDEMENTS THAT ARE UNDER CONSIDERATION

TEXT CORRECTIONS

Article 5.1

The Executive Council is elected to manage the affairs of the Federation between the sessions of the General Assembly. It is composed of:

o the President, o Vice-President, o Secretary-General, o Treasurer, and o Six ordinary members.

In addition, the immediate Past-President may elect to remain on the Executive Council as a non- voting member for four years a period immediately after the completion of his or her term as President until a new President is elected . Members of the Executive Council must be representatives of Members in Class A (see Article 3.1).

The persons elected to the Executive Council do not sit on the Council as representatives of their Member Organizations, but are charged to attend to the interests of the Federation as a whole. The Executive Council reports on its activities to the General Assembly.

YOUNG DELEGATES PROGRAM

The purpose of the Young Delegates Program is to provide assistance to young scientists and engineers so that they may participate in IFToMM technical conferences. Up to fifty percent of the total cost of registration fees, transportation, board and lodging is available, subject to a maximum of US$800, to participants who are not fully supported by their own institutions.

In order to be eligible for support, young scientists and engineers must normally be under 35 years of age, be in a country of the national or territory organizations that are IFToMM members, and be engaged in work in the field of Machines and Mechanisms.

To apply for support, the applicant must write a letter of request to the Chair of his/her Member Committee of a Technical Conference, who then will forward the letter to the IFToMM Treasurer for a decision. The letter must be received by the Treasurer not less than four months prior to the conference and must include the following information:

1) the name and date of the conference, 2) the amount of funds requested, 3) the reason for participation, and 4) the source and amount of funds which will cover the costs not to be paid by IFToMM. The letter of request must be accompanied by: 1) a curriculum vitae including date of birth, 2) a letter of recommendation from the Dean or senior person confirming that funds are not available from the home institution to support fully the travel, and 3) a budget estimate for the total expenses of the participant to attend the conference 4) a letter of the Chair Of his/her IFToMM member Committee supporting the request for a grant. Preferences for funding will be given to countries that have strong need, have not received prior grants under this program, and whose subscriptions are fully paid. Grants for a Technical Conference will be scheduled in advance of

84 one year by the Executive Council upon request of the Chair of a Technical Conference, who will be responsible for assigning the grants and the corresponding report to Treasurer after the Conference. Participants who are selected to receive support will be notified at least two months before the technical conference in order to allow adequate time to complete travel arrangements. As of January, 1998 committees on TMM are established in: Armenia, Australia, Austria, Azerbaijan, Belarus, Belgium, Brazil, Bulgaria, Canada, China-Beijing, China-Taipei, Croatia, Czech Republic, Finland, France, Georgia, Germany, Hungary, India, Italy, Israel, Japan, Kazakhstan, Korea, Lithuania, Macedonia, Mexico, Mongolia, The Netherlands, Norway, Pakistan, Poland, Romania, Russia, Slovakia, Slovenia, Spain, Switzerland, Ukraine, United Kingdom, U.S.A., Vietnam, and Yugoslavia.

PROPOSED CHANGE n.2 Add an item at Art. 3.1 of Statutes: E. Individual associate members: individuals from national or territorial organizations that are IFToMM members. MOTIVATION: The establishment of individual membership will bring more participation of individuals in the IFToMM activity. In addition, the individual membership will contribute to enlarge the IFToMM Community and awareness of it.

PROPOSED CHANGE n.3 Add a point n.1.6 in By-Laws: 1.6 Individual associate members can get benefit of any activity that is organized by IFToMM but they have no dues and no vote in the General Assembly MOTIVATION: The Federation nature of IFToMM will be preserved. The benefits for an individual associate member could be stated as reduced subscription fee for conference events that are supported and/or under auspicious of IFToMM. An additional benefit can be organized in giving reduced subscription fee for IFToMM Journals.

PROPOSED CHANGE n.4 Add the text at the end of n.5.1 in By-Laws: The unit of subscription fee for individual associate members in U.S. dollars is determined by the General Assembly. MOTIVATION: The individual membership must be ruled by a subscription fee, that will bring more finance for IFToMM activity.

PROPOSED CHANGE n.5 Add the text in 3.7 in By-Laws: The Chairs of all PC and TC, and Editors of IFToMM journals MOTIVATION: Great visibility of IFToMM activity is achieved by IFToMM journals. The Editors have significant responsibility and positions in the IFToMM Community. Therefore, it is convenient that the Editors will take part at the meeting of the Executive Council to report directly on the Journal activity and to get aware of the policy that is decided at the meeting of Executive Council and at the General Assembly.

Add the text in 3.10 in By-Laws: The editorial activity is run by IFToMM journals, namely Mechanism and Machine Theory (MMT), Journal of Applied Mechanics (JAM), Journal of Gearing and Transmissions (JGT), Electronic Journal on Computational Kinematics (EJCK). The Editors are appointed by Executive Council. An Editor shall not serve no more than two terms consecutively. Associate Editors are nominated by the Editors and are appointed by the Executive Council to serve no more than two terms. The term of office for Editorial Boards of IFToMM Journals is four years, starting two years after January in which the Executive Council takes office. The Editorial Boards is of composed of at least three Associate Editors. MOTIVATION: Since the importance of the IFToMM Journals, it is convenient to treat the Editorial Boards like a Technical Committee. Thus, the establishment of an IFToMM journal will be stated at By-Laws level as an important activity of IFToMM and it is convenient to rule the Editorial Boards like a Technical Committee.

Introduction Following the presentation of the Treasurer’s Report at the IFToMM EC38 meeting in Besançon, France on 29 September 2005, it was noted that bank charges incurred from the IFToMM bank (UBS in Zurich) appeared to be excessively high. It was decided to establish a Working Group to investigate possibilities for reducing bank charges, such as, changing the bank, changing the currency, changing the method used for transactions, etc. So far the Working Group has exchanged emails and ideas, and has obtained some information about other banks’ charges but has not yet established a strategy nor reached a firm enough conclusion for discussion.

UBS Bank Charges At present IFToMM has two accounts (a Current account and a Deposit account) with the UBS Bank based in Zurich, Switzerland. The accounts are held as US$ accounts but transactions may be executed in other currencies. Charges are applied monthly and quarterly for the Current account, and half-yearly for the Deposit account. The charges depend on the types of transaction, on the currency used, and on the countries dealt with.

For payments from IFToMM (that is, debits on the IFToMM Current account) to IFToMM PCs, TCs, Conference Secretariats and individuals such as IFToMM Officers or occasionally Young Delegates, there are two methods, namely:

"PAYMENT ABROAD extra" for cost-effective payment transactions to Europe and the US

For payments: - in Euros to Europe up to a total amount of EUR 12 500 (Euroland countries: Austria, Belgium, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal and Spain)

- in Swedish kronas to Sweden up to a total of SEK 100 000

- in Danish krones to Denmark up to a total of DKK 100 000

- in Norwegian krones to Norway up to a total of NOK 100 000

- in British pounds to the UK up to a total of GBP 10 000

- in US dollars to the US up to a total of USD 50 000

- including details about the beneficiary's bank by means of IBAN, BIC or account number, Fedwire

- for which you assume the total charges, so that the full amount is credited to the beneficiary

- which are non-urgent and don't need to be received by the beneficiary within the next three days

"PAYMENT ABROAD" for all payments

For payments: - worldwide regardless of amount and in all tradable currencies

- to Europe, where you don't know the IBAN of the beneficiary and/or the BIC of the beneficiary bank

- for which you wish the beneficiary to bear part or all of the transfer charges

- that are urgent

Generally the second method is used by the IFToMM Treasurer because of the intercontinental spread of IFToMM Member Organisations, and sometimes because of a lack of beneficiary bank details. For IFToMM MOs within Europe or the USA the first method may be used. In both cases IFToMM absorbs the charges so that the beneficiary receives the full amount expected.

For income to IFToMM, such as Subscription dues (that is, credits on the IFToMM Current account), charges are incurred for cross-border transactions and sometimes when the MO effectively sends an ‘underpayment’ because IFToMM absorbs the sender’s costs.

One complication is that all third party charges are absorbed by IFToMM, and it is not always immediately apparent how these are calculated

Another complication is that UBS quote their bank charges in CHF (Swiss Francs) and so the charge to IFToMM’s US$ accounts varies depending on exchange rates. Again it is not easy to untangle the details.

Change to Another Bank? At least two possibilities occurred to the Working Group, namely Offshore Banks and commonplace National/International Banks. Neither of these will necessarily improve the situation nor necessarily reduce transaction charges to IFToMM.

Offshore Banks The main offshore tax havens where a new IFToMM bank account might be located are listed below. Each of these generally has a large range of bank branches from which to choose.

National/International Banks Almost any local ‘High Street’ bank in the UK might be approached, and indeed the same is true for other countries/territories, as well as for non-national banks such as in the USA, and for

99 international banks in general. The current Treasurer has approached two different banks in the UK for information. One (NatWest Bank plc) is essentially (UK) national but with international connections. The other (HSBC Bank plc) is a large well-known international organisation.

Summarising the brief discussions with these banks, in both cases JR was given ‘Information Packs’, none of which was particularly relevant, useful or helpful. With either bank there would be problems (that is, excessive costs) with operating a US$ account across many borders. It appeared that IFToMM would generally lose more than it would gain. Savings could be made if the account were operated almost exclusively in Sterling (UK£) or in EUROs, but this would be of limited benefit to IFToMM, and definitely for those MOs outside of Europe. Both NatWest and HSBC indicated that I should look to Offshore Banks/Subsidiaries for more suitable banking arrangements.

Conclusion? Clearly the Working Group needs to gather more information and make a more detailed analysis/assessment of the situation. However, in my (JR) opinion, changing the IFToMM bank would be a mixed blessing. Firstly, the disruption of closing the present IFToMM accounts and opening new accounts elsewhere will inevitably be a somewhat painful process. Just changing signatories when a new treasurer is elected seems to be a lengthy procedure. Secondly, I would also wish to investigate the reasoning behind the original decision to choose UBS in Zurich as the IFToMM bank. Surely there must have been advantages in making this selection and it wasn’t just a fairly arbitrary choice? Those ad

Dear Prof. Ken Waldron, President, dear Prof. Marco Ceccarelli, General Secretary, in order to improve IFToMM international cooperation and relationships as aimed in my letter of 2005-08-14 and your response of 2005-10-5, I am glad to communicate the possibility for IFToMM to get involved in Infopoverty programme. I have personally received the availability of Mr Saporito, President of Occam (UN DPI NGO), which has promoted Infopoverty programme with me, for extension of Information and Communication Technologies (ICT) as one of the most important tools to fight poverty and foster development in the disadvantaged communities of the planet. This proposal is based also on our experience, as Politecnico di Milano, carrying different international cooperation actions with some many international institutions since 2001, within Infopoverty programme. 10 0

So, we can give assistance IFToMM WG in the initial clarification in order to define projects and common actions whith Infopoverty, in spite of international peaceful cooperation and cultural development Considering that more than 100 Organizations participate in this program and have joined in the Infopoverty programme, among them there are Agencies of the United Nations, the European Union, the World Bank, OCSE, EBRD and several non-governmental organizations, universities, research centres, possible IFToMM initiatives, that I can foresee, could be: • Technology dissemination in connection whith learning organization, technical school, in disadvantaged communities • Research in sustainable technology whith universities of developing countries • IFToMM newsletter section dedicated to international action for cultural and technical collaboration

One goal could be to have as a guide line the realization of programms which are sustainable, continuous and practical. A very important support could be the Newsletter, because everyone will be informed about the cooperation. The invitation, after the Executive Council approval and suggestions, should be extended to all the persons who are involved in IFToMM activities, over the 5 Continents. A useful result should be also a map of the locations of the Countries where IFToMM is active. We the co-organizers and participants at The VI Infopoverty Conference

Conscious of the fact that digital revolution could transform societies in generating productive employment and decent work for all which is the theme of ECOSOC High Level Segment in July 2006; Recalling the UN Millennium Summit Declaration of 2000 and the Summit Declaration of 2005 adopted by the Heads of States and Government to fulfill the United Nations Millennium Development Goal of Reducing global poverty by half by 2015; Also recalling the Ministerial Declaration on Rural Development of the Economic and Social Council 58/3/Rev.1 of 3 July 2003. ECOSOC resolution, 2004/45 of 27 July 2005 on promoting an integrated approach to rural development in developing countries for poverty eradication and sustainable development; ECOSOC resolution 2004/49 of 23 July 2004, and 2005/42 of 26 July 2005, on the United Nations Public-Private Alliance for Rural Development; and General Assembly resolution 60/252 endorsing the outcome of the World Summit on the Information Society (WSIS); Reaffirming the new forms of international assistance and support that provide opportunities to create a larger impact on the employment and living conditions of the rural populations living in the developing countries; Recognizing the Information and Communication Technologies (ICTs) can become the engine of growth and greater employment, and that their diffusion should be accessible to all countries, particularly the low-income countries; Convinced that contribution of all stakeholders – donor countries/agencies, UN system organizations. NGO/civil society and private sector – through ICT development can lead to greater job creation, decent work and sustainability for all peoples and countries; Recognizing the importance, as a tool for self-sustainable development through ICTs, of the Memorandum of Understanding (MoU), signed during the Tunis WSIS by ITU Navajo Nation and OCCAM; Also Recognizing the role played by the Infopoverty Programme promoted by Observatory Cultural and Audiovisual (OCCAM) to pursue these objectives since 2001, for the creation of ICT Villages – according to the model certified during the Tunis phase of the World Summit on the Information Society 2005. Emphasizing the importance of services provided in these ICT villages, including telemedicine, e-learning, e-commerce – which contribute to the process of poverty eradication and improvement of living conditions particularly in lowincome countries, and for disadvantaged communities and indigenous people.

The VI Infopoverty Conference: Appreciates the continued patronage of the President of the Italian Republic for the realization of the series of the Infopoverty World Conferences; Also appreciates the continued support of the European Parliament; Congratulates the President of the Republic of Madagascar for the realization of the ICT Village of Sambaina and the President of the Dominican Republic for the realization of the ICT Village of Constanza, as the prototypes of implementation of country-wide projects that can be replicated worldwide in the developing countries, particularly lowincome and most disadvantaged communities; Also congratulates the President of the Navajo Nation for the successful implementation of ICT system on all Navajo territories, under the concept of technology with tradition and preservation of values and culture; this could be a model to replicate in other parts of the world toward reaching self sustainable development; Urges the creation of broadband satellite platform able to provide basic e-services for development such as telemedicine, e-learning, e-governance, and calling on stakeholders to undertake a feasibility study/plan that will then be submitted to relevant institutions; Calls on governments and intergovernmental organizations to use both traditional and ICT methods to enable access to national and international markets, in order to stimulate the creation of decent work through the growth of small and medium-sized enterprises. Encourages all stakeholders to support the following initiatives recommended by the VI Infopoverty Conference:

. • Converge and create homogeneous bulk purchases by ICT users (NGOs, public and private institutions) in order to improve services according to their needs at lower costs; . • Create a plan of GRID-Centers of Excellence to research and develop innovative tools and services fit to the needs of developing and emerging countries and sharing results and best practices and ICT innovation through the Infopoverty Exhibition to be hosted by Build Up Expo at Fiera Milano . • Invite institutions active in the field of international development assistance to devote a significant percentage of their development assistance projects aimed at bridging the digital divide and that are to be used in accordance with shared standards and existing best practices; . • Encourages ICT industries to donate/sell at very low costs hardware, software and services in order to facilitate access to the digital revolution to the developing countries, particularly low-income countries; . • Urges OCCAM to promote and diversify cooperation with the ECOSOC pilot countries of the UN Public Private Alliance for Rural Development and the Global Compact for building global partnership with all stakeholders; . • Encourages the advisory board of OCCAM to consider, that the Infopoverty Programme for the Years 2006-2008 should continue translating policies into practice and that OCCAM should focus on the implementation of the Plan of Action with the support of its Advisory Board; . • Invites OCCAM to prepare the VII Infopoverty World Conference in 2007, which would convene leaders at the highest level from countries that can share their experiences, success and challenges in the fight against poverty through connectivity; . • Invites OCCAM to prepare a report to the VII Infopoverty Conference on progress achieved in mobilizing support and its impact on the identified countries for partnership.

Report on IFToMM database and IFToMM Forum

Setting up the IFToMM forum required a database of E-mail addresses for EC members and TC/PC members. I set this up in January and February and of the approximately 540 people currently listed, about 115 have valid E-mail addresses but did not respond when asked to confirm their address details, about 345 supplied correct E-mail addresses, about 45 have invalid E-mail addresses (E-mails bounce or are not delivered), and about 35 do not have E-mail addresses.

In a few months (October) I plan to repeat the request for all persons listed to update their details (or confirm they are correct). The University of Western Australia will continue to support this facility. We will send letters by post to individuals for whom we have no valid E-mail address.

When I had all the EC member details correct, I set up the forum for trial use. This was not a success because members of the EC who had supported the idea did not use it. The University supplied the forum on a trial basis.

In the last few days I updated the database of TC and PC membership details from files supplied by

Marco. There seem to be many errors in both membership and address details. The current system for maintaining TC and PC membership does not seem to be working well as many people don't respond to E-mail.

I would like to propose some minor organisational changes.

First, the web-based collection of name and address details seemed to work well. A number of people were either lazy or could not access the form and sent their details by return E-mail. This required a lot of work to process the E-mails. We will progressively reduce our tolerance for this practice.

Given an accurate database maintained regularly, there is no need for PC and TC committee chairs to prepare lists that contain full address and contact details. Instead they can work with lists of names, member organizations and E-mail addresses (E-mail addresses usually uniquely identify a person). This will make the job simpler. A list of committee E-mail addresses can be forwarded to chairs using the database, if required.

In future I will employ graduate students and assistants to do this work, now that I have a clear idea of what needs to be done. The cost will be approximately US$500 annually.

All that is needed is for Member Organizations, and PC and TC chairs, to require that new nominees register their details using the web form located at: http://www.mech.uwa.edu.au/jpt/forms/iftomm-reg.html so that their details are included with the master database.

It is obvious from preparing the data for the 2006 EC Meeting and revised web site that several TC and PC chairs do not seem to aware of new nominations for the TCs and PCs. In some cases all, or practically all of the published nominees have not been included in the lists. Several individuals who were invited to join particular TCs or PCs have not been included on the lists. There is a possibility that certain member organizations might complain that their nominees have not been properly considered.

Since TC and PC chairs are prominent and busy individuals, not necessarily with access to secretarial support, I would like to suggest that each TC and PC appoint a volunteer 'secretary' whose duties include contacting member organization representatives to ensure that nominees for the TCs and PCs are properly considered. Nominations should be accompanied, for example, by at least a CV of the nominee and a list of relevant publications. Some PC and TC chairs have delegated this job to postgraduate students, but these people seem to have not understood the nature of the tasks delegated to them.

The job of the secretary would also include distribution of IFToMM congress papers for review and collection of the reviews. The secretary would support the TC or PC chair and vice versa.
