This year’s program will cover a wide range of session topics, complemented by plenary and keynote lectures, lively panel discussions, industry sessions, and informational tutorials and workshops addressing a rich spectrum of cutting-edge topics related to design, analysis, computation, and academic/professional success. IDETC/CIE will serve as a unique forum for sharing knowledge as well as for networking within academia, government, funding agencies, and industry. A successful technical program depends on the many volunteers who serve as conference and program chairs, symposium and session chairs, and other organizational roles, as well as those who fill committee leadership positions, not to mention the authors and reviewers. We would like to warmly thank all who contributed to the success of this event, and give particular thanks to ASME staff whose hard work behind the scenes is greatly appreciated. In addition to the excellent technical program, IDETC/CIE 2017 will offer a rich social program which features a reception in the Rock & Roll Hall of Fame. Founded in 1880 by a small group of leading industrialists, ASME has grown through the decades to include more than 140,000 members in 151 countries. The Computers and Information in Engineering Division (CIE) covers a broad spectrum of resources relating directly to the use of computers, computing methods, software and information management in engineering by providing a forum for understanding the application of emerging technologies that impact critical engineering issues of representation, product design and product development, exchange, management and integration of information throughout the entire engineering product and process life-cycle. The Design Engineering Division (DED) was founded in 1945, as the “Machine Design Division”, part of the General Engineering Department of ASME. The objectives and function of this division are to promote the art and science of mechanical engineering design in the conception, evolution, and design of machinery and products, as well as mechanical design aspects of other phases of engineering. The division encourages and provides a forum for the interchange of ideas relative to design engineering through publications, presentations, discussion of technical papers, technical conferences and awards for outstanding achievement by individuals in the field of design engineering.     From the President of the Board of Trustees Another highly successful year of teams and workshops with scientists from all over the world has come to a close. On January 31, 2000, ISSI had its unofficial fifth anniversary (the foundation was set up in January 1995). I think this fact was pretty much forgotten as a result of the continu- ing, extraordinary commitment of the Institute’s directorate and staff to their activities. The Board of Trustees saw the departure of one of its founding members, Professor Andreas Ludi, through retirement. However, it now has two new members, Professor Urs Würgler, University of Bern, replacing Professor Ludi, and Dr. Claude Nicollier, ESA astronaut from Switzerland. We are most pleased to welcome our distinguished colleagues to the Board of Trustees. Fulfilling one of the recommendations of the special committee established by the European Space Agency (ESA) two years ago, members of the Science Committee now have terms limited to three years. All members accepted this new arrangement, and in late autumn 1999 the Science Committee continued its activities with its first new rotating members. Due to the increased number of applications for the financial support of national science projects and the limited governmental funding available, ISSI’s funding from the Swiss government was to be reduced. Based on action by the ISSI Directorate, in concert with the President of the Board, the Director of the Swiss Science Office, State Secretary Charles Kleiber, decided upon special measures to compensate for the reduced contributions to ISSI for the next business year and to pro- vide some increase in the years to come.

Dynamics of Disintegration: The Later Han Empire (25-220CE) & Its Northwestern Frontier Abstract As a frontier region of the Qin-Han (221BCE-220CE) empire, the northwest was a new territory to the Chinese realm. Until the Later Han (25-220CE) times, some portions of the northwestern region had only been part of imperial soil for one hundred years. Its coalescence into the Chinese empire was a product of long-term expansion and conquest, which arguably defined the egionr 's military nature. Furthermore, in the harsh natural environment of the region, only tough people could survive, and unsurprisingly, the region fostered vigorous warriors. Mixed culture and multi-ethnicity featured prominently in this highly militarized frontier society, which contrasted sharply with the imperial center that promoted unified cultural values and stood in the way of a greater degree of transregional integration. As this project shows, it was the northwesterners who went through a process of political peripheralization during the Later Han times played a harbinger role of the disintegration of the empire and eventually led to the breakdown of the early imperial system in Chinese history.

    2010 Summer NABC Appeals Casebook Appeals at the 2010 Summer NABC New Orleans, Louisiana FOREWORD The appeal hearings and commentary descriptions are now being compiled and edited by the American Contract Bridge League. They are published on the ACBL web page. This internet publication is intended to be a tool to help improve the abilities of those serving on appeals committees and tournament directors and to communicate decisions and the process to arrive at those decisions to the membership at large. A total of thirty (20) cases were heard. Eight (8) cases were from unrestricted (by masterpoints) North American Bridge Championship Events and were heard by a committee of peers. The names of the players involved are included. Twelve (12) cases were from all other events and were heard by panels (committees) of tournament directors. The names of the players involved are included when the event from which the appeal came was a Flight A/X event or was the top bracket of a bracketed knockout event. When the names of the players are not used, the player’s masterpoint total is included. The cases are first presented without commentary. After the official panel of commentators has had an opportunity to provide their commentary (about 4 weeks) and any corrections to the cases, the commentary is added, corrections made and the internet publication is finalized. Everyone involved in this process is due praise for their efforts. Special thanks to the NABC Appeals Committee and the Tournament Directors serving on the director committees, scribes and commentators. Without their considerable contribution of time and effort, this publication would not exist.

Points refer to a total value of a hand, including shape. HCP refers only to a hand’s high-card points. A natural suited bid shows 4+ cards in its suit. A natural notrump bid shows a desire to play in notrump. A non-natural bid is called an artificial bid. A convention is a commonly used artificial bid that has been given a name. Conventions are not part of Standard American, but many are commonly or nearly-universally played. A forcing bid demands a bid from partner if the next opponent passes. A forcing bid is also known as one- round-forcing. A signoff is a bid that strongly requests a pass or correction to another suit shown by the player signing off. Partner normally may not make a bid in any suit not shown by the signing-off player. A signoff usually occurs when the captain of the auction places the final contract. An invitational bid communicates that the partnership should bid a game unless partner has very minimal strength for previous actions. A game-forcing bid means that the partnership cannot play any contract below 3NT.
