    CURRENT AFFAIRS= 08-10-2020 RIGHT TO PROTEST The Supreme Court has said that occupying public places for protests is not acceptable and such a space cannot be occupied indefinitely. Key highlights of the judgement: The verdict came on a plea against the Anti-Citizenship Amendment Act protests which had led to blocking of a road in Shaheen Bagh in the national capital last December. It said that public places cannot be occupied indefinitely like during the Shaheen Bagh protests. The judgment upheld the right to peaceful protest against a law but made it unequivocally clear that public ways and public spaces cannot be occupied, and that too indefinitely. In a democracy, the rights of free speech and peaceful protest were indeed “treasured”. They were to be encouraged and respected, the court said. But these rights were also subject to reasonable restrictions imposed in the interest of sovereignty, integrity and public order. Police regulations also weighed in. Fundamental rights do not live in isolation. The right of the protester has to be balanced with the right of the commuter. They have to co-exist in mutual respect. The bench also said that Delhi Police ought to have taken action to clear Shaheen Bagh area from the protesters. It was entirely the responsibility of the administration to prevent encroachments in public spaces. Eminent poet Dr Bhagwati Lal Vyas was chosen for the 2015 Bihari Puraskar for his anthology of Rajasthani poems 'Katha Sun Aawe Hai Sabad'. Instituted by the K K Birla Foundation in 1991, Bihari Puraskar is given annually for an outstanding literary work in Hindi or Rajasthani published during last 10 years by a Rajasthani writer. Apart from original residents of Rajasthan, it is open to those living in the state for the last seven years or more.

Three years later the bank received its charter and was re-designed as the Bank of Bengal (2 January 1809). It was the first joint- stock bank of British India sponsored by the Government of Bengal. The Bank of Bombay (15 April 1840) and the Bank of Madras (1 July 1843) followed the Bank of Bengal. These three banks remained at the apex of modern banking in India till their amalgamation as the Imperial Bank of India on 27 January 1921. When India attained freedom, the Imperial Bank had a capital base (including reserves) of Rs.11.85 crores, deposits and advances of Rs.275.14 crores and Rs.72.94 crores respectively and a network of 172 branches and more than 200 sub-offices extending all over the country. The All India Rural Credit Survey Committee recommended the creation of a state- partnered and state-sponsored bank by taking over the Imperial Bank of India.
