SPEAKERS AND HONOREES COMMENCEMENT SPEAKER AND HONORARY DEGREE RECIPIENT

Lieutenant General Richard M. Clark assumed command of the 3rd Air Force on 21 October 2016. plans, executes, and assesses a full spectrum of airpower operations by deploying, sustaining, and redeploying Air Force forces that directly support combatant commanders during both contingency missions and in wartime. The command is made up of its headquarters and 10 wings consisting of more than 33,000 personnel.

RICHARD M. CLARK Based at Ramstein Air Base, Germany, 3rd Air Force LIEUTENANT GENERAL, provides organizational, administrative, and legal U.S. AIR FORCE support in the U.S. European Command and U.S. Africa Command areas of responsibility. General Clark’s vision COMMANDER for the 3rd Air Force is: A world class unit comprised of 3rd Air Force inspired, ready, and relentless Airmen. Ramstein Air Base, Germany General Clark is a command pilot who has accumulated more than 4,200 flight hours, primarily in the B-1 . HONORARY DEGREE He has a career of flight experience in peacetime and DOCTOR OF PUBLIC SERVICE war, having also flown the EC-135 at the 2nd Airborne Command and Control ; and the KC-135, T-1, T-38, T-6, and C-21 aircraft.

General Clark’s service to our nation spans more than thirty years, beginning with his commission from the U.S. Air Force Academy in 1986. He has commanded at multiple echelons throughout the force, from the 34th Bomb Squadron to the 12th Flying Training Wing to the 8th Air Force. And he has instructed and led at every level from pilot trainer in the 28th Bomb Squadron to the Commandant of Cadets at his alma mater.

10 In addition to his varied tours in flight, as an instructor, and in command, General Clark’s career has been punctuated by diplomatic assignments. These range from his time in the Air Force Office of Legislation, the Pentagon; to that of Fellow, President’s Commission on White House Fellowships; and to his appointment as the Senior U.S. Defense Official and Defense Attaché, Cairo, during the Egyptian crisis of 2012-2014.

General Clark’s assignments have taken him from Texas, Nebraska, and Kansas to Rhode Island, Alabama, and South Dakota; from Colorado Springs to Louisiana; and from the Capital Beltway to Baghdad. He has held more than two dozen Air Force and joint service postings throughout the United States, Europe, and the Middle East.

General Clark’s awards and decorations include the Distinguished Service Medal, the Defense Superior Service Medal, the with , and the Distinguished Flying Cross. He holds a Bachelor of Science from the U.S. Air Force Academy, a Master of Arts from Webster University, and a Master of Airpower Studies from the School of Advanced Air and Space Studies. In addition, General Clark is a Distinguished Graduate from the Squadron Officer School, the U.S. Air Force Weapons School, the Naval Command and Staff College, and the National War College.

Mr. Javier Miyares is the president of the University of Maryland University College, the nation’s largest public online university and a constituent institution of the University System of Maryland. Since his appointment in 2012, Mr. Miyares has expanded access and opportunities for adult learners through key initiatives, has broadened the university’s corporate and institutional alliances, and has been at the forefront of leveraging “big data” and analytics to fuel advances in learning science. He has done JAVIER MIYARES so with a singular focus on providing quality, access, and PRESIDENT affordability for Maryland’s adult learners, and for UNIVERSITY OF members of the U.S. military and their families. MARYLAND UNIVERSITY COLLEGE During Mr. Miyares' tenure, UMUC was named 2015 Educator of the Year by the World Affairs Council of Washington, D.C., and ranked No. 1 by Military Times among “Best Colleges: Online and Nontraditional Schools” for 2018, among other awards and recognitions.

Mr. Miyares serves on the board of directors of the American Council on Education; as a commissioner with the Middle States Commission on Higher Education; on the board of directors of Achieving the Dream; and on the U.S. Department of Veterans Affairs Veterans Advisory Committee on Education. He has worked closely with the University System of Maryland Board of Regents in creating a new business model for UMUC that serves to keep tuition low and allows for innovative approaches to fulfilling the university's public mission.

Mr. Miyares originally hails from Cuba. He was taken out of the country by Jesuit teachers on 4 July 1961 after his father was imprisoned by Fidel Castro. Mr. Miyares then joined Operation Pedro Pan, which was the exodus of more than 14,000 children from Cuba to the United States. He eventually moved to Maryland, where he attended the University of Maryland, College Park, earning both bachelor’s and master’s degrees in sociology. Mr. Miyares cites higher education as the gateway to the American Dream.

12 Mr. Tony K. Cho is the vice president and director of UMUC Europe. Emphasizing service to students, growth, and leadership, he leads the administrative and academic operations for faculty and staff at headquarters and in 17 countries across Europe, the Middle East, and Africa. He joined the team in Europe in 2017 from UMUC Asia, where he had served as the associate vice president and deputy director.

TONY K. CHO Mr. Cho retired as a colonel after 26 years of service in the VICE PRESIDENT as both a combat arms and foreign AND DIRECTOR area officer. His last assignment was as the Northeast Asia UNIVERSITY OF policy division chief for the U.S. at the MARYLAND Pentagon, working as the primary advisor to the Chairman UNIVERSITY COLLEGE on issues related to , South Korea, Japan, EUROPE and Guam. This followed a variety of command and staff positions throughout the Middle East, Asia, South Asia, and Europe, including serving as Senior Army Fellow and political-military affairs officer at the State Department.

Mr. Cho’s combat tours include Operation Desert Storm as an infantry platoon leader, and Operation Enduring Freedom as the director of operations in Pakistan. His military awards include the coveted Combat Infantryman's Badge and the Ranger Tab.

Prior to joining the Army, Mr. Cho was an aeronautical engineer with Lockheed Martin Corporation Space Systems, leading a team of engineers in designing the flight control systems for the Navy's submarine-launched Trident II ballistic missile. He also worked on advanced fighter programs at the NASA Dryden Flight Research Center.

Mr. Cho received a BS in Aeronautical and Astronautical Engineering from the University of Illinois. He also holds an MS in Mechanical Engineering from Stanford University; an MA in East Asian Studies and an MPA from Harvard University; and an MA in National Security Studies from the U.S. Army War College.

Dr. Andrew D. Boone was appointed associate vice provost for UMUC Europe Academic Affairs in 2017. As senior academic officer, he provides leadership for all undergraduate and graduate programs in Europe. His primary goal is to ensure students receive quality learning experiences that provide them with the knowledge, skills, and abilities required to be competent professionals and citizens. Passionate about excellence in teaching, he also directs the management of the faculty corps who teach at ANDREW D. BOONE over 50 sites across Europe and the Middle East. ASSOCIATE VICE PROVOST His thoughtful leadership has shaped the academic ACADEMIC AFFAIRS achievements of thousands of students who have attended UNIVERSITY OF UMUC overseas. Beginning his career with the university MARYLAND in 1992, Dr. Boone taught throughout Germany and at UNIVERSITY COLLEGE the international campus in Schwäbisch Gmünd. Further, EUROPE he held a number of administrative roles including an appointment as the department chair for business and economics.

In 2002, Dr. Boone transferred to UMUC Asia, where he taught in Korea, Iwakuni, and . During his 15 year tenure in Asia, Dr. Boone assumed a variety of leadership roles such as academic director for business, management, and economics; area director for Korea; and two appointments as associate dean.

Dr. Boone’s classroom acumen is second to none, having led statistics, math, economics, and business courses on two continents for the better part of three decades with UMUC. In addition, he has taught at Houston Community College, the University of Houston, and the University of North Carolina, Wilmington.

Dr. Boone holds a BS in Economics from the University of Arizona. Additionally, he earned an MS and a PhD in Economics from the University of Houston.

14 STANLEY J. DRAZEK TEACHING EXCELLENCE AWARD

Dr. Stanley J. Drazek (1918–96) joined University of Maryland University College in 1948, one year after its founding. During more than 30 years at UMUC, he served successively as faculty member, director of the Baltimore division, dean, and chancellor.

One of Dr. Drazek’s lifelong interests was excellence in teaching. He worked hard to recruit exceptional faculty for UMUC, and he established programs to help teachers reach their full potential in the classroom. Because Dr. Drazek viewed teaching excellence as one of the university’s core values, it is fitting that UMUC’s Teaching Excellence Awards are named in his honor.

Each year, these awards are bestowed on faculty members who have been nominated by their students for their distinguished teaching. Two faculty members are being recognized today as this year’s UMUC Europe recipients of the Stanley J. Drazek Teaching Excellence Award. 2017-2018 STANLEY J. DRAZEK TEACHING EXCELLENCE AWARD WINNERS

When Professor Leasa L. Perkins says that it is easy to get excited by computer science classes, she is not trading in hyperbole. When she tells you that math equations are a joy and a pleasure, believe her. After 18 years and 200 courses, Ms. Perkins knows for certain the miracle of rocket science. Which is to say that there is magic in a parabolic function, and she has seen more than 3000 students “launch” what they have learned in theory and in practice. Summarizing her teaching philosophy, she LEASA L. PERKINS said, “I am passionate about the material I teach, and I COLLEGIATE care deeply about the students.” ASSOCIATE PROFESSOR She emphasizes real-world scenarios in all of her courses providing practical learning experiences. Of all of the courses that Ms. Perkins has taught for UMUC in Europe and the Middle East, she has most enjoyed introductory math. It is a foundational class for helping students build confidence and overcome apprehension, and is one that has immediate real-word applications. She notes that once students “stop worrying about memorizing things for tests and begin to explore how they can use concepts to solve problems, they are hooked.” The key for students is to go from being terrified by math to thrilled with it, which is a transition she sees them make time and time again.

Furthermore, she genuinely cares for her students beyond the classroom and extends this interest to their goals, aspirations, and career tracks. She reviews with them degree plans, scholarship options, and internship opportunities; she celebrates their achievements; and she guides them over bumps in the road. For her, teaching is as much passion as profession—a life’s calling that rewards and renews in perpetuity.

Living in Europe for more than 25 years, Ms. Perkins previously worked as a civilian systems administrator for the Air Force and as an instructor under contract for the Space and Naval Warfare Command. She holds a BA in English and an MS in Information Technology from UMUC.

16 Professor William S. Tenney believes that teaching is not just about assignments on a syllabus or capstone projects at the end of a course. Rather, teaching is about widening perceptions and fostering self-growth. As he notes, “Outstanding teachers broaden students’ conceptions of their abilities, and enable them to meet and then surpass their educational goals.” Mr. Tenney has been doing just that for more than thirty years, first at the high school level, then as a graduate assistant; and, since 1992, for UMUC. WILLIAM S. TENNEY COLLEGIATE Mr. Tenney has taught a multitude of math courses, ranging ASSOCIATE from the introductory to the advanced. He has taken the PROFESSOR call wherever asked—zigzagging throughout Germany and then to the Mediterranean, and from the United Arab Emirates to Afghanistan. Professor Tenney has done so with a singular focus on doing what is best for his students and on challenging them to make the most of what they have learned.

He knows that teaching is less about the passing on of information as it is the cultivating of a space to learn, nurture, and grow. For him, teaching is relationship building. At its best, the classroom becomes a gratifying learning environment in which feedback is continual and positive reinforcement is the norm. This is the type of space that Professor Tenney has created, to the betterment of so many of the adult learners he has instructed.

Since 2015, Mr. Tenney has served as the faculty coordinator for math and statistics, directing the efforts of more than forty faculty members. In fact, his impact has extended beyond the classroom to that of almost every student enrolled in these courses. A major scholarly contribution, his open educational resource Math for Today’s World has been used by more than 10,000 students.

Professor Tenney holds a BA in Philosophy from Kenyon College and an MS in Mathematics from the University of North Carolina, Chapel Hill. In addition, he has served with distinction as an academic coordinator and faculty peer.

17 WILLIAM C. BENTLEY MEMORIAL AWARD

The Bentley Memorial Award was established in 1983 and is presented each year in honor of Colonel William C. Bentley, the first student to earn a University of Maryland University College degree through study in Europe. In addition to being the first Europe campus graduate, Colonel Bentley played a key role in bringing UMUC to Europe. The award is presented annually to the UMUC Europe baccalaureate graduate with the highest cumulative grade point average. 2017-2018 WILLIAM C. BENTLEY MEMORIAL AWARD RECIPIENT

Julia McNaughtan is the quintessential UMUC graduate. The spouse of a servicemember, she started work on her UMUC degree in the United States, completing it four years later after moving to Germany. Enjoying the focus on critical thinking in her studies, she said, “While I studied to further my career, I also did it—maybe even more so—for personal growth. I think it has had a tremendous effect on my mental horizon, my maturity level, and on me as a person overall.”

JULIA MCNAUGHTAN For hers is a success story based upon a commitment to lead and a curiosity for all those around her. She is driven to excel and is used to multi-tasking, which she has been doing since childhood. As the daughter of a British father and German mother, she grew up in a bilingual home while attending school in Germany and spending summers in Scotland.

Citing her father and husband as her personal heroes, she said, “My dad was and is always there for me, and his strong personality allowed me to become one myself.” Her husband, Adam Gibbs, is also a great support. Staff Sergeant Gibbs has served in the Army for nearly thirteen years, and as Ms. McNaughtan notes, “He is always supportive of what I do, regardless of his own preferences, and never shies away from housework or parenting. He works very hard for our family and has just committed to another enlistment for us.” Ms. McNaughtan is especially proud that her husband has also signed up for UMUC classes.

Having a five year old son, she has deftly navigated the demands of parenting with those of academia, taking all of her courses online. Asked what advice she would offer, she suggested to “take the time you need …. If you are going to invest the time and resources to earn a degree, you should do it right and get the most out of it.”

Ms. McNaughtan earned a bachelor’s in management with a minor in psychology, and now has set her sights on a career. She is well-equipped for her next challenge, wherever her husband’s Army service might take them. Counting the chance to pursue education as a gift, she said, “I care about serving as a citizen of this planet as I believe we all have the responsibility to strive for self-improvement and knowledge.”

ACADEMIC HONORS for excellence in scholarship are determined from the cumulative grade point averages of undergraduate baccalaureate students who have completed 30 or more credits with University of Maryland University College. Students may earn the distinctions of cum laude, magna cum laude, and summa cum laude, to signify graduation with honor, high honor, and highest honor, respectively. Sometimes called graduation honors, these traditional academic designations are awarded at the time a baccalaureate degree is conferred.

The distinction of cum laude honors is conferred on those students with a cumulative grade point average of 3.8 to 3.9, magna cum laude is conferred on those students with a grade point average of 3.901 to 3.999, and summa cum laude is conferred on those students with a grade point average of 4.0.

Students who have earned these honors wear cords as part of their academic regalia for the commencement ceremony: white cords indicate cum laude honors, blue cords indicate magna cum laude, and gold cords indicate summa cum laude.
