I speak for everyone at University of Maryland University College when I say that it has been our honor to help you in the pursuit of your goals and your dreams. Today, you represent our greatest achievement, and we are proud to recognize and celebrate your success. I am also honored to offer a special salute to our active- duty members of the U.S. military and to our veterans who are graduating today. Your service to our country has earned you the respect and admiration of a grateful nation, and we are so pleased that you selected UMUC as your university of choice. Clark assumed command of the 3rd Air Force on 21 October 2016. Third Air Force plans, executes, and assesses a full spectrum of airpower operations by deploying, sustaining, and redeploying Air Force forces that directly support combatant commanders during both contingency missions and in wartime. The command is made up of its headquarters and 10 wings consisting of more than 33,000 personnel. RICHARD M. CLARK Based at Ramstein Air Base, Germany, 3rd Air Force LIEUTENANT GENERAL, provides organizational, administrative, and legal U.S. AIR FORCE support in the U.S. European Command and U.S. Africa Command areas of responsibility. General Clark’s vision COMMANDER for the 3rd Air Force is: A world class unit comprised of 3rd Air Force inspired, ready, and relentless Airmen. Ramstein Air Base, Germany General Clark is a command pilot who has accumulated more than 4,200 flight hours, primarily in the B-1 bomber. HONORARY DEGREE He has a career of flight experience in peacetime and DOCTOR OF PUBLIC SERVICE war, having also flown the EC-135 at the 2nd Airborne Command and Control Squadron; and the KC-135, T-1, T-38, T-6, and C-21 aircraft. General Clark’s service to our nation spans more than thirty years, beginning with his commission from the U.S. Air Force Academy in 1986. He has commanded at multiple echelons throughout the force, from the 34th Bomb Squadron to the 12th Flying Training Wing to the 8th Air Force. And he has instructed and led at every level from pilot trainer in the 28th Bomb Squadron to the Commandant of Cadets at his alma mater. 10 In addition to his varied tours in flight, as an instructor, and in command, General Clark’s career has been punctuated by diplomatic assignments. These range from his time in the Air Force Office of Legislation, the Pentagon; to that of Fellow, President’s Commission on White House Fellowships; and to his appointment as the Senior U.S. Defense Official and Defense Attaché, Cairo, during the Egyptian crisis of 2012-2014. General Clark’s assignments have taken him from Texas, Nebraska, and Kansas to Rhode Island, Alabama, and South Dakota; from Colorado Springs to Louisiana; and from the Capital Beltway to Baghdad. He has held more than two dozen Air Force and joint service postings throughout the United States, Europe, and the Middle East. General Clark’s awards and decorations include the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit with oak leaf cluster, and the Distinguished Flying Cross. He holds a Bachelor of Science from the U.S. Air Force Academy, a Master of Arts from Webster University, and a Master of Airpower Studies from the School of Advanced Air and Space Studies. In addition, General Clark is a Distinguished Graduate from the Squadron Officer School, the U.S. Air Force Weapons School, the Naval Command and Staff College, and the National War College. 11 UMUC LEADERSHIP Mr. Javier Miyares is the president of the University of Maryland University College, the nation’s largest public online university and a constituent institution of the University System of Maryland. Since his appointment in 2012, Mr. Miyares has expanded access and opportunities for adult learners through key initiatives, has broadened the university’s corporate and institutional alliances, and has been at the forefront of leveraging “big data” and analytics to fuel advances in learning science. He has done JAVIER MIYARES so with a singular focus on providing quality, access, and PRESIDENT affordability for Maryland’s adult learners, and for UNIVERSITY OF members of the U.S. military and their families. MARYLAND UNIVERSITY COLLEGE During Mr. Miyares' tenure, UMUC was named 2015 Educator of the Year by the World Affairs Council of Washington, D.C., and ranked No. 1 by Military Times among “Best Colleges: Online and Nontraditional Schools” for 2018, among other awards and recognitions. Mr. Miyares serves on the board of directors of the American Council on Education; as a commissioner with the Middle States Commission on Higher Education; on the board of directors of Achieving the Dream; and on the U.S. Department of Veterans Affairs Veterans Advisory Committee on Education. He has worked closely with the University System of Maryland Board of Regents in creating a new business model for UMUC that serves to keep tuition low and allows for innovative approaches to fulfilling the university's public mission. Mr. Miyares originally hails from Cuba. He was taken out of the country by Jesuit teachers on 4 July 1961 after his father was imprisoned by Fidel Castro. Mr. Miyares then joined Operation Pedro Pan, which was the exodus of more than 14,000 children from Cuba to the United States. He eventually moved to Maryland, where he attended the University of Maryland, College Park, earning both bachelor’s and master’s degrees in sociology. Mr. Miyares cites higher education as the gateway to the American Dream. 12 Mr. Tony K. Cho is the vice president and director of UMUC Europe. Emphasizing service to students, growth, and leadership, he leads the administrative and academic operations for faculty and staff at headquarters and in 17 countries across Europe, the Middle East, and Africa. He joined the team in Europe in 2017 from UMUC Asia, where he had served as the associate vice president and deputy director. TONY K. CHO Mr. Cho retired as a colonel after 26 years of service in the VICE PRESIDENT United States Army as both a combat arms and foreign AND DIRECTOR area officer. His last assignment was as the Northeast Asia UNIVERSITY OF policy division chief for the U.S. Joint Chiefs of Staff at the MARYLAND Pentagon, working as the primary advisor to the Chairman UNIVERSITY COLLEGE on issues related to North Korea, South Korea, Japan, EUROPE and Guam. This followed a variety of command and staff positions throughout the Middle East, Asia, South Asia, and Europe, including serving as Senior Army Fellow and political-military affairs officer at the State Department.
