General information for investment Hlyboka united territorial community is situated in the southwest of Chernivtsi oblast. First elections : October 25, 2015 United communities: 2 Community center – Hlyboka Square of united territorial community: 68,406 km 2 Starosta (community leader) districts: 1 Population – 10 868 people Hlyboka town – 9 437 people; Mykhailivka village – 759 people; Chervona Dibrova village – 672 people. Distance: to oblast center of Chernivtsi – 37 km via highway, 34 km via railway. The railway station Hlyboka – Bukovynska is situated on the territory of the community. Geographical and climate conditions The community is situated in the southwest of Chernivtsi oblast on the foothills of Carpathian mountains between the rivers of Prut and Siret. The climate is temperate continental, soft and humid. Average temperature of January is - 4.9°С, of July – +17.5°С. The +10°С period continues for 165 days. Precipitation level is at 650-750 mm per year, maximum humidity months are usually June and July. Snow cover is unstable. The community is situated in a humid, temperately warm agroclimatic zone. The administration center of Hlyboka united territorial community is the town of Hlyboka. This old town is full of architectural and landscape landmarks. The oldest house-like temples are concentrated here. Close proximity to European transport corridors allows extra investment for increasing the economic development of the community. Transport infrastructure The administrative center of the community is the town of Hlyboka, which is situated in 37 km from Chernivtsi, the oblast center (route M19), 34 km via railroad. Community’s achievements Hlyboka community is one of the most active communities in the oblast in project development and implementation. With the support of UN development program, the community has developed an agricultural service cooperative «Dobri gazdy (Good owners)». It was made in the framework of project called «Sustainable development of village territories of Chernivtsi and Odessa oblast», which is funded by the Austrian Agency of Development. In 2016, Hlyboka community implemented the project of «Creating the preconditions for transport infrastructure development and public service access of Hlyboka community» with support from the German GIZ international institution. Hlyboka united territorial community Investment passport On the first stage of this project four documentations are made, to repair the local significance road on routes Hlyboka – Chervona Dibrova, Chervona Dibrova – Mykhailivka, Mykhailivka – Dymka and Mykhailivka – Tarashany. The lyceum of Hlyboka is an educational institution of a new type, it partakes in a project «New Ukrainian school». During last two years, the students are being taught about saving energy in the framework of projects «School of Energy» and «School of Energy 2.0». The system of energy management was introduced to the whole community overall. It became possible due to e-documentation flow in Hlyboka town council. Hlyboka community won a €650 thousand grant in a project competition «Mayors for economy growth», which is going to be aimed at increasing the community’s investment potential. The implementation of «Gas pipeline construction in Hlyboka» project has also started. Among the projects, implemented with the costs of infrastructural subvention, is an overhaul of Hlyboka hospital’s therapy department. It was made for the functionality of the hospital’s emergency center. A few lesser projects were financed in the framework of «Active citizens» project, which is supported by the British Counsil: - «We are safe» – a project, aimed at the inventory of stray dogs in Hlyboka, development of rules for animal owners and holding a festival of pets; - «Cycle Town» – a project aimed at popularizing of cycling in Hlyboka; - rearrangement of Mykhailivka school yard and making of functionality zones within; - creating the first sports club on the basis of Mykhailivka school. To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4. To appoint the Ministry of Finance of the Russian Federation as the authority responsible for proposals made to the Government of the Russian Federation on: making changes to the lists given in Appendixes 1 and 2 to this Resolution; granting temporary permits to conduct certain operations in respect of certain legal entities to which special economic measures are applied; cancelling this Resolution in the event that the restrictive measures imposed by Ukraine on citizens and legal entities of the Russian Federation are lifted.
