Hayal gücümüzü ve kalplerimizi ele geçiren, kaşifleri yeni bölgelere ve orduları fetihlere taşıyan, insanların büyüleyici dostu attır. Ülkemiz coğrafik özellikleri bakımından hayvan yetiştirmeye elverişlidir. Dinamik bir özelliğe sahip hayvancılık sektörü içinde İngiliz atı yetiştiriciliği zevkli bir uğraşı ve istihdam yaratan bir sektördür. Milli bir spor dalı olan Cirit sporu, atın kıvrak ve cesareti ile insanın bütünleşerek büyük uyum içinde oynadığı bir oyundur. Bugün her Türk “At Murattır” sözüne bağlı olarak ata karşı ilgi, sevgi, güven ve manevi bağlarla bağlanmıştır. Halk dilinde at, halk şairinde at, köylüde at, şehirlide at, büyükte at, küçükte at daima mümtaz yerini bulmuştur. Türklerde atın değeri, “Kuş kanatsız, Türk atsız olamaz” darbımeseli ile gayet veciz şekilde ifade edilmiştir. Son yıllarda ülkemizde yetiştirilen İngiliz atları Uluslar arası koşularda ses getirmeye başlamışlar, kaliteleri ile göz doldurmuşlardır. Ana baba doğrulaması DNA analizi ile yapılmaktadır. Atların kimliklendirilmesinde Mikrochip, UELN ve yaşam numarası uygulamasına geçilmiştir. Son teknolojik alet ve malzemeler alınarak doping laboratuvarı güçlendirilmiştir. Yayınlanan 2. Supplement’in at severlere güzel bir armağan olduğunu düşünüyorum. 2006 yıllında doğan tayları, faaliyeti olan 1978 baş kısraklar ile 49 baş ithal kısrak, 5 baş ithal tay, 33 baş ihraç edilen atları sizlere sunmaktan mutluluk ve gurur duyuyorum. Atlarınızın ayakları düz bassın. Türk İngiliz atlarının soy kütüğü hazırlanmasında emeği geçenlere teşekkür ediyor, atçılığımıza hayırlı ve uğurlu olmasını diliyorum. Süleyman POLAT Soy Kütüğü Yetkilisi I FOREWORD Horse is a passion for Turks, they always rejoiced together, lived happily together enthusing the ones around them. Horse is a fascinating friend for human, captivating his heart, carrying army to victories and discoveries to new areas. Our country is suitable for animal breeding in terms of its geographical features. Thoroughbred Horse breeding industry creates amusement and vast employment opportunities within all animals breeding sectors. The Javelin Game, which is a national sport, is a game requiring harmonization, between man and horse’s courage and litheness. In comply with the Turkish Proverb “Horse is a wish”; every Turkish Individual is tied to horse with faith and moral love. Horse finds itself in a privileged place in the life of Turkish people, namely in our language, in our rural and town life, with our elderly and youngsters. The value of the horse is expressed very suitably with our famous proverb “A bird cannot be without wing and a Turk without a horse”. Recent years Turkish Thoroughbred horses have started to gain success in international races. The parentage verification is done through DNA. In addition to that, the use of microchip, UELN and life Number were put on practice for the identification of horses. The Doping Control Laboratory was reinforced with new equipments and state-of-art technologies. I think that this supplement will be a nice gift for horse lovers. I am proud of bestowing the 1978 active broodmares in 2006 season and 49 broodmares and 5 foals imported, 33 exported horses. I wish success for your horses. I would like to thank all of those people who labored for the preparation of this Stud Book supplement. May this supplement be beneficial to our horsemanship. Madde 1-Nitelik a) Bir atın onaylanmış İngiliz Atı Stud Book’una kaydedilmesi için aşağıdaki şartlara uyması zorunludur. Bir tay onaylı Stud Book’ta kayıtlı ana ve babanın çiftleşmesi sonucu olmalı veya safkan İngiliz olmayan bir atın soyundan geliyorsa Uluslararası Soy Kütüğü Komitesi tarafından İngiliz atı olduğuna oy birliği ile karar verilen bir at olmalıdır. Türk Stud Book’u I.A.B.R.W’nin 12. maddesinin imzacısıdır. Uygun Tay Üretimi için Servis b) İngiliz atı, aygır ile kısrağın doğal aşımı sonucu, şöyle ki aygırın penisinin kısrağın genital sistemine girerek salgılanan semeni fiziksel aktivite ile vermesi şeklinde olmak zorundadır. Ya da doğal aşım sonucu üretilen ejekulatın bir kısmının damızlıkta kullanılacak kısrağın genital sistemine aygır tarafından bırakılmasıdır. Uygun Tay Üretimi için Gebelik c) Doğal gebelik sonucu tayın, aynı kısraktan doğmuş olması gerekmektedir. Embriyo transferi ya da nakli, suni tohumlama, klonlama, veya diğer genetik müdahaleler sonucunda üretilen taylar Uluslararası Stud Book Komitesi tarafından onaylanmış İngiliz Atı Stud Book’una kaydedilemez. Bu sebeple geçmiş dönemin gazeteleri üzerinde çalışma yapmak, sadece yazılmış metinleri bu günün diline tercüme etmek ya da aktarmak değildir. Bunların haricinde basın tarihi alanında yapılan çalışmalar, milletlerin ve devletlerin yaşadıkları olaylara verdikleri tepkileri yansıtır ve olayların geçtiği zamanlardaki ortaya atılan düşüncelerin ve görüşlerin anlaşılmasını sağlarlar. Takvim-i Vekayi Osmanlı Devleti’nde devlet eliyle çıkarılmış ilk gazetedir. Başlangıçta haftada bir yayınlansa daha sonraları düzensiz aralıklarla çıkarılmıştır. İlk sayısı 1 Kasım 1831 tarihinde çıkan Takvim-i Vekayi’nin yayınlanmasına II. Abdülhamid döneminde iki kez ara verilse de gazete yayın hayatını 4 Kasım 1922 tarihine kadar devam ettirmiştir. Gazete Türkçe süreli yayınların başlangıcıdır ve devlet eliyle çıkarıldığı için de devlet görüşünü yansıtmıştır. Takvim-i Vekayi hanedana ait haberleri, devlet kademelerine yapılan atamaları ve ülkenin herhangi bir yerinde meydana gelen hadiseyi yansıttığı gibi, aynı zamanda yabancı ülkelerdeki siyasi gelişmeler, bu ülkelerin Osmanlı Devleti ile ilişkileri ve dünyada meydana gelen sosyal, bilimsel ve teknolojik gelişmeler hakkında da haberler veriyordu. Takvim- Vekayi’nin bir başka önemi de 1860’lardan sonra yoğunlaşacak olan basım faaliyetlerine öncülük etmesidir. Takvim-i Vekayi’nin yukarıda sayılan özelliklerinden dolayı akademik çalışmalarda gazeteden daha çok faydalanılması ve araştırmacıların daha hızlı hareket edebilmesine imkân sağlamak amacıyla bu çalışma meydana getirildi.
