Creation of COSAC I COSAC in Paris (France) In 1989, Mr Laurent FABIUS, Speaker of the French Assemblée nationale, proposed establishing an inter-parliamentary body composed of members of national parliaments specialised in European affairs.1 One important reason behind his initiative was the feeling in many national parliaments that they were losing contact with Community policies following the introduction of direct elections to the European Parliament in 1979. Up to that time, delegations to the European Parliament were appointed by national parliaments, and parliamentarians could at the same time be members of a national parliament and the European Parliament. Mr FABIUS tabled his proposal to increase the role of national parliaments in the European decision-making process at the Conference of Speakers of Parliaments in Madrid in May 1989. The Speakers adopted a number of initiatives to strengthen the role of national parliaments in the EC. One of them was to create what was called the Inter-parliamentary Conference of bodies specialised in European Affairs (the Conference was renamed COSAC2 during its IV COSAC meeting). The Speakers proposed that this Conference should meet on a regular basis in order to debate topics of common interest, which would be decided in advance.3 The Conference should in principle be organised biannually by the national parliament of the Member State holding the Presidency of the EC. The first meeting of this inter-parliamentary conference, was convened by the French National Assembly on 16 and 17 November 1989. Parliamentarians from ten of the twelve Member States participated, even though at that time not all national parliaments had specialised European Affairs Committees.4 (Parliamentarians did not attend from the other two Member States because of recent elections.) The meeting was co-chaired by the Chairmen of the European delegations of the French National Assembly and Senate, Mr Charles Josselin and Mr Jacques Genton. The agenda focused on an issue which is still valid today: how to increase parliamentary control of EU affairs. The main focus was on how to reinforce

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

    Brussels, 24 February 2021 Declaration from Members of the European Parliament to urge the Commission and Member States not to block the TRIPS waiver at the WTO and to support global access to COVID-19 vaccines We, Members of the European Parliament, urge the European Commission and the European Council to review their opposition to the TRIPS waiver proposal at the World Trade Organisation (WTO), which serves to enable greater access to affordable COVID-19 health technologies, including vaccines, in particular for developing and middle income countries. This call comes in view of the European Council meeting of 25 February 2021 and the crucial decision to be made by all Member States at the WTO General Council on 1-2 March 2021. Since the beginning of the pandemic, the need to ensure global open access to COVID-19 health technologies and to rapidly scale up their manufacturing and supply has been widely acknowledged. However, despite efforts and statements made by the European Commission and several heads of state in support of treating COVID-19 medical products as global public goods, this has not yet translated into actionable realities. In this context, the EU’s open opposition to the TRIPS waiver risks exacerbating a dangerous North-South divide when it comes to affordable access to COVID-19 diagnostics, personal protective equipment, treatments and vaccines. The WTO decision on a potential waiver offers a crucial and much-needed act of effective solidarity, as it is an important step towards increasing local production in partner countries and, ultimately, suppressing this pandemic on a global scale.

    BRIEFING EU Legislation in Progress European climate law OVERVIEW On 4 March 2020, the European Commission adopted a legislative proposal for a European climate law, setting the objective for the EU to become climate-neutral by 2050 and establishing a framework for achieving that objective. On 17 September 2020, the Commission amended the proposal to introduce the updated 2030 climate target of a net reduction of at least 55 % of the EU's greenhouse gas (GHG) emissions compared to 1990 levels. In the European Parliament, the proposal was referred to the Committee on Environment, Public Health and Food Safety. The Parliament adopted its position on 6 October 2020, calling for a 60 % emissions reduction by 2030 and for an independent, inter-disciplinary scientific advisory panel. Council and Parliament reached a provisional agreement on the proposal on 21 April 2021. The agreement sets a 55 % net GHG emission target for 2030 (to be complemented by additional removals from the upcoming review of the LULUCF Regulation), an EU-wide climate neutrality target for 2050, and the aim to achieve negative emissions thereafter. It envisages the use of a GHG budget for setting the 2040 target and establishes a European Scientific Advisory Board on Climate Change. Parliament approved the agreed text on 24 June 2021. The regulation was published in the Official Journal on 9 July 2021 and entered into force on 29 July 2021.
