Bottling the Colonial Unconscious Ethical Value Networks and the Commodification of Fairness in the South African Wine Industry Bottling the Colonial Unconscious Ethical value networks and the commodification of fairness in the South African wine industry Kelle Howson A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy Victoria University of Wellington 2019 Abstract The rise of ethical certifications was greeted with optimism by scholars, activists and development practitioners, who predicted they would help to redistribute power and profit more equitably in South- North commodity trade, which has long been an engine of wealth extraction and underdevelopment in the resource periphery. The explicit attachment of value to the social and territorial origin of agro-food products would allow marginalised producers to resist corporate governance, race-to-the-bottom processes, and commodity fetishism. This would result in the retention of higher value at the production end of the chain, thereby fostering sustainable development in rural areas in the Global South. I investigate the extent to which power and profit is indeed redistributed more equitably in these new ‘ethical value networks’, through a case study of the South African wine industry. Complex apparatus of standards-setting, verification and auditing have formed the basis of strategies for post-apartheid transformation, redistribution and development in the South African wine industry, with progress conceptualised as taking place at the level of business. In this context, ethical certification constitutes a contemporary labour relations paradigm which in key ways reproduces ‘colonial unconscious’ discourses derived from the legacies of slavery, apartheid and farm paternalism. These embedded discursive power formations restrict the transformative potential of ethical certification. For ethical development to occur as a result of ethical value network formation, I argue that workers must gain greater agency and regulatory capability in the governance of these networks. I find also that ethical certification has not been an effective economic upgrading strategy for the South African wine industry. Instead, due to their deployment within oligopolistic networks, ethics have become commodified, and subject to neoliberal governance. Northern retailers have used their existing power to accumulate the value created by alignment with ethical conventions, and to avoid the costs. Ethical certifications compound the severe ‘cost-price squeeze’ faced by wine producers. This case study has broader implications for the theory of ethical value networks: showing that they are relational, geographically contingent, and remain susceptible to asymmetric governance and accumulation patterns. It has not been submitted in any previous application for a degree. i Abstract South African social relations in the second decade of democracy remain framed by race. Spatial and social lived realities, the continued importance of belonging – to feel part of a community, mean that identifying as ‘coloured’ in South Africa continues to be contested, fluid and often ambiguous. This thesis considers the changing social location of ‘coloured’ teachers through the narratives of former and current teachers and students. Education is used as a site through which to explore the wider social impacts of social and spatial engineering during and subsequent to apartheid. Two key themes are examined in the space of education, those of racial identity and of respect. These are brought together in an interwoven narrative to consider whether or not ‘coloured’ teachers in the post-apartheid period are respected and the historical trajectories leading to the contemporary situation. Two main concerns are addressed. The first considers the question of racial identification to constructions of self-identity. Working with post-colonial theory and notions of mimicry and ambivalence, the relationship between teachers and the identifier ‘coloured’ is shown to be problematic and contested. Second, and connected to teachers’ engagement with racialised identities, is the notion of respect. As with claims to identity and racial categorisation, the concept of respect is considered as mutable and dynamic and rendered with contextually subjective meanings that are often contested and ambivalent.

NINETEENTH-CENTURY CONTESTS FOR LAND IN SOUTH AFRICA‘S CALEDON VALLEY AND THE INVENTION OF THE MFECANE ABSTRACT: The unresolved debate on the mfecane in Southern African history has been marked by general acceptance of the proposition that large scale loss of life and disruption of settled society was experienced across the whole region. Attempts to quantify either the violence or mortality have been stymied by a lack of evidence. What apparently reliable evidence does exist describes small districts, most notably the Caledon Valley. In contrast to Julian Cobbing, who called the mfecane an alibi for colonial-sponsored violence, this article argues that much documentation of conflict in the Caledon region consisted of various ‗alibis‘ for African land seizures and claims in the 1840s and ‗50s. KEY WORDS: pre-colonial, mfecane, Lesotho, South Africa, nineteenth- century, warfare, land A hotly contested issue in the debate on South Africa‘s mfecane which enlivened the pages of this journal a decade ago was the charge that colonial historians invented the concept as part of a continuing campaign to absolve settler capitalism from responsibility for violent convulsions in South- 1 Eastern Africa in the first half of the nineteenth century.i This article takes a different tack by arguing that African struggles for land and power in the period 1833-54 played a decisive role in developing the mfecane concept. The self-serving narratives devised by African rivals and their missionary clients in and around the emerging kingdom of Lesotho set the pattern for future accounts and were responsible for introducing the word lifaqane into historical discourse long before the word mfecane first appeared in print.

BREEDE RIVER BASIN STUDY GROUNDWATER ASSESSMENT EXECUTIVE SUMMARY The objectives of this study were to assess the significance and distribution of groundwater resources in the Breede River catchment, estimate the amount of abstraction and degree of stress it may be causing and to indicate the scope for further development of groundwater resources. This was achieved by a review of all available literature and obtaining yields and quantities from all significant schemes. The characterisation of important aquifers and assessment of the groundwater balance (recharge versus consumption) allowed for identification of further groundwater potential. The geohydrology of the Breede River catchment is controlled by the occurrence of the rocks of the Table Mountain Group (which form the mountainous areas), the occurrence of high levels of faulting and folding in the syntaxis area of the upper catchment and the variable rainfall, being highest in the mountainous areas in the west. These factors result in a catchment with highest groundwater potential in the west, where recharge, yields and abstraction potential are greatest and the quality is the best. As a result of these factors, the western half of the catchment is also the area with the greatest groundwater use.

This call for papers was released in concert with the publication of ArtsPraxis Volume 7, Issue 1 and upon the launch of the new ArtsPraxis homepage. The submission deadline for Volume 7, Issue 2b was July 15, 2020. Submissions fell under the category of Social Justice Practices for Educational Theatre. Social Justice Practices for Educational Theatre As of early June, 2020, we found ourselves about ten days into international protests following the murder of George Floyd by police in Minneapolis, Minnesota. Protesters the world over made specific calls to action: acknowledge that black lives matter, educate yourself about social and racial injustice, and change the legal system that allows these heinous acts to go unpunished. In thinking through how we in the field of educational theatre could proactively address these needs, I reminded myself that there were many artists and educators who were already deeply engaged in this work.
