Adoption of agenda LIBE_OJ (2017)0322_1 The agenda was adopted with the following changes of the order of busines: - Point 13 on the Swiss Referendum and the Freedom of Movement was postponed - Point 4 from the Agenda changed order and became Point 6, Point 5 became Point 4 and Point 6 became Point 5. - Point 11 and 12 on the presentations of the state of play of trilogue negotiations on the drugs files took place after Point 14 on the Rule of Law in Poland. 2. Chair's announcements The Chair announced that interpretation in Croatian, Danish, Maltese, and Gaelic was unavailable for the meetings of 22 March and 23 March 2017 and that the voting time was set at 12h00 on 23 March 2017. The Chair announced that the meeting would be interrupted at 10h55 for a minute of silence in front of the Hemicycle in commemoration of the terrorist attacks in Brussels on 22 March 2016. 3. EU Agency for law enforcement training (Cepol) LIBE/8/09515 Dr Ferenc Banfi, Executive Director at Cepol presented the multi-annual programme of CEPOL. Report from the Commission to the European Parliament, the European Council and the Council on the operationalisation of the European Border and Coast Guard COM(2017)0042, LIBE/8/09527 Mr Oliver Seiffarth, Deputy Head of Unit (DG HOME) presented EU Commission Communications on the operationalisation of the European Border and Coast Guard. 5. Second report from the Commission to the European Parliament, the European Council and the Council on the operationalisation of the European Border and Coast Guard COM(2017)0201, LIBE/8/09516 Exchange of views with Fabrice Leggeri, Executive Director of Frontex 6. FRONTEX - the European Border and Coast Guard Agency LIBE/8/08388 7. LIBE mission to Frontex (20 - 21 February 2017) LIBE/8/09384 Fabrice Leggeri, Executive Director of Frontex took the floor. Olivier Seiffarth, Deputy Head of Unit, DG Home, European Commission, took the floor. Artis Pabriks (EPP) who was the head of the recent mission of the LIBE Committee to Frontex informed about the mission and its conclusions. The following Members took the floor: Péter Niedermüller (S&D), Nathalie Griesbeck (ALDE), Birgit Sippel (S&D), Carlos Coelho (EPP), Helga Stevens (ECR), Ska Keller (Greens/EFA), Juan Fernando López Aguilar (S&D), Miltiadis Kyrkos (S&D), Judith Sargentini(Greens/EFA), Sylvie Guillaume (S&D), Barbara Spinelli (GUE), Kristina Winberg (EFDD), Emil Radev (EPP). Mr Oliver Seiffarth, Mr Fabrice Leggeri and Mr Artis Pabriks (EPP) answered the questions. The meeting adjourned at 9.55 when the Chair invited Members and guests to join President Antonio Tajani for a minute of silence in front of the Hemicycle in commemoration of the terrorist attacks in Brussels on 22 March 2016. The meeting resumed at 10.10 with Claude Moraes (Chair) presiding. Joint debate on democracy and justice in Romania 8. Debate on democracy and justice in Romania further to the plenary decision of 1st February 2017, LIBE/8/09466 The following speakers took the floor: Mr Tudorel Toader, Minister of Justice of Romania, Mr Liviu Avram, Deputy Editor in chief “Adevarul”, Mr Victor Alistar, Executive Director, Transparency Romania, Mr Gabriel Liiceanu, Professor, University of Bucharest, Mr Attila BIRO, Investigative Journalist. Mr William Sleath, Director of the Policy coordination II’ Directorate in SG of the EU Commission took the floor. The Chair concluded the point. The meeting ended at 12.50 and resumed at 15.05 with Claude Moraes (Chair) presiding. 9. European Travel Information and Authorisation System (ETIAS), LIBE/8/08500 2016/0357(COD), COM(2016)0731 – C8-0466/2016, Rapporteur: Kinga Gal (EPP) Ms Belinda Pyke, Director, DH HOME took the floor and presented the European Commission’s proposal on ETIAS. The following Members took the floor: Kinga Gál (EPP, Rapporteur) was replaced by Andrea Bocskor (EPP), Sylvie Guillaume (S&D), Helga Stevens (ECR), Gérard Deprez (ALDE), Marie-Christine Vergiat (GUE/NGL), Claude Moraes (S&D), Bodil Valero (Verts/ALE), Jussi Halla-aho (ECR), Maria Grapini (S&D), Birgit Sippel (S&D), Gérard Deprez (ALDE). Ms Pyke answered questions from Members. 10. Modernisation of the Council of Europe Convention 108 (Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data), LIBE/8/00918 Jean Philippe Walter, Vice-Chair of the Committee of Convention 108 presented the state of play of the modernisation of the Convention 108. Ms Sophie Kwasny, Head of the Secretariat of Data Protection Unit of the Council of Europe informed Members about undergoing works in the Committee. The following Members took the floor: Sophia in 't Veld (ALDE). Mr Bruno Gencarelli, Head of Unit, DG JUST, European Commission took the floor. 11. Information exchange, early warning system and risk assessment procedure on new psychoactive substances, LIBE/8/07650, 2016/0261(COD), COM(2016)0547 – C8-0351/2016, Rapporteur: Michał Boni (EPP) The Rapporteur Michał Boni (EPP) reported on the start of the trilogue negotiations. 12. Minimum provisions on the constituent elements of criminal acts and penalties in the field of illicit drug trafficking, as regards the definition of the term ‘drug’, LIBE/8/09271, 2013/0304(COD), COM(2013)0618 – C7-0271/2013, Rapporteur: Teresa Jiménez-Becerril Barrio (EPP) Michał Boni (EPP) reported on the start of the trilogue negotiations on behalf of the Rapporteur, Teresa Jiménez-Becerril Barrio (EPP). 14. Standards for the reception of applicants for international protection (recast), LIBE/8/07293, 2016/0222(COD), COM(2016)0465, C8-0323/2016, Rapporteur Sophia in’t Veld (ALDE) The Rapporteur Sophia in 't Veld (ALDE) presented the amendments tabled. The following Members took the floor: Salvatore Domenico Pogliese (EPP), Kati Piri (S&D), Jussi Halla-aho (ECR), Cornelia Ernst (GUE/NGL), Bodil Valero (Verts/ALE). Ms Anna Abela (Council Presidency) commented on the progress in the Council Ms Margareta Djordjevic, DG HOME, European Commission, welcomed the amendments. Sophia in 't Veld (ALDE) took the floor for final remarks. The Chair announced that the vote in LIBE was expected to take place on 25 April 2017. 17. The threat comes not only from the rise of political movements that openly reject liberal democratic values, including the governing parties of Hungary and Poland, but also from the risk of creeping authoritarianism caused by a gradual decline in standards of governance and the weakening of important democratic underpinnings, such as the rule of law. Romania is a country of particular concern. Although it has earned international praise for its recent efforts to stamp out corruption, a detailed examination of Romania’s anti-corruption activities shows that they often provide convenient cover for acts of political score settling and serious human rights violations. The methods used show a considerable degree of continuity with the practices and attitudes of the communist era. The strong correlation between those targeted for prosecution and the interests of those in power is indicative of politicised justice. Cases have often been accompanied by campaigns of public vilification designed to maximise their political impact. Far from being above politics, Romania’s National Anti-corruption Directorate (DNA) is an active participant in its partisan struggles. Although the rule of law requires the justice system to work independently of government, there is clear evidence of collusion between prosecutors and the executive in Romania.

Seria evenimentelor „Musica Suprimata” marchează 100 de ani de la izbucnirea Primului Război Mondial și aduce în fața publicului muzica unei generații asuprite de național-socialism, iar apoi interzisă și uitată în epoca socialistă. Manifestările vor debuta joi, 16 octombrie, ora 19:00, la Teatrul „Gong” Sibiu cu premiera spectacolului „Der Kaiser von Atlantis Oder Der Tod dankt ab / Împăratul din Atlantis sau refuzul morţii”. Spectacolul prezentat în limba germană este o montare într-un act pentru teatru de păpuși ce are la bază muzica și libretul avangardist semnat de Viktor Ullmann și Peter Kien.     Through a glass darkly 1 Briefing note June 2014 The new European Parliament: what to expect From 22 to 25 May 2014, Europeans went to the polls. Many of them went to express their dissatisfaction. Although the majority of the incoming 751 MEPs remain broadly supportive of the EU, both they and those who need to engage with the European Parliament will have to adapt to the increased power of a disparate anti-EU and anti- establishment minority over the next five years. This briefing provides an overview of the election results* at the EU level and what happens next, further analysis on results in France, Germany, Greece and the UK, a look at the key outgoing and incoming MEPs, and an examination of the selection procedures for the new leaders of the European Commission, European Parliament and European Council. The election results The election saw a marked rise, of about 10%, in the number of MEPs elected from anti-EU and anti-establishment parties from both ends of the political spectrum. They won around 230, or 31%, of the 751 seats, compared to 164, or 21%, of the 766 seats in 2009. What remains to be seen is whether the newly -elected MEPs will join existing, or form new, political groups in the Parliament (see below for more information on the importance of political groups and how they are formed). Despite their decreased numbers, the pro-Europeans remain the dominant force in the European Parliament. Their four groups – the centre-right, the centre-left, the liberals and the greens – won 521, or 69%, of the 751 available seats.
