ADOPTION OF “PROGRESS IN PARTNERSHIP” - THE REGIONAL TRANSPORT PLAN FOR SOUTH WEST WALES 2010/11- 2014/15 1.1 This report sets out the background to “Progress in Partnership” - The Regional Transport Plan for South West Wales 2010/11-2014/15, and recommends its adoption by Council. 1.2 The Regional Transport Plan (RTP) was considered by the Environment and Highways Cabinet Board on 23rd July 2009 and is commended to the Council for adoption. All Members were invited to a Seminar on the Plan on 7th July 2009. The Welsh Assembly Government (WAG) requires local authorities to jointly prepare Regional Transport Plans. These replace the former Local Transport Plans and will also replace the former Transport Grant process as the main mechanism for securing Assembly capital funding for transport projects from 2010/11 onwards. Together Neath Port Talbot, Swansea, Carmarthenshire and Pembrokeshire Councils form the SWWITCH consortium, covering south west Wales, which has been developing the RTP for over two and a half years. The Plan is required to be submitted to WAG, following adoption by each of the constituent Councils, by 30 September 2009. A copy of the Executive Summary of the Plan together with the proposed programme of schemes is attached as Appendix A. COUN-190809-REP-EN-AB 1 1.3 The Regional Transport Plan is a bidding document which will replace the annual Transport Grant bidding process. WAG has given no clear indication of the level of funding likely to be available over the initial 5 year RTP period, other than that it is likely that transport capital expenditure will continue to be at similar levels to the recent past. There are already a number of committed major schemes, including the Port Talbot PDR, which will significantly constrain the funding available for new schemes for a number of years. Discussions between WAG, WLGA and all the transport consortia about the method of allocating RTP funding are ongoing. It is expected that WAG will consult on an allocation formula which is likely to be based on demographic and other factors, together with a small element relating to the quality of the submitted RTP. It will then be for the Councils in each consortium to agree the allocation of funds to individual schemes. 1.4 Consultation played a central role in the development of the Plan. Over fifty events were held between June 2006 and June 2008 for stakeholders, partner organisations, representative bodies and associations, as well a wide range of Council officers. Member workshops were held in Sept/Oct 2008 in each of the constituent Councils, together with a regional event for Cabinet Members. The Draft RTP was published for public consultation in July 2008 and included a Programme Pool of over 80 projects put forward during its development. 1.5 A provisional RTP was submitted, as required, at the end of December 2008, taking account of responses to the Draft Plan and incorporating a draft Programme which was the result of applying a method of screening projects approved by the SWWITCH Joint Committee, based on a combination of policy fit, deliverability and value for money. The resulting programme was approved by the SWWITCH Joint Committee on 5 December, at three alternative funding levels, again as required by WAG, – ‘Do minimum’, ‘Second best’ and ‘Preferred’. The programme consisted of groups of schemes in packages, as follows:- Bus corridors Park and ride Interchanges Sustainable transport Economic regeneration COUN-190809-REP-EN-AB 2 1.6 The Final RTP takes account of feedback received from WAG on the Provisional Draft, including strengthened links with the Wales Spatial Plan, a clearer explanation of the results of the appraisal work and how this was used to develop the preferred strategy, and strengthened delivery and monitoring sections. The Final Plan was approved by the SWWITCH Joint Committee on 5 June 2009 and recommended for adoption by the constituent Councils, before submission to WAG by 30th September 2009. The Plan has been developed in a highly consultative way and incorporates the key priorities of each of the constituent Councils. All are now going through parallel processes leading to its adoption. It should be noted that the Plan will be subject to Annual Progress Reports. Whilst Guidance on these is awaited from WAG it is expected that, as well as a statement of progress on the plan programme, they will include a review of priorities and of the programme. It will therefore be possible to amend the Plan in the light of developing circumstances. 1.7 Recommendations It is recommended that ‘Progress in Partnership’ - the Regional Transport Plan for South West Wales 2010/11-2014/15 be adopted by the Council. 1.8 Background Papers “Progress in Partnership” – the Regional Transport Plan for South West Wales 2010/11 – 2014/15. 1.9 Officer Contact Alan Bennett, Head of Policy & Administration Tel: 01639 686677 E-mail: [email protected] COUN-190809-REP-EN-AB 3 Appendix A Regional Transport Plan EXECUTIVE SUMMARY The Executive Summary is intended to provide an overview of the Regional Transport Plan (RTP). It does not seek to explain all processes, decision making and appraisal in detail. However, it does: Summarise the role of SWWITCH and the RTP Outline the principles guiding the Transport Strategy and Policy making process in the region and the results of that process Include the RTP Objectives, Long Term Strategy, Policies, 5 year Programme of projects and Monitoring and Delivery proposals. E1.0 Introduction, Vision and Objectives E1.1 Good access is an essential element for a good quality of life. Good access can be provided when services and facilities (such as health care, employment, education, and leisure) are brought directly to users, or when reliable, integrated and accessible transport is available to take users to those services and facilities. Good access helps to achieve strategic aims of Government at all levels, including: Improving economic activity Raising skill levels Healthier and more active individuals and communities Increasing social inclusion E1.2 The Welsh Assembly Government (WAG) has set out high level aspirations for Wales in the One Wales Agenda and in the Wales Spatial Plan. WAG has also adopted a Wales Transport Strategy which seeks to provide the national framework for improved access to help deliver One Wales. E1.3 The South West Wales Integrated Transport Consortium (SWWITCH) is one of the four transport consortia in Wales, all of which are required to produce a Regional Transport Plan (RTP) which will help to deliver, in their regions, the outcomes and strategic priorities set out in the Wales Transport Strategy. The RTPs must also support the aspirations of the Wales Spatial Plan and other national and regional strategies on the economy, sustainable development and the environment. E1.4 WAG set out guidance for the format and general content of the RTP and introduced a new appraisal mechanism, The Welsh Transport Planning and Appraisal Guidance (WelTAG), to be used to ensure that at strategic and programme levels, the RTP is always focused on delivering its objectives. There is also a statutory requirement on the consortia to carry out a Strategic Environmental Assessment (SEA) on the RTP. Consultation E1.5 The RTP Guidance, WelTAG and the SEA all stress the importance of stakeholder participation at all stages of the development of an RTP. SWWITCH has focused time and energy on working with a wide range of stakeholders to ensure that the RTP will deliver a policy framework and the practical projects necessary to support improved access to, from and within South West Wales. Figure ES1 below shows the stages of the RTP and the stakeholder interaction initiated by SWWITCH. In addition to the COUN-190809-REP-EN-AB 4 extensive range of workshops and consultation sessions, more formal research was also critical to the RTP development and this included: Strategic Level Accessibility Assessment – using the computer based mapping system Accession™ Travel Pattern Research – involving 7 day travel diaries completed by more than 2000 residents in the region Public Transport Passenger Satisfaction surveys – involving users and non users of public transport Local Authority “Citizens’ Panels” – with demographically representative samples responding to specific questions on transport Figure ES1 – RTP Stages and Engagement What can we do now – Projects Engagement - workshops on programme What principles guide progress – Policies Engagement – Internal working groups How can we make progress - Long Term Strategy Engagement – workshops on option generation and LTS elements Which are most important for the first five years – Regional Priorities Engagement – Workshop identification of priorities What do we want improved access to facilitate in the region – Vision and Objectives Engagement - Workshops on problems and opportunities E1.6 The RTP Strategy and Policies cover all aspects of access and transport and will provide a framework for the transport activities of public, private and voluntary sector organisations in South West Wales. The RTP is also a bidding document for a programme of capital transport expenditure to help deliver improved access. However the programme does not include transport responsibilities of WAG (although SWWITCH does make recommendations about WAG priorities) or commercial organisations which SWWITCH cannot directly influence.
