Australia's Mothers and Babies 2002 Australia’s mothers and babies 2002 The Australian Institute of Health and Welfare is Australia’s national health and welfare statistics and information agency. The Institute’s mission is better health and wellbeing for Australians through better health and welfare statistics and information. The AIHW National Perinatal Statistics Unit (NPSU) is a collaborative unit of the AIHW, and was established in 1979. The NPSU is a formally affiliated institution of the University of New South Wales and is linked to the Faculty of Medicine, School of Women’s and Children’s Health. The NPSU is located at the Sydney Children’s Hospital. The NPSU aims to improve the health of Australian mothers and babies by monitoring reproductive and perinatal health. The NPSU is also involved in perinatal data development activities and epidemiological research. The NPSU maintains national data collections on perinatal health, maternal deaths, birth anomalies and assisted conception.     Anger in Australian Indigenous and non-Indigenous Students Peter Boman Queensland University of Technology: [email protected] Amanda Mergler Queensland University of Technology: [email protected] Michael Furlong University of California: [email protected] Nerina Caltabiano James Cook University: [email protected] This descriptive pilot study examined the cultural differences in the dimensions of self- reported anger in Indigenous and non-Indigenous (Caucasian) students aged 10-13 years in Far North Queensland, Australia. The Multidimensional School Anger Inven- tory – Revised (MSAI-R) was used to measure affective, cognitive, and behavioural components of anger. It was found that Indigenous students had significant but small differences on the “anger experience” (affective) and “destructive expression” (be- havioural) subscales. Considerations for school staff, attempting to support and con- nect with Indigenous students and future research are discussed. Keywords: anger, Indigenous students, cultural difference, Multidimensional School Anger Inventory INTRODUCTION Indigenous Australian students face unique challenges in the classroom due to cultural difference, historical disadvantage and continued racism (Bradley, Draca, Green & Leeves, 2005; Hockey, 2008). While national data show that Indigenous youth demonstrate greater mental and behav- ioural problems than non-Indigenous youth (AIHW, 2008), limited data have been collected that explores differences between these two groups on their experience and expression of anger. The study reported in this paper sought to explore differences between Indigenous and non-Indigenous students in relation to self-reported school anger. Anger was measured within affective, cognitive, and behavioural dimensions. As culture has been found to impact on anger experiences (Greif- Green, Furlong, & Astor, 2008), it is important to examine anger within a cultural context.

Here we describe projections of climate change in Australian waters and examine from the literature likely impacts of these changes on Australian marine biodiversity. For the Australian region, climate model simulations project oceanic warming, an increase in ocean stratification and decrease in mixing depth, a strengthening of the East Australian Current, increased ocean acidification, a rise in sea level, alterations in cloud cover and ozone levels altering the levels of solar radiation reaching the ocean surface, and altered storm and rainfall regimes. Evidence of climate change impacts on biological systems are generally scarce in Australia compared to the Northern Hemisphere.

The supposed escalation of crime is raising public fears and these concerns are commonly used as a political platform (see Carcach & Mukherjee 1999; Carr & Chikarovski 1999; Lee 1999; Hogg & Brown 1998, Grabosky 1995; Pinkerton-James 1992). However, official statistics on offences reported to police do not sustain the view that crime has increased substantially. Reported crime rates remain fairly stable with increases in some areas offset by decreases in others (see Table 1). Obviously, drawing conclusions from police reported crime statistics is problematic because the measure given is of reported crime only. Surveys of crime victims on the other hand can tap into unreported crime levels.

    S C H O O L WORKING PAPER SERIES O F Reinventing Government in Australia: Whole of Government M in a Federation A N A G Bernadine Van Gramberg Julian Teicher E Juan Rusailh M E N T Email: [email protected] 4/2005 1 Reinventing Government in Australia: Whole of Government in a Federation Bernadine Van Gramberg, Julian Teicher and Juan Rusailh* Abstract Privatisation and contracting out have exacerbated the silo effect associated with the existence of separate government departments and agencies. The gaps created by the lack of integration between service providers and government have led to a range of solutions known variously as whole of government, connecting government and joined-up government. These are pragmatic solutions. On the one hand they recognise the failure of current agendas to provide coordinated government services, and on the other, the reluctance of western governments to resume traditional service provision. It is significant that the models underlying much of the whole of government response in Australia originate from the joined-up approaches implemented in the UK. These focus on horizontal coordination in a unitary state (Chandler 2000). However, in a federation such as Australia, state governments are constitutionally responsible for important public services. Some of these responsibilities are shared with the federal government. Simply adopting horizontal solutions in Australia threatens to create new gaps. The challenge is to manage the accountability, governance and coordination issues arising from horizontal whole of government initiatives. This paper outlines the issues facing the Australian federation in implementing whole of government models and argues that, in the process of accommodating these initiatives within its federal structure, it is finally reinventing government.
