Public Allies works in collaboration with Partner Organizations for the development and support of diverse young leaders in our community by placing AmeriCorps members in 10- month paid apprenticeship programs. Public Allies and our Partner Organizations share responsibility for creating a quality experience for our Allies, and in working to improve the Public Allies – Partner Organization collaboration. We are seeking to build lasting relationships with community partners that are committed to our shared values.

2016-2017 PARTNER ORGANIZATION Application Instructions

• Carefully review all material and complete the application making sure to complete every section.

• Please note that you must submit one Ally Position Description for each Ally placement requested. You may apply for up to (5) First Year Allies and (2) Second Year Allies.

• Preference will be given to organizations that can host 3 or more Allies in order to develop a cohort of Allies across a network of organizations that will work in the same impact areas.

• Each Ally Position Description must include at least one objective that reflects a capacity building activity. We also encourage you to create the position in such a way that the Ally has responsibility for a tangible project that they can complete during their term of service.

• In accordance with Corporation for National and Community Service requirements – moving forward all AmeriCorps placements must focus on one of six impact areas. Public Allies Arizona has further refined our focus and will accept applications for 2016-2017 for positions that pertain to the following three impact areas: Economic Opportunity among Opportunity Youth and disconnected adults, capacity building of the nonprofit, and pathways to employment or education. Additional information is provided in the Position Description Instructions.

• Ally positions should be suitable for a young emerging leader who may or may not have limited professional work experience but shows desire and passion for nonprofit work.

• Second Year Ally positions should reflect an enhanced degree of responsibility and advanced opportunity for leadership development.

Treat the Ally with the same respect of a staff member of the organization Ensure that the Ally will not be asked to do work assignments or administrative tasks beyond their position description unless approved by Public Allies staff Ensure that the Ally will not be asked to do work that is prohibited by AmeriCorps regulations or the Public Allies Arizona policies and procedures (e.g. lobbying and some fundraising activities) Support the Ally in the completion of required program activities (including PISD, training, retreats, community service, IDP meetings, POIs, etc.) Provide direct supervision and support throughout the term of the program. The Supervisor will meet with the Ally at least weekly during the first month and at least every two weeks thereafter throughout the placement and provide adequate training, supervision and support based on the Ally’s skills and knowledge and the complexity of work to be accomplished Provide the Ally with an extensive orientation to their service and to the organization during the first week of service Assist the Ally with tools to evaluate the impact of their work in communities, such as pre- and post-tests, participant surveys, etc. Ensure that the Supervisor will serve as a mentor to the Ally and will provide growth and learning opportunities for the Ally Provide appropriate work space and “tools of work” (i.e. desk, computer, phone, internet access, supplies, mileage, etc.)

Please describe the supervisor’s willingness to work, teach and mentor emerging leaders and opportunity youth as defined by AmeriCorps standards (a young adult age 18-24 years old, without a 2 or 4 year higher education degree, and currently eligible to receive public assistance benefits).

Public Allies expects the Ally’s direct supervisor to help guide the Ally’s progress in developing a strong set of professional skills. What will your organization and the Ally’s direct supervisor do to promote the Ally’s professional development? Partner Organization Financial Obligations: ______Public Allies Arizona, through the ASU Lodestar Center for Philanthropy & Nonprofit Innovation, will enter into a contractual agreement with each Partner Organization specifying the terms of this partnership and establishing financial agreements and mechanisms. Partner Organizations will pay the stipend directly to the Ally and will be reimbursed for the Public Allies Arizona portion of allowable costs. Partner Organizations will need to provide appropriate documentation to support their expenses in accordance with applicable federal regulations and policies established by . At no point should the Ally, as an AmeriCorps member, be considered as an employee of the organization, Public Allies AZ, Public Allies Inc. or ASU.

1. Program Fee – Public Allies Arizona will collect a $1000 per First Year Ally or $1500 per Second Year Ally program fee from each Partner Organization upon confirmation of match and due prior to the start of the program. This fee will help to offset the cost of Ally Health Insurance and other costs of administering the Federal Grant program.

2. Living Allowance - Public Allies Arizona will reimburse Partner Organizations for a portion of the Allies stipend according to the following schedule: First Year Allies – Stipend of $13,500 Organizations with… Public Allies Arizona Share Partner Organization Share Budgets under $1 Million $4,500 $9,000 Budgets of $1-5 Million $2,500 $11,000 Budgets over $5 Million $0 $13,500 Second Year Allies – Stipend of $16,500 Organizations with… Public Allies Arizona Share Partner Organization Share Budgets under $1 Million $4,500 $12,000 Budgets of $1-5 Million $2,500 $14,000 Budgets over $5 Million $0 $16,500 The Ally should be paid on the same schedule as the employees of the Partner Organization (weekly, bi- weekly, or monthly). Note: the stipend should be computed over ten-months, not one year. 3. Workers’ Compensation - Partner Organizations are responsible for providing Workers’ Compensation coverage for the Ally.

4. Additional Expenses - In addition to the living allowance contribution and Workers’ Compensation, Partner Organizations must cover the organizations’ share of FICA. As AmeriCorps members, Allies are not eligible for unemployment benefits therefore no costs will be incurred for unemployment insurance. In addition, Partner Organizations are required to provide the “tools of work” necessary for the Ally to accomplish their objectives. These expenses may include items such as desk, phone, computer, supplies and mileage reimbursement (as appropriate).

5. Health Care Coverage - Partner Organizations are not responsible for providing health care coverage to their Ally. Public Allies Arizona will pay the monthly premium directly to the health insurance provider. Allies will be covered through a health care policy sponsored by the Corporation for National and Community Service.

6. Childcare Reimbursement - Partner Organizations are not responsible for providing childcare for their Ally. However, as an Ally, individuals have the option (based on eligibility) to participate in a childcare reimbursement program through the Corporation for National and Community Service. Public Allies Arizona will coordinate the participation of eligible Allies. 7. Student Loan Forbearance, Interest Payments and Education Awards - Partner Organizations carry no financial responsibility for the deferment of qualified student loans, payment of accrued interest, or the Education Award. These benefits are offered through Public Allies Arizona and administered by the National Service Trust of the Corporation for National and Community Service.

8. Taxes - The Ally’s stipend is subject to appropriate state and federal taxes. Taxes withheld from the Allies stipend must be according to the organizations’ IRS payment schedule and the Ally’s W-4 elections. SIGNATURES OF APPROVAL -- ALLY APPLICATION
