AUSTRALIA, JAPAN AND THE REGION 31 2 AUSTRALIA, JAPAN AND THE REGION THE WEST NEW GUINEA DISPUTE, 1952–1962 David Walton Indonesian and Dutch claims over West New Guinea in the period 1949 to 1962 presented one of the first opportunities for regional dialogue in post-war Australia-Japan relations. The aims of this chapter are to chart changes in the Australian attitude towards Japan’s role in regional affairs and to examine how dialogue on West New Guinea assisted in laying the foundations for further regional cooperation and consultation between the two countries. The chapter examines the beginnings of post-war consultation between Australia and Japan. It is argued that the diplomatic intrigues involving the West New Guinea dispute (1952 to 1962) led to a substantial effort by Australian officials to bring Japan into closer alignment with Australian foreign policy objectives. As part of this initiative, regular meetings between Australia and Japan resulted in the relatively rapid development in the quality and scope of discussions and exchange of information on regional issues. Accordingly this chapter provides evidence of the formative processes towards institutionalising regular bilateral consultation and exchange of sensitive political information on regional issues. Regular diplomatic consultation on regional issues was important as it provided a basis for broadening the structure of the bilateral 32 JAPAN’S FUTURE IN EAST ASIA AND THE PACIFIC relationship and improved both countries’ understanding of contemporary bilateral relations. Whitlam As Internationalist: a Centenary Reflection
WHITLAM AS INTERNATIONALIST: A CENTENARY REFLECTION T HE HON MICHAEL KIRBY AC CMG* Edward Gough Whitlam, the 21st Prime Minister of Australia, was born in July 1916. This year is the centenary of his birth. It follows closely on his death in October 2014 when his achievements, including in the law, were widely debated. In this article, the author reviews Whitlam’s particular interest in international law and relations. It outlines the many treaties that were ratified by the Whitlam government, following a long period of comparative disengagement by Australia from international treaty law. The range, variety and significance of the treaties are noted as is Whitlam’s attraction to treaties as a potential source of constitutional power for the enactment of federal laws by the Australian Parliament. This article also reviews Whitlam’s role in the conduct of international relations with Australia’s neighbours, notably the People’s Republic of China, Papua New Guinea, Indonesia and Indochina. The reconfiguration of geopolitical arrangements is noted as is the close engagement with the United Nations, its agencies and multilateralism. Whilst mistakes by Whitlam and his government are acknowledged, his strong emphasis on international law, and treaty law in particular, was timely. It became a signature theme of his government and life. Parliament of Australia Department of Parliamentary Services Parliamentary Library Information, analysis and advice for the Parliament RESEARCH PAPER www.aph.gov.au/library 22 September 2008, no. 7, 2008–09, ISSN 1834-9854 House of Representatives by-elections 1901–2008 Scott Bennett Politics and Public Administration Section Gerard Newman Formerly Statistics and Mapping Section Executive summary This paper details of House of Representatives by-elections held from that for Darling Downs on 14 September 1901 to the most recent held on 6 September 2008 for Lyne and Mayo: • There have been 144 by-elections, an average of 3.5 per parliament. • The number of nominations has grown over the years from 2.2 per by-election to 10.4 per by-election. • In only four cases was a by-election contested by just a single candidate. • An increasing tendency has been for governments to avoid contesting by-elections in their opponents’ safe seats. • In only seven cases has the Opposition party failed to contest a by-election. • Sixty-seven of the by-elections followed the death of the member, 71 members resigned, there have been five voided elections, and one MP was expelled from the House. • Since 1949 most by-elections have been caused by the resignation of the sitting member and have occurred in safe seats. • On 35 occasions the party complexion of a seat has altered at a by-election. • Five of the losses have been by the Opposition of the day. • The average two-party preferred swing against the government of the day has been 4.0 per cent. -
Condolence Motion
CONDOLENCE MOTION 7 May 2014 [3.38 p.m.] Mr BARNETT (Lyons) - I stand in support of the motion moved by the Premier and support entirely the views expressed by the Leader for the Opposition and the member for Bass, Kim Booth. As a former senator, having worked with Brian Harradine in his role as a senator, it was a great privilege to know him. He was a very humble man. He did not seek publicity. He was honoured with a state funeral, as has been referred to, at St Mary's Cathedral in Hobart on Wednesday, 23 April. I know that many in this House were there, including the Premier and the Leader of the Opposition, together with the former Prime Minister, the Honourable John Howard, and also my former senate colleague, Don Farrell, a current senator for South Australia because Brian Harradine was born in South Australia and had a background with the Shop, Distributive and Allied Employees Association. Both gentlemen had quite a bit in common. They knew each other well and it was great to see Don Farrell again and catch up with him. He served as an independent member of parliament from 1975 to 2005, so for some 30 years, and was father of the Senate. Interestingly, when he concluded in his time as father of the Senate, a former senator, John Watson, took over as father of the Senate. Brian Harradine was a values- driven politician and he was a fighter for Tasmania. The principal celebrant at the service was Archbishop Julian Porteous and he did a terrific job. -

MASTER OF ARTS Department of History I Faculty of Arts, The University of Melbourne Submitted in total fulfilment of the requirements of the degr'ee of Masters of Arts (by Thesis only) JulV 2005 ABSTRACT Andrew Fisher was prime minister of Australia three times. During his second ministry (1910-1913) he headed a government that was, until the 1940s, Australia's most reformist government. Fisher's second government controlled both Houses; it was the first effective Labor administration in the history of the Commonwealth. In the three years, 113 Acts were placed on the statute books changing the future pattern of the Commonwealth. Despite the volume of legislation and changes in the political life of Australia during his ministry, there is no definitive full-scale biographical published work on Andrew Fisher. There are only limited articles upon his federal political career. Until the 1960s most historians considered Fisher a bit-player, a second ranker whose main quality was his moderating influence upon the Caucus and Labor ministry. Few historians have discussed Fisher's role in the Dreadnought scare of 1909, nor the background to his attempts to change the Constitution in order to correct the considered deficiencies in the original drafting. This thesis will attempt to redress these omissions from historical scholarship Firstly, it investigates Fisher's reaction to the Dreadnought scare in 1909 and the reasons for his refusal to agree to the financing of the Australian navy by overseas borrowing. -
Australia and the Origins of ASEAN (1967–1975)
1 Australia and the origins of ASEAN (1967–1975) The origins of the Association of Southeast Asian Nations (ASEAN) and of Australia’s relations with it are bound up in the period of the Cold War in East Asia from the late 1940s, and the serious internal and inter-state conflicts that developed in Southeast Asia in the 1950s and early 1960s. Vietnam and Laos were engulfed in internal wars with external involvement, and conflict ultimately spread to Cambodia. Further conflicts revolved around Indonesia’s unstable internal political order and its opposition to Britain’s efforts to secure the positions of its colonial territories in the region by fostering a federation that could include Malaya, Singapore and the states of North Borneo. The Federation of Malaysia was inaugurated in September 1963, but Singapore was forced to depart in August 1965 and became a separate state. ASEAN was established in August 1967 in an effort to ameliorate the serious tensions among the states that formed it, and to make a contribution towards a more stable regional environment. Australia was intensely interested in all these developments. To discuss these issues, this chapter covers in turn the background to the emergence of interest in regional cooperation in Southeast Asia after the Second World War, the period of Indonesia’s Konfrontasi of Malaysia, the formation of ASEAN and the inauguration of multilateral relations with ASEAN in 1974 by Gough Whitlam’s government, and Australia’s early interactions with ASEAN in the period 1974‒75. 7 ENGAGING THE NEIGHBOURS The Cold War era and early approaches towards regional cooperation The conception of ‘Southeast Asia’ as a distinct region in which states might wish to engage in regional cooperation emerged in an environment of international conflict and the end of the era of Western colonialism.1 Extensive communication and interactions developed in the pre-colonial era, but these were disrupted thoroughly by the arrival of Western powers. -

76 CHAPTER 4 THE REALITY BEHIND THE BRISBANE LINE ALLEGATIONS Curtin lacked expertise in defence matters. He did not understand the duties or responsibilities of military commanders and never attended Chiefs of Staff meetings, choosing to rely chiefly on the Governments public service advisers. Thus Shedden established himself as Curtins chief defence adviser. Under Curtin his influence was far greater than 1 it had ever been in Menzies day. Curtins lack of understanding of the role of military commanders, shared by Forde, created misunderstandings and brought about refusal to give political direction. These factors contributed to events that underlay the Brisbane Line controversy. Necessarily, Curtin had as his main purpose the fighting and the winning of the war. Some Labor politicians however saw no reason why the conduct of the war should prevent Labor introducing social reforms. Many, because of their anti-conscriptionist beliefs, were unsympathetic 2 to military needs. Conversely, the Army Staff Corps were mistrustful of their new masters. The most influential of their critics was Eddie Ward, the new Minister for Labour and National Service. His hatred of Menzies, distrust of the conservative parties, and suspicion of the military impelled him towards endangering national security during the course of the Brisbane Line controversy. But this lay in the future in the early days of the Curtin Government. Not a great deal changed immediately under Curtin. A report to Forde by Mackay on 27 October indicated that appreciations and planning for local defence in Queensland and New South Wales were based on the assumption that the vital area of Newcastle-Sydney-Port Kembla had priority in defence.
