In fact, one could cite many reasons; but may be it is because political parties enable ordinary citizens to exercise some kind of influence-even if it be only during election times-over the political elite that parties are an inescapable reality of democracies. This is notwithstanding the fact that political parties are in themselves quite imperfect an institution in a democracy, and politicians are generally held in low esteem by the citizens. This here is the paradox of contemporary party- based democracies-both old and new. Citizens do not have any particular liking for parties and politicians; but once it is election time, the same citizens vote for them. 7.2 OBJECTIVES After reading this unit, you should be able to: z describe the antecedents of the Australian party system; 74 z delineate the voting system in Australia; z identify the major and minor parties in Australia; z understand the changing dynamics of the Australian party system; and z define the role of pressure groups in Australian politics. -
Turnout in Developed and Developing Countries: Are the Two Turnout Functions Different Or
Turnout in developed and developing countries: Are the two turnout functions different or the same? Abstract In the literature on political participation, there is no baseline model of electoral turnout. Rather, various studies (e.g. Blais 2006, Franklin 1999, 2004, Geys 2006, Remmer 2009), which employ different sample sizes, time periods, cases, and operationalizations of relevant independent variables, produce contradictory results. To shed light on these diverse findings, I evaluate whether different levels of development trigger different turnout functions. My results indicate that highly developed countries have higher levels of citizen participation in elections, and even more importantly, they illustrate that the turnout function in high income and low/medium income countries is quite dissimilar. The GDP per capita, compulsory voting and decisive elections have a different impact in the two universes of cases. This implies that there are two distinct turnout functions between developed and developing nations. Keywords: Turnout, developed countries, developing countries 1 Introduction Elections are instruments of democracy. Probably more so than any other feature (e.g. political rights and human rights), competitive, free and fair elections demonstrate a nation-state’s commitment to democracy (Huntington 1984; Schumpeter 1976). Through elections, citizens can choose and oust policymakers and impact political outcomes. High voter participation gives legitimacy to those in power; it increases the authority of the democratic system as a whole and leads to less violence and instability (Franklin 2004; Powell 1986). In contrast, the presence of large amounts of citizens, who do not fulfill their civic duty and do not cast ballots, is a sign of apathy toward the democratic system (Dettrey and Schwindt-Bayer 2009). -

5 Andrew FISHER, PC Prime Minister 13 November 1908 to 2 June 1909; 29 April 1910 to 24 June 1913; 17 September 1914 to 27 October 1915. Andrew Fisher became the 5th prime minister when the Liberal- Labor coalition government headed by Alfred Deakin collapsed due to loss of parliamentary Labor support. Fisher’s first period as prime minister ended when the new Fusion Party of Deakin and Joseph Cook defeated the government in parliament. His second term resulted from an overwhelming Labor victory at elections in 1910. However, Labor lost power by one seat at the 1913 elections. Fisher was prime minister again in 1914, as a result of a double-dissolution election. Fisher resigned from office in October 1915, his health affected by the pressures of political life. Member of the Australian Labor Party c1901-28. Member of the House of Representatives for the seat of Wide Bay (Queensland) 1901-15; Minister for Trade and Customs 1904; Treasurer 1908-09, 1910-13, 1914-15. Main achievements (1904-1915) Under his prime ministership, the Commonwealth Government issued its first currency which replaced bank and State currency as the only legal tender. Also, the Commonwealth Bank was established. Strengthened the Conciliation and Arbitration Act. Introduced a progressive land tax on unimproved properties. Construction began on the trans-Australian railway, linking Port Augusta and Kalgoorlie. Established the Australian Capital Territory and brought the Northern Territory under Commonwealth control. Established the Royal Australian Navy. Improved access to invalid and aged pensions and brought in maternity allowances. Introduced workers’ compensation for federal public servants. -

The decade saw a flowering of Australian literature. It saw tremendous social and economic changes. Partly as a result of these changes, these years saw the rise of a new force in Australian politics - the labour movement. In some colonies, this development was overshadowed by the consolidation of a colonial liberal tradition reaching its culmination in the Deakinite liberalism of the early years of the tlommdhwealth. 1 Ben Chifley: the true believer John Hawkins2 Chifley was a ‘true believer’ in the Labor Party and in the role that government could play in stabilising the economy and keeping unemployment low. He was an active treasurer, initially working well with Prime Minister Curtin and then serving as both Prime Minister and Treasurer himself. He managed the war economy competently and achieved a smooth transition to a peacetime economy, although he allowed inflationary pressures to build up in the post-war years. Among his economic reforms were increased welfare payments, uniform income taxation and developing central banking powers (through direct controls rather than market mechanisms) for the Commonwealth Bank.
