The GMS Corridors are seen as initializing projects for economic cooperation in the sub region and serves the sub-regional development along the important axes. The improvement of the project corridor National Road-4 will facilitate development between the neighbouring countries. In particular the transport infrastructure will complement the Governments programs to promote agricultural and industrial production in the corridor of influence area by redressing the transport deficiencies and providing more reliable and less costly transport services. Under the proposed Northern GMS Transport Network Project some 370 km of the National Road- 4 is to be rehabilitated and improved in the province of Luang Prabang and Sayaboury including a bridge crossing of the Mekong at Thadeua. In addition some 100 km of rural access roads will be improved under the community infrastructure component of the project. 2.0 OBJECTIVES OF THE EMP MONITORING The rehabilitation of the National Road-4 would give rise a number of positive impacts, and give better connectivity to the rural areas with the adjacent towns. The adverse impacts during the construction stage can be mitigated by implementing the monitoring and the suitable mitigation measures at proper place and time. The EMP has been developed for mitigating the negative impacts through the activities below. x Reviewing the IEE Report prepared in 2007; x Site investigating to identifying additional negative impacts to be considered in the EMP; x Clarifying the institutional aspect that necessary for the implementation of EMP, including that for establishment of Environment Social Responsible Staff (ESRS). The Environmental Management Plan (EMP), deals strictly with those actions needed to monitor and mitigate potential negative environmental impacts of the project The EMP has the following components: 9 Environmental Control and Mitigation Measures. 9 Monitor the implementation Program 9 Reporting to the Designated Institutions. 9 Training and Capacity Buildings 9 Construction Supervision of Environment Procedures 9 Environmental monitoring Checklist MinistryofPublicWorksandTransport LTECinassociationwith DepartmentofRoads RoughtonͲBuraphaGroup&LCG http://www.adb11project.laopdr.org/ Northern GMS Transport Network SemiͲAnnual ReportNo.:SAEMRͲ2 ImprovementProject(ADB/11) EnvironmentalMonitoring Period:JulyͲDecember2011 GrantNo.0082ͲLAO(SF) Report Page | 4 3.0 SCOPE AND REPORTING PERIOD Reporting Period: 6 months from June till December 2011 Scope: Environmental control by monitoring of the civil work activities and the contractor’s action for the mitigation measures to be required. 4.0 METHODOLOGY To ensure that all environmental requirements are being complied, the following activates are taken for the project implementation and monitoring arrangements: (i) Weekly/daily environmental monitoring by the environmental officer of the contractor and consultant supervision staff will be done based on the Checklist attached, and the issues should be identified for the contractor’s action, (ii) Monthly environmental monitoring by the environmental officer of the contractor and RE of the consultant will be done based on the Control Sheet attached, and the RE of consultant will monitor the contractor’s activity if the rectification has been done or not in the deadline. (iii) If the contractor has not taken an action properly and the incident has caused serious damages to the environment, a penalty will be levied to the contractor in accordance with PS 22 of the Particular Specification of the Contract. 5.0 PROJECT STATUS During this period from June till December 2011, the civil contractors have carried out the following activities on the project site, and will continue the same activities for subsequent period also. Contract R4-1 ;Pakved village via Xieng Nuen to Nan District (km 62+00 km) (a) Maintenance of main office and camp, road, bridge and traffic (b) Clearing and grubbing works. (c) Common Excavation / Embankment. (d) Producing aggregates for sub-base, base course and concrete. (e) Construction of Mekong Bridges. Contract R4-2 ; Thadeua via Sayaboury to Nam Pui Bridge (79.050km) (a) Maintenance of main office and camp, road, bridge and traffic (b) Working drawings for pipe and culvert. (c) Clearing and grubbing works. (d) Common Excavation / Embankment. (e) Sub grade construction (f) Producing aggregates for sub-base, base course and concrete. (g) Sub-base construction (h) Base Course construction (i) Prime Coat (j) Seal Coat (1st Surface Treatment) (k) Precasting and installation of pipe culverts.
