I. INTRODUCTION 1.1 Background: Lao PDR is a landlocked country, which located in the Southeast Asia. The Country covers an area of 236,800 square km2 and has bordered with China, Myanmar, Thailand Vietnam and Cambodia. Lao PDR is also lying along middle part of the Mekong, which is the 12th longest river in the world. It flows through Lao territory almost 1,860 km. Climate is governed by Southeast monsoon in the period of May to the end of October. Some years Laos is affected from Typhoon, which is formed in the Pacific Ocean and move through South China Sea to the middle of Vietnam and hit to Luang Mountain and then move to the North of Lao. Lao PDR territory approximately 70% comprises of mountains and plateaus. 35% of water flow contributes of the whole Lower Mekong Basin runoff. Flood in Lao PDR is occurred year by year and depends on the natural phenomena. Usually, in late of May to the end of October, the Southwest monsoon comes from India through Myanmar to the Northern Lao and resulted long lasting and heavy rain. Other way is affect from Typhoon, which comes from Pacific Ocean through South China Sea to the middle part of Vietnam and Laos, this resulted also long lasting and heavy rain. Now the flood cycle is very short and effected to large area of the territory of Laos. Therefore, we should be found the reason to protect the flood in Laos. 1.2 Flood Policy 1.2.1 Administrative framework. The flood management and mitigation in Lao PDR at the time being is under the supervision of the Prime Minister’s Office, which comprises of different line Ministry and agency concerned such as: Ministry of Labor and Social welfare, Ministry of Agriculture and forestry, Ministry of Industry and Handicraft, and Ministry of Communication Transport Post and Construction. -

Bokeo and Luang Namtha provinces in northern Lao People’s Democratic Republic (PDR) has high rates of teenage pregnancy. The purpose of this research was firstly to explore factors contributing to teenage pregnancy in rural Lao. Secondly, to understand the specific challenges adolescent mothers face in accessing maternal health services. Methods: Qualitative interviews were undertaken with adolescent mothers and unmarried adolescents aged 12 to 19 years, living in rural areas, and from different ethnic groups. In total, we undertook six focus group discussions with adolescents aged 13–19 years, twenty in-depth interviews with unmarried/married adolescents aged 12–19 years. In addition, we interviewed husbands of the adolescent mothers (N = 8) and mothers-in-law of both male and female adolescents (N = 9), community leaders and healthcare providers (health providers N = 17 and community leaders N =12). Thematic analysis was used to analyze the data, based on a conceptual framework identified at the outset of the study. Results: The findings suggest that pre-marital sex, early marriage and pregnancy are the norm in these settings. Determinants of teenage pregnancy included liberal attitudes to teen pre-marital sexual intercourse, early marriage and pregnancy, incomplete knowledge of sexual and reproductive health and limited access to appropriate services. -

Study of the Provincial Context in Oudomxay 1
RESIREA – Study of Oudomxay provincial context Study of the provincial context in Oudomxay 1 – Geography and demography Oudomxay province is a province in the north of Laos, covering an area of 15,370 km2 about 85% of which is mountainous. Oudomxay is divided in 7 districts, with totally 584 villages, 42 419 families which means 263 000 people. The villages are relatively small and mainly concentrated along the roads. The population density is quite low (17 people per km2). The exact localization of the villages was quite difficult, and has been done by crossing different sources of information. The province borders China and Phongsaly province to the north, Luang Namtha and Bokeo province to the west, Xayaboury province to the south and Luang Prabang to the east. Although Oudomxay has only a short international border with China, it is a transit point between China, Vietnam and Thailand, with a large flow of products. Yet, only 66% of the households have a road access in comparison to the northern regional average of 75% and national average of 83%. 14 ethnic groups are present in the province, 85% are Khmu (who are generally included in Lao Theung ethnic group) and Lao Loum are in minority. MEM Lao PDR RESIREA – Study of Oudomxay provincial context 2- Agriculture and local development The main agricultural crop practiced in Oudomxay provinces is corn, especially located in Houn district. Oudomxay is the second province in terms of corn production: 84 900 tons in 2006, for an area of 20 935 ha. These figures have increased a lot within the last few years. -

The Study on Power Network System Master Plan in Lao PDR Draft Final Report (Stage 3) Simulation of Supply/Demand Balance 17.1. Options for Power Development Plan up to 2030 In order to examine supply reliability and supply-demand balance based on the Lao PDR’s development situation, and considering the development status of the country’s power supply facilities and transmission facilities, a simulation is conducted for 2030. Laos’s power system is examined up to 2030 considering the demand situation in the domestic system and the expansion plans for transmission lines. The northern and central 1 areas are put together to form a Laos NC system, the central 2 a Laos C system, and the southern part an S system. Based on the results of the supply/demand balance simulations, we make recommendations for power plant expansion plans and transmission lines, and for interconnections with neighboring countries. The Plan also reflects the Socio-economic Development Strategy until 2025 and Vision 2030 with an aim to build a new foundation for graduating from LDC status by 2020 to become an upper-middle-income country by 2030.
