Items for import and export including vehicles, parts, construction materials, food and drinks, and export agriculture products which are part of the expand services. With the understanding of high demand in China for products such as Tapioca about 12 million tons per year. Laos has the land area good for growing cassava roots, has general labor, and working with Ministry Industrial and Commerce, Nayobai Bank, Lao Development Bank, and other government agencies, we can promote the plantation area to satisfy the need of such product. Entities are the involved in training farmers with respect to plantation in three less develop districts such as Hom District, Sangthong District and Borlikanxay District. From this there other farmers from three provinces also involved in this plantation development. The three provinces are: Vientaine Capital, Vientaine Province and Borlikhamxay Province. The focus of this development are the technical of plantation, to increase yeild, and the funding for the project. Since 2005 for three years, from the beginning the company purchased dry cassava root for exporting purpose. There were issues which are: higher transportation costs – we have no access to the sea also the complexity of purchasing slicing/drying cassava from customers due to the fact of difficulty of storage. With above reasons, the company decided to build tapioca factory – so this way we will have finish product. And also, this will increase employment for the local people. The factory was built in 02/07/2007 at Nashawn Village, Pakngum District, Vientaine Capital. At that moment in 02/07/2007 the company started to clear land and build the factory, installing mechineries and technology available to be used. Most mechineries are from China which were ready to product tapioca flour on 19/06/2008. On that day, 19/06/2008, the factory officially opened and commences producing tapioca. The total registered capital of $5.5US millions. Until now we have total register capital of 100 billion kip ($12.5 million) for Lao-Indochina Group Company. Our company used 2+3 method to promote cassava plantation as following: Farmer : support land and labor Company: support land development cost, Cassava Variety with planting techinical and Purchase cassva root from farmer. Presently, the company has 7,689 hectares of land in three provinces, 14 districts, 173 villages and 2,582 families. The capacity of the factory is 300 tons per day which represent about 1,000 – 1,200 tons of cassava roots. The company has high demand in China for the product. Presently, the company has exceptional result, which is shown in receiving GMP and ISO 9001:2008 standard from England. The product meets and exceeding standard of our customers in and outside the country (particularly China) and number one product in China with respect to Tapioca. Other than above, the company also involving environmental-friendly aspect and it is very important part of the company. The company built 12 water reservoirs which is 250 meters long, 50 meters wide and eight meters deep for the waste water from the plant as part of water treatment before release back to the river. The company also signed an agreement with Bio-Gas company from Thailand with fund from Finland, to construct Bio-Gas factory to produce electricity by the end of 2011. Currently, from the pass eight years, the company operates four business sectors Until now our company has been operation more than 8 years and we have 4 main business sectors as following : 1. Worldwide air ticket service 2. Overall import-export trade 3. Cassava plantation promotion project 4. Tapioca factory For the business sectors those will be including in the listing are Plantation Development and Tapioca Factory The third and fourth business sectors were established to contribute in moving Laos out to the underdeveloped stage by the year 2020. The project has transformed agricultural products into export goods and this economic strategy is among the government’s priorities.     I. INTRODUCTION 1.1 Background: Lao PDR is a landlocked country, which located in the Southeast Asia. The Country covers an area of 236,800 square km2 and has bordered with China, Myanmar, Thailand Vietnam and Cambodia. Lao PDR is also lying along middle part of the Mekong, which is the 12th longest river in the world. It flows through Lao territory almost 1,860 km. Climate is governed by Southeast monsoon in the period of May to the end of October. Some years Laos is affected from Typhoon, which is formed in the Pacific Ocean and move through South China Sea to the middle of Vietnam and hit to Luang Mountain and then move to the North of Lao. Lao PDR territory approximately 70% comprises of mountains and plateaus. 35% of water flow contributes of the whole Lower Mekong Basin runoff. Flood in Lao PDR is occurred year by year and depends on the natural phenomena. Usually, in late of May to the end of October, the Southwest monsoon comes from India through Myanmar to the Northern Lao and resulted long lasting and heavy rain. Other way is affect from Typhoon, which comes from Pacific Ocean through South China Sea to the middle part of Vietnam and Laos, this resulted also long lasting and heavy rain. Now the flood cycle is very short and effected to large area of the territory of Laos. Therefore, we should be found the reason to protect the flood in Laos. 1.2 Flood Policy 1.2.1 Administrative framework. The flood management and mitigation in Lao PDR at the time being is under the supervision of the Prime Minister’s Office, which comprises of different line Ministry and agency concerned such as: Ministry of Labor and Social welfare, Ministry of Agriculture and forestry, Ministry of Industry and Handicraft, and Ministry of Communication Transport Post and Construction.

Chanthavong / GMSARN International Journal 11 (2017) 147 - 152 Participatory Negotiation in Decision-Making of Hmong Ethnic People: The Nam Ngiep 1 Hydropower Plant Project, Lao PDR Sypha Chanthavong Abstract— The Lao government emphasizes hydropower development as a priority as the economic benefits from hydropower development are very significant for the Lao economy. However, the hydropower decision-making process is a complex business, involving different layers and requiring multiple participants, influencing both society and the environment. Understanding the hydropower decision-making processes, in particular the participation of the Hmong ethnic in these negotiations has important implications. This paper will scrutinize how participatory negotiation practices affect the Hmong ethnic people in the decision-making process of the Nam Ngiep 1 Hydropower Project. Simultaneously, the question of how the Hmong ethnic people negotiate with powerful actors like the state and the project developer to protect their rights and benefits requires an answer. The results of the study find that Hmong affected by the Nam Ngiep 1 Hydropower Project use many negotiation tactics in order to protect their rights and benefits, such as identity, network, and historical memory. Moreover, Hmong also use oral and written negotiation forms to protect their rights and benefits. Keywords— Hydropower, Participatory Negotiation, Hmong, Nam Ngiep 1 Hydropower Project.
