PRE-FEASIBILITY REPORT FOR SAHAPUR EAST UNDERGROUND COAL MINE PROJECT PROPOSED CAPACITY – 0.70 MTPA 1. INTRODUCTION Sahapur East Underground Coal Mine Project is a part of Sohagpur Coalfield. Sohagpur coalfield is the main coal bearing area of South Rewa. It is located in the northern belt of Son-Mahanadi basin. It is a part of the large sediments filled Gondwana trough, in the drainage basin of the Son. The coalfield extends over a total area of about 3,000 sq km. It is about 100 km. long in the east - west direction and has a maximum width of 50 km. The coal belt stretches from near Ghunghuti in the west up to Hasia nala in the east. The coal bearing area of Sohagpur coal field is bounded by latitudes 23°05’ – 23°30’ and longitudes 81°30’ – 82°12’. This area falls mainly in Shahdol District of Madhya Pradesh, while a small area is included in Umaria and Surguja Districts. Shahpur East Coal Block area falls under administrative control of Shahdol district, in Madhya Pradesh state. It lies in the north western part of Sohagpur coalfield, about 12 km. South- West of Shahdol town, the district headquarters. The block is located at a distance of 75 km. from Umaria town Block area is 659 Ha as the per the vesting order dated 3rd March 2021. The high-quality coal (G8 grade) produced through eco-friendly fully mechanized underground mining method will be used. Continuous miner with shuttle car combination has been envisaged for extraction of coal. Pre-Feasibility Report – Sahapur East Coal Mine, Page - 1 2. STATUS OF SAHAPUR EAST UNDERGROUND COAL MINE PROJECT • Coal Mine not yet started. • STATUS OF ENVIRONMENT CLEARANCE EC Proposal was reconsidered on 7th EAC meeting 12-13/12/2013 & 14th EAC meeting 27- 28/3/2014 for granting EC subject to stage-I Forest clearance. Before granting the final Environmental Clearance, the Sahapur East coal block was de- allocated by Hon’ble Supreme Court of India vide their Judgement dated 25.08.2014 and as per Ministry of Coal promulgated The Coal Mines (Special Provisions) Ordinance, 2014 notification the said coal block was cancelled. • STATUS OF FOREST CLEARANCE Forest clearance Pending. • BRIEF DESCRIPTION OF NATURE OF THE PROJECT: Ministry of Coal, Government of India vide their vesting order no NA-104/12/2020-NA, dated 3rd March 2021 has allotted the Sahapur East Coal Mine in favour of Chowgule & Company Private Limited as a successful bidder under section 6 of the Coal Mines (Special Provisions), Act 2015. The Sahapur East Coal Mine covers an area of 659 ha in the villages of Sohagpur and Pali tehsil of District Shahdol & Umaria respectively, Madhya Pradesh state for extraction of coal by underground method. The peak rated capacity of the mine will be 0.70 MTPA. Anticipated life of coal mine would be 34 years. Coal from the proposed coal block shall be used for sale of Coal commercially. The mine lease has total forest area of 9.199 ha (Revenue Forest). As per EIA notification dated 14th September 2006, as amended on date, the project falls under Activity 1 (a) and category ‘A’ project. Pre-Feasibility Report – Sahapur East Coal Mine, Page - 2 3. NEED / JUSTIFICATION FOR THE PROJECT Coal is the most important and abundant fossil fuel in India. It accounts for 55% of the country's energy needs. The country's industrial heritage was built upon indigenous coal. Commercial primary energy consumption in India has grown by about 700% in the last four decades. Driven by the rising population, expanding economy and a quest for improved quality of life, energy usage in India is expected to rise. Considering the limited reserve potentiality of petroleum & natural gas, eco-conservation restriction on hydel project and geo-political perception of nuclear power, coal will continue to occupy centre-stage of India's energy scenario. The Indian Coal industries are facing shortage of Coal against the domestic demand. The Coal production in the country had not been keeping pace with the increasing demand of the power sector due to various reasons, major one being delay in development of coal mines in the country. The proposed Sahapur East Coal Mine Project will help to bridge the gap of demand and supply of power grade coal to the surrounding power plants of the region. The mine will also bring enhanced socio-economic benefits to the local population of the project area by way of direct and indirect employment, improvement in infrastructure and growth of ancillary facilities 4. OBJECTIVES OF THE PROJECT: • To supply coal to the surrounding end use plants of the region. • To create conditions for growth of other ancillary industries in the region. Pre-Feasibility Report – Sahapur East Coal Mine, Page - 3 5. LOCATION AND COMMUNICATION • LOCATION Sahapur East Geological Block is virgin coal block in Sohagpur Coalfield. Geographically the block is located in part of Pali Tehsil of Umaria district and Sohagpur Tehsil of Shahdol district of Madhya Pradesh. Sahapur East Block is covered by Survey of India Topo Sheet No. 64 E/7 & E/8 and is bound by: Latitude: 23° 14' 21" N to 23° 15' 37" N, Longitude: 81° 18' 48" E to 81° 20' 28" E Senduri, Chunia, Kathotia are the villages falling within the block. • COMMUNICATION S.No Item Description 1. TOPOGRAPHY, DRAINAGE AND CLIMATE • The landform in Sohagpur Coalfield is controlled by the lithological set up of the different formations. The Talchirs have formed low-lying plains with average altitude of 450 m to 500 m above MSL. The area to the north rises to an elevation of over 1000m with successive escarpments. The Barakar strata with their undulatory to low dips have given rise to a feature of less rolling topography. However, the Barakar sandstones stand out prominently against the surrounding plains, wherever they are capped by basic sills-dyke. To the east of Singara, one such prominent ridge is noted. The dolerite, a common feature of this coalfield, forms a rugged to hilly topography. In contrast to the featureless topography of the areas where Lower Gondwana strata occurs, the Upper Gondwana rocks form prominent ridges. They constitute the prominent plateau to the north. This plateau joins with the Sonhat plateau in the east. • The Son river with a north-westerly flow is the main drainage channel of Sohagpur coalfield. Several streams originate in the high trappean region in the south and join the Son. These north flowing streams include Nargara, Sarpa, Bagiha, Bakan, Suthna, Tipon etc. The Kewai river originating in the Supra Barakar plateau of the Sonhat coalfield, forms the main drainage in the eastern part of the coalfield. The eastern most part of the coalfield is also drained by the Jhiria and Kulharia nalas, which ultimately discharge into the Hasdo river, which flows close by. • In Shahpur East Block, the maximum elevation is around 490 m. observed in the south- west part and minimum elevation is 470 m as observed in north-east corner of the block. • The Shahpur East Block is marked by dendritic pattern of drainage system formed by north-ward flowing nala namely Ghinachunia, This is the only drainage system available within the block. A number of small ponds are found within the block. • The area experiences three seasons during the year. The summer is from March to June when the day temperature varies from 25°C to 46°C and at night, it is between 18°C to 24°C. Mid-June to September is the rainy season and from October, the winter sets in Pre-Feasibility Report – Sahapur East Coal Mine, Page - 5 and continues up to February. During winter season, the maximum day temperature varies from 26°C to 31°C while the minimum night temperature shows variation from 7°C to 15°C. • The average rainfall in the area varies from 1000 mm to 1700 mm annually. • A very small part in Shahpur East Block, is covered by private eucalyptus plantation. The rest of area covered by cultivated land where paddy is the main annual crop of the area. 7. GEOLOGY • Sohagpur Coalfield constitutes the middle segment of the Rewa Gondwana basin and reportedly has a regional east-west elongation in conformity with the alignment of the basin belt. The beds, as reported, have a general WNW-ESE to East-west trend and dip at very low angles (1° to 4°) towards NNE or North. Considerable variations in the direction and amount of dip have been reported near fault planes. Local rolls of the strata are also common. • GSI (Geological Survey of India) carried out “Regional Exploration” in Shahdol, Kelmania- Mithauri Patasi, Diapipar areas between 1994 and 1999 in the western part of Sohagpur coalfield for high rank coal. National Mineral Development Corporation Limited (NMDC) was allotted two coal blocks viz Sahapur East and Sahapur West in 2007 from Ministry of Coal (vide Orde Number “13016-08-2007-CA-1 dated 25-7-07”). Subsequently, NMDC entered into a Memorandum of Understanding with Mining Exploration Corporation Limited (MECL) to start exploration in these blocks in 2008.
