I candidati vicini al mondo venatorio A pochi giorni dalle elezioni facciamo il punto sui candidati che hanno espresso la volontà di impegnarsi ad affrontare le prossime sfide che attendono il mondo venatorio a livello europeo Roma, 24 maggio 2019 – Manca ormai poco all’appuntamento elettorale che porterà gli italiani ad esprimere le loro preferenze per i candidati alle Elezioni Europee del 26 maggio. In vista dello scadere della campagna riteniamo utile segnalare quanti fra i candidati per un seggio a Bruxelles hanno condiviso il manifesto a difesa dell’attività venatoria e della cultura rurale elaborato dalle Associazioni Venatorie riconosciute riunite nella Cabina di regia venatoria assieme al CNCN Comitato Nazionale Caccia e Natura. Numerosi e autorevoli esponenti della maggior parte degli schieramenti in campo (Lega, Fratelli d’Italia, PD, Forza Italia, +Europa) lo hanno sottoscritto, oppure hanno condiviso i contenuti nelle loro dichiarazioni pubbliche. Durante l’incontro, sono state illustrate anche le nuove linee di indirizzo della prossima programmazione europea. In order to avoid problems of social, as well as financial, unrest, and to revive consumption and investment, leading figures and political forces have argued that indirect taxation could be frozen for a certain period of time and that this could be done also by introducing the so-called zero VAT rate. This approach seems to be in line with the recent speech by President von der Leyen on the suspension of the Stability Pact and state aid rules, later summarised by the press with the motto ‘whatever it takes’. In its press release of 13 March, the Commission subsequently explained the President's thinking in more detail and confirmed the concept of ‘suspension’, without, however, openly declaring its non-opposition to a possible national cancellation or reduction of VAT. Will the Commission accept the proposal for individual Member States to reduce VAT to zero or, in any case, reduce it very substantially, or does it regard that as being contrary to the acquis communautaire — first and foremost the VAT Directive (Directive 2006/112/EC) and subsequent amendments? The Commission has officially stated that such an extension is in breach of Directive 2006/123/EC. However, Law No 145/2018 associates the 15-year extension with the simultaneous launch of a reform of the Italian public maritime domain, without which it is impossible to lay down the terms of application of Directive 123/2006 (EC) to concessions of state-owned maritime land. Indeed, the PROMOIMPRESA judgment (Joined Cases C-458/14 and C-67/15) of the Court of Justice identified, among other criteria, the determination of the scarcity of resources as a prerequisite for the application of Article 12 of Directive 123/2006/EC. In view of this, can the Commission answer the following questions: 1. Will it review its decision to send a letter of formal notice to Italy, also in view of the very serious economic crisis that has affected the tourism sector as a result of the pandemic? 2. Could it not, rather, call on the current Italian Government to proceed with its reform of the public maritime domain alongside its 15-year extension of the concessions, which is inevitably a transitional measure?
