The unanimous decision of Council resolved to: Endorse the officers' recommendation and award the civil construction works to John Monahan P/L, adopt the Cost of Contract of $1,420,738 (ex GST), approve the following changes to the 2017/2018 Budget to fund the $405,000 funding shortfall for the precinct. The Point Lonsdale Civic Association (PLCA) believes the decision raises serious questions with regards to effective, fair use of public funds, accoun- tability re the project to objectives and Good Gover- nance standards by Council. The Queenscliff Football & Netball Club list a John Monahan P/L as a Platinum Sponsor in 2016. The project is blown out by $405,000 (36% incresase) to $1,515,00, the original Budget adopted by Council and seen by community. Kate Engler of Savage Panda Snowboards based at the harbour said it was an exploration of Niche marketing and tailoring the manufacturing landscape to meet consumer demand rather than being stuck in old thinking. Virgin International highlighted 'person-alisation/customisation' as one of the top 5 trends for the next 5 years. "Savage Panda certainly fits this trend," said Kate. I was delighted when Diana Allen invited me to be one of a handful of old musos she felt could contribute to a history at the Saturday afternoon program at the Monahan Centre under the heading of 'Music in the Borough'. The speakers included local drummer Gil Allbutt, the Blues Train's Hugo T Armstrong, Ron Hodgetts who traced the history of brass bands associated with the Fort, Bruce Priddle who spoke of his development as a drummer under the guidance of his dance band pianist father Les, and me (Eddie Loughnan) invited to speak about the rise and demise of an award winning brass band at South Street Ballarat during 1940/1950s accompanied by historic photos. Eddie's very interesting article provides more about Queenscliff's musical history, local identities and their way of life 'back in the day'. Ed.
