Appendix a Manly Vale Hotel Chief Health and Building Surveyor's Recommendations Regarding Renewal of Licence, Based Upon Board Appendix A Manly Vale Hotel Chief Health and Building Surveyor's recommendations regarding renewal of licence, based upon Board of Fire Commissioners Report. Source: Warringah Council File 1075/240-252 - G 1984. 1. Install hose reels and hydrants throughout the entire building as specified by the provisions of Parts 27.3 and 27.4 of Ordinance 70. 2. Provide emergency lighting and illuminated exit signs throughout the entire building as specified by the provisions of Clauses 24.29, 55.12 and 55.13 of Ordinance 70. 3. Remove all barrel bolts, deadlocks, chains and padlocks to all exit doors and doors leading to an exit door and replace with a latch that complies with Clause 24.20(7) of Ordinance 70. 4. Install a one hour fire rated shelter and a one hour fire rated door and jamb and self-closer to the kitchen servery, adjacent to the Peninsula bar room. 5. Install a fire blanket in the kitchen located in the first floor. 6. Install two kilogram C02 fire extinguishers in the kitchen located on the first floor. 7. Install an approved alarm device in the coolrooms located in the kitchen on the first floor and the coolroom located on the ground floor as specified by the provisions of Clause 53.2(l)(b) of Ord 70. 8. Construct a two hour fire rated wall around the dumb waiters service hoist located in the kitchen and in the cellar on the ground floor specified by Clause 16.8 of Ordinance 70. 9. Install a one hour fire rated door to both dumb waiter and service hoist, the doors to be so designed that they only open at the level at which the dumb waiter is parked. 344 10. Install one hour fire rated ceiling doors and jambs to the cleaners cupboards, situated on the western side of the auditorium on the first floor under the bio box. 11. Install an approved device to the egress door on the southern elevation adjacent to the Red Piano Bar to enable the door to be held in a fully open position as specified by Clause 24.20(5)(b) of Ordinance 70. 12. Install a one hour fire rated door and jamb and self-closer to the storage cupboard between the stairs giving from the kitchen on the first floor. 13. Increase the stair width to 1020 mm between handrails of the egress stairs on the eastern elevation as specified by Clause 24.23 of Ordinance 70. 14. Remove the steel grill to the egress door from the motel section on the eastern elevation to the ground floor. 15. Reinstate the egress door from the motel section on the eastern elevation to working order. 16. Install one hour fire rated doors, jambs and self-closers to all motel entry doors and public rooms that have access from the internal hallway as specified by Clause 24.23 of Ordinance 70. 17. Remove servery hatches and fan lights that are located in the walls of the motel units fronting the public corridor and seal the opening to provide a one and a half hour fire rating. 18. Install panic bolts as specified by Clause 24.52(8) of Ordinance 70 to the doors in the first floor main lounge auditorium in the northern and western walls, and those doors being hung in two folds, and to be made to open outwards. 19. Install smoke detectors in the Piano Bar, auditorium, cellar and the detectors being connected to the control circuit of the air conditioning unit located in the cellar so that in the event of activation the air conditioning system will automatically cease operation. 20. Install an external hydrant within 90m from the exit doors of the building. 21. Remove all Cane-ite ceiling material to the first floor and install a 13 mm fire protective grade plasterboard ceiling throughout the entire first floor ceiling. 22. Provide a 13 mm fire protective grade plasterboard to the partition wall between the dining room and the bar located on the first floor. 345 23. Remove the concertina door located within the auditorium. 24. Install a partition wall from floor to ceiling lined both sides with 13mm fire protective grade plasterboard between the bistro and the public bar. 25. Install 35mm solid core doors with self-closers to the office, dressing rooms, storeroom in the auditorium and to the staff room and stage to the auditorium. 26. Install a one hour fire rated metal shutter to the opening between the southern bar and the auditorium. 27. Install an egress door opening in the direction of travel adjacent to the roller shutter in the cellar storeroom on the eastern side of the building. 28. Install 35mm solid core doors with self-closing device to: (i) The Red Piano Bar to the internal corridor. (ii) The cellar storeroom to the internal corridor. (iii) Staff rooms to the internal corridor. (iv) Caretaker's flat to the internal corridor. (v) The scullery room to the internal corridor. 29. Remove the cupboard enclosure beneath the internal stair connecting the first and ground floor. 30. Provide a 13 mm fire protective grade plasterboard around all internal electrical switchboards. 31. Provide a total egress stair width from the first floor to the lower level to 10.71m. Note: In the event that the conditions attached to any licence under the Liquor Act 1982 permit the number of persons occupying the Main Lounge/Auditorium exceeding 408, then the Council will require, and may issue, further notices under Section 317(D)(1) of the Local Government Act, the following works specified hereunder: (a) (i) Increase the total number of exits from the main lounge/auditorium from 2 to 5 with a total door width of 10.20m. (ii) Increase the total egress stair width from the first floor to the lower level to 17.34m. Based on Theatre and Public Halls Act calculations pursuant to Section 23 and Schedule B for the main lounge auditorium: 346 Main Lounge/ Auditorium 1, 048 (Theatres & Public Halls Act) Remainder (Ordinance 70) 647 Total People 1, 695 (b)(i) Increase the total number of exits from the main lounge/auditorium from 2 to 5 with a total door width of 13.80m. It has meant different things at different historical moments of popular music and within academic, music press and industry discourses. Even though what independent music refers to might not be substantive, it has tended to signify an oppositional ethos comprising practices related to maintaining distinction from commercialised popular music. Historical narratives of popular music reveal that independent music or indie, has been defined and re-defined, from signifying an ethos of resistance comprising anti-major record label and anti- corporatisation attitudes, to rubrics of sound aesthetics, marketing categories and niche audience segments. Its different connotations then should not be assumed. Comprehension of different dimensions of independent music call for theorisation of youth, rebellion, alternative cultures, and their connections with musical forms, along with production and distribution-related organisational infrastructures revolving around them.
