Sibanda (MDC-T Magwegwe) quizzed the Minister of Public Works, Hon. Gabbuza on the more than 500 government projects dotted around the country which have remained incomplete for many years. Hon. Gabbuza acknowledged that there were 550 incomplete projects around the country and he attributed this to inadequate budgetary allocations. He said as a wayforward, his ministry has prioritized 126 of those projects for completion next year provided the ministry was allocated $46 million in the 2011 national Budget. Investment Promotion Measures The Minister of Economic Planning and Investment Promotion, Hon. Tapiwa Mashakada informed the House that his ministry was working on various initiatives to promote investment in the country. One such initiative was the one-stop investment centre. The idea was to try to put all government departments and agencies that have to do with investment under one roof at the Zimbabwe Investment Authority offices in order to expedite licence processing. The Minister further revealed to the House that at the present moment Zimbabwe’s investment was standing at 4% of GDP and government’s objective was to increase it to 25% of GDP to complement or reinforce the growth that has been registered.

Executive Summary This report is the last of a three part series of thematic reports analysing the performance of the Seventh Parliament in the last year of its tenure. While the previous two reports assessed the aspects of the Seventh Parliament to do with attendance and gender; this last offering looks specifically at the achievements of Parliament , with particular regard to issues such as Bills passed, debates undertaken and legislative performance in general. The report notes, among other things, that: • The levels of participation and debate among Parliamentarians were generally low, with some members spending the entire year without contributing anything to pertinent discussions; • Although most ministers impressively managed to participate in either House of Assembly or Senate sessions, at least two-thirds of the ZANU PF ministers never participated in either the House of Assembly or Senate sessions, a worrying trend considering that they have held ministerial positions for longer; • Question and Answer sessions – an important process in Parliament- were characterised by poor attendance by Ministers. His remarks echoed previous utterances by senior Zimbabwe security force officials in the run-up to the 2008 elections and again exposed the partisan nature of the armed forces in favour of the ZANU PF arm of government and their reluctance to respect the will of the Zimbabwean people. Nyikayaramba’s inflammatory comments heightened tensions among the coalition partners in government and compounded the controversy surrounding Mugabe’s own comments the previous week dismissing the need for security sector reforms envisaged in the Global Political Agreement. While the official media widely reported Mugabe’s remarks, they censored Nyikayaramba’s reckless comments, which appeared in the private weekly, the Zimbabwe Independent (27/5), and subsequently, most other private media. The imposition of the unofficial curfew by ZANU PF supporters in Kuwadzana, following the death of ZANU PF member, Tonderai Mangwiro in a petrol bombing, has stepped up organised violence and torture in the area. A plethora of incidents have been recorded in the local press alleging that abductions, detentions, torture and inhuman treatment of opposition supporters by the police and CIO agents, at several police stations, are rife. About thirty MDC members have claimed that they were abducted, detained, tortured and subjected to inhuman treatment by the police and CIO agents in Kuwadzana. In the same constituency, Fanuel Tsvangirayi, MDC Spokesman for Ward 38, together with Gift Marongedze, claim that they were unlawfully arrested by the police and detained at Goromonzi Police Station. Tsvangirai claims that bricks were tied to his testicles and live electric wires connected to his toes while the police officers forced him to disclose MDC plans for the Kuwadzana parliamentary by- election. Tonderai Mangwiro, a ZANU PF member, reportedly died from burns and severe head injuries he sustained when suspected MDC supporter’s petrol bombed a ZANU PF base in the area. Barnabas Mangodza, Jameson Gadzirai, and Joseph Rose, Combined Harare Residents Association (CHRA) committee members, together with Richard Mudekwe, a Kuwadzana resident, were reportedly abducted and severely beaten for four hours by a group of suspected ZANU PF supporters.
