REVIEW OF THE ANNUAL REPORT OF RAIL COPORATION LTD. FOR THE YEAR 2011-2012 ------

The Annual Report of the Delhi Metro Rail Corporation (DMRC) Ltd. for the period 1st April, 2011 to 31st March, 2012, has been reviewed in the Ministry of Urban Development (MoUD).

2. The salient features of the report are as under :-

(1) The total route length of metro network as at the end of the year is 167.33 km exclusive of 22.70 km of Airport Express line. Physical works on Phase-III has commenced and its progress by the end of the financial year 2011-12 was 6%. The value of work done for Phase-III including NCR and works of Phase-II which were completed during the year was Rs.1556.36 crore. Phase-III corridors will give network a smooth connectivity by providing more interchange stations for switching from one corridor to another and it will reduce the travel time for metro commuters. Further, in order to ensure the last mile connectivity in the interior areas of the city, feeder buses are also being added.

(2) Total amount of Japan International Cooperation Agency (JICA) loan as on 31st March, 2012 stood at Rs.15480.04 crore. Total repayment obligations of JICA loan upto the close of financial year 2011-12 aggregating to Rs.1107.49 crore have been duly met by the company.

(3) Delhi Metro Rail Corporation (DMRC) Ltd. received Rs.1455.25 crore from GOI and Government of National Capital Territory of Delhi (GNCTD) towards equity capital. With this, the total contribution of equity capital by both the Governments stands at Rs.11823.95 crore.

(4) In addition to equity capital, subordinate debt of Rs.216.00 crore each from GOI and GNCTD towards land acquisition for Phase-III and Rs.294.00 crore and Rs.33.87 crore from GOI and GNCTD respectively towards Central Sales Tax were received during the year. With this, total contribution against subordinate debt by both the Governments as on 31st March, 2012 stood at Rs.2412.17 crore.

(5) The company also received grants from HUDA and GOI Rs.100.00 crore each for extension of Metro to Faridabad. Further, grant of Rs.300.00 crore was received from Delhi Development Authority (DDA) for Phase-III.

(6) During the year, the total revenue generated was Rs.2247.77 crore inclusive of income from operations, real estate, consultancy and deposit works.

(7) The total expenditure incurred for the same period was Rs.1301.43 crore giving a profit before depreciation and interest amounting to Rs.946.34 crore. The company is making operational profits from day one.

(8) After adjustment of interest and depreciation amounting to Rs.200.58 crore and Rs.800.87 crore respectively, a loss amounting to Rs.68.10 crore was incurred. After providing for deferred tax liability and wealth tax amounting to Rs.117.05 crore, there is a net loss of Rs.185.15 crore.

(9) During the year under review, following lines of sections of Phase-II were opened for commercial operations: -

 Anand Vihar to Vaishali Section (2.57 km) w.e.f 14th July 2011;

 Ashok Park Main to Kirti Nagar Section (3.31 km) w.e.f 27th August 2011

Average ridership per day increased from 12.60 lakhs during the year 2010-11 to 16.60 lakhs in 2011-12. Presently, the average ridership per day is around 19.00 lakhs.

(10) The company have also submitted the Detailed Project Report (DPR) of Kozhikode Monorail, Metro, Phase-II, Pre- feasibility study for Kerala High Speed Rail corridor. Further, prime consultancy work of and are on- going.

(11) Safety awareness campaigns have been undertaken for our commuters, general public and employees of contractors working with DMRC. DMRC safety teams as well as experts from General Consultancy actively participated in these awareness campaigns. At project sites, safety training has been made mandatory for all contractors’ workers and staff. Competence Assessment based training has been organized on key critical trades for DMRC employees as well as personnel engaged through contractors. During the financial year 2011-12, Safety Awareness Week was organized from 4-10th March, 2012 wherein DMRC employees participated in events like safety seminars, safety quiz and various other safety promotional activities.

(12) DMRC has been certified in June, 2011 by the United Nations body as the first Metro Rail and Rail based system in the world to get carbon credits for reducing Green House gas emissions as it has helped to reduce pollution levels in the city by 4.5 lakhs tons every year thus helping in reducing global warming. DMRC has become first ever railway project in the World to claim carbon credits for regenerative braking.

(13) The Comptroller and Auditor General of India (C&AG) has conducted a audit of the financial statements of DMRC for the year ended 31.3.2012 and has concluded that nothing significant has come to their knowledge which would give rise to any comment.
