INTRODUCTION 1.1 The application is being brought to Planning Applications Committee because the application is an Environmental Impact Assessment (EIA) application as defined by Schedule 2 (10 (b)) of the EIA regulations 2011, also due to the number of representations received, and the recommendation to approve the application conflicts with an objection made by Sport England. 1.2 Following determination by Members, this major and EIA application is required to be referred to back to the Mayor of London for any direction. 2 Page 12 2. SITE AND SURROUNDINGS 2.1 The site is 5.1ha in size and is located within the north-east of the borough. The site is entirely within the London Borough of Merton (LBM) however parts of the site to the north and east adjoin the boundary with the London Borough of Wandsworth (LBW). 2.2 The site is currently occupied by: Wimbledon Greyhound Stadium Christopher’s Squash & Fitness Club 94 Summerstown which is vacant on all three floors however a single storey part to the rear of the building operates as a café, The two storey ‘Volante Ltd’ buildings (46 - 76 Summerstown) which is not part of this planning application, and A 1 – 2 storey building currently occupied by a motorcycle training company (website address is given as 46-76 Summerstown). 2.3 A vehicle renting premises (single storey) operates in the stadium car park between the cafe and the motorcycle training company. A vehicle servicing company (single storey) is on the south-west corner of the site accessed from Copper Mill Lane. 2.4 Greyhound race days occur weekly on Fridays and Saturdays and the stadium can accommodate up to up to 8,000 spectators. Outside of Greyhound racing, the stadium is used for stock car racing. 2.5 The car park area (accommodating approximately 900 cars) is used as ancillary parking for the Greyhound stadium and other site buildings in addition to being used weekly for car boot sales (Wednesdays, Saturdays, and Sundays). The applicant advises that the car park is also informally used for parking by some St Georges hospital staff. 2.6 The site is accessed from Plough Lane (B325, in the London Borough of Merton (LBM)) to the south and Summerstown (B235, London Borough of Wandsworth (LBW)) to the east. 2.7 Beyond the site, to the east and south are light industrial/commercial units, with residential dwellings beyond. To the north of the site is Riverside Road, a partially private road giving access to the Garratt Business Park (LBW) and Cappagh Recycling Centre (LBW). To the west of the site is a National Grid Sub-station (LBM) accessed from Coppermill Lane (LBM), a road in private ownership. In addition to the commercial units along Summerstown, there are also retail units along Plough Lane and adjacent to the junction between Plough Lane and Summerstown (LBM/LBW). 3 Page 13 2.8 There is a Public House (The Corner Pin) located at the junction of Riverside Road and Summerstown and which includes habitable accommodation at first floor. 2.9 The River Wandle is located 130m west from the site and Lambeth Cemetery is to the south of the site. 2.10 There are 5 train / underground stations within a 1.5 mile radius of the site: Haydon’s Road Station (Overground and approximately 0.5 miles south of the site), Earlsfield Station (Overground and approximately 0.9 miles from the site) Tooting Broadway Station (1 mile east of the site, Northern Line), Wimbledon Park Station (1.1 miles west of the site, District Line), and Wimbledon Station (Overground, District line, and Tramlink, and approximately 1.2 miles from the site). 2.11 Local bus number 493 passes the site and a variety of buses can be caught from Garratt Lane (Earlsfield and Tooting Broadway stations) and Wimbledon town centre. 3. DESIGNATIONS AND CONSTRAINTS 3.1 The London Borough of Merton Sites and Policies Plan (SPP) was adopted at full Council on the 9th July 2014. The site is allocated within the LBM Sites and Policies Plan (2014) for: ‘Intensification of sporting activity (D2 Use Class) with supporting enabling development’. 3.2 The SPP allocation states that ‘Developments that facilitate more sporting activity may be enabled by more viable uses, subject to meeting planning policy, evidence and consultation.’ 3.3 Within the Merton Core Strategy (2011), the site falls within the Colliers Wood and South Wimbledon Sub-Area (Policy CS1 and within the Wandle Valley sub- area (policy CS5). 3.4 The River Wandle is located approximately 130m west of the site and when the application was originally submitted in November 2014 the site was shown to lie entirely within the 1 in 100 year flood extent (Flood Zone 3a) and partially within the 1 in 20 year flood extent (Flood Zone 3b) of the River Wandle functional flood plain (see Appendix 1). 3.5 Re-modelled flood levels and extents, as provided and undertaken by the Environment Agency in August (2015) now show the site as still lying within the 1 in 100 year flood extent (flood zone 3a) however the extent, depth and duration of flooding is reduced compared to the previous River Wandle catchment model outputs. The site is now not within the 1 in 20 year flood 4 Page 14 extent (Flood Zone 3b) of the River Wandle functional flood plain (see Appendix 2). 3.6 A surface water sewer (culvert) of approximately 1370mm diameter is shown passing through east of the site from Plough Lane to Riverside Road. This culvert is owned and maintained as a Thames Water asset. 3.7 There are no recorded surface water abstractions within 500m of the site. 3.8 Land to the west of the River Wandle is designated as a Local Nature Reserve and is the only recorded designated environmentally sensitive site within 500m of the site (70m from the site).

This move prompted the London Assembly’s Culture, Sport and Tourism committee to look into the issue of redevelopment for London clubs. With Fulham and Brentford yet to secure new stadiums for their clubs and question marks remaining over Arsenal’s and Tottenham’s grounds the issue is a live one. We do not want to see more clubs leave London. During the 2002/03 season about 5 million fans watched professional football in London. In addition, hundreds of thousands of Londoners participate every year in club sponsored community projects and play football. This report seeks to ensure that this added value isn’t lost to Londoners. We did not set out to judge local situations but to tease out lessons learnt by London football clubs. Football is more than just a business: the ties that a club has with its area and the fans that live or come from there are great. We recommend that more clubs have supporters on their board and applaud the work of Supporters Direct in rejuvenating the links between clubs and their fan base.

The buildings on the eastern boundary are in separate ownership and contain a light industrial use (Volante) and Elite motorcycle training fronting Summerstown. The building in the southeast corner contains a food establishment. I’m Meg Hillier, the Chair of the Committee, and I’m joined by my colleagues Len Duvall and Mike Tuffrey. Danny Myers is the Committee Scrutiny Manager and Saba Master is the Committee Administrator. This is our second enquiry into the future of football stadia in London. Chair: There are nine witnesses here this evening; three from London’s football clubs, three from supporters trusts and supporters, and four from residents’ groups. Thank you very much for coming. Charles Koppel, please briefly outline why you saw the only future for Wimbledon FC to move to Milton Keynes? Charles Koppel: We did a considerable amount of work over a long period of time to find alternate locations for the club. A lot of that was done in partnership with Merton council, looking at sites within Merton. We also contacted approximately 35 other boroughs in and around South London and we appointed a leading planning and property firm to undertake a research report on our behalf. After all that came back with no options we realised we needed to look elsewhere. The Milton Keynes opportunity came along and we felt it appropriate to pursue it. Chair: You spent 12 years without a ground. How far a field were you prepared to go out of London? Charles Koppel: I’ve only been at the club for three years so I can’t speak for the previous nine, but it was a big issue for the club.

Umbro designs, sources, and markets football-related apparel, footwear, and equipment. Its products are sold in over 90 countries worldwide. The company was founded by Harold Humphreys, along with his brother Wallace in a small workshop in Wilmslow, Cheshire, inspired by the growing interest in football witnessed nationwide. The name "Umbro" is a quasi-portmanteau inspired from Humphreys Brothers Clothing. Umbro's kit debut was in the 1934 FA Cup final, when both teams Manchester City and Portsmouth wore uniforms designed and manufactured by the company. Other teams supplied by Umbro during the 1930s and 1940s were Sheffield United, Preston North End, Manchester United and Blackpool. Umbro was the official sports manufacturer of the English FA Cup and official sponsor of The FA, being the exclusive supplier of balls to the body's leagues. In 1952, the British team at the Summer Olympics wore Umbro kits, tailored for the needs of their individual sports. Umbro would supply kits for the British Olympics team for the next 20 years. In 1957 Umbro entered the tennis market, producing sports clothing in collaboration with player Ted Tinling. This collaboration extended for three decades. Another sportsman who collaborated with Umbro was Manchester United manager Matt Busby, in 1959. That same year the company started to sell its junior boys' kits, a set of shirt, shorts and socks that would allow young players to wear the same look as their footballing idols.

The applicant The applicant is Galliard Homes and the architect is Sheppard Robson. Strategic issues The proposed sporting intensification of the site, to provide a professional sports venue enabled by mixed-use redevelopment comprising residential, improved squash club and fitness facilities and small scale retail is supported in principle by strategic and local planning policy. Issues regarding flood risk, density, design, transport, affordable housing, children’s play space, urban design and sustainable development have been suitably addressed through the submission of further information and/or the use of planning conditions and section 106 obligations. The Council’s decision In this instance Merton Council has resolved to grant permission. Recommendation That Merton Council be advised that the Mayor is content for it to determine the case itself, subject to any action that the Secretary of State may take, and does not therefore wish to direct refusal or direct that he is to be the local planning authority.

Emma Hayes Manager 3 GETTING TO KINGSMEADOW By car From Kingston - from the one way system, and take Richmond Road (A308) towards Kingston Hospital. Turn right onto Cambridge Road (A2043), and the stadium is less than a mile on the right. From Central London - take the A3 out of London, exiting at New Malden/Worcester Park. Cross over the A3, and take the Malden Road (A2043) towards Kingston. Follow this to the next roundabout. Take the first exit into Kingston Road (A2043 still) and the stadium is one mile on the left. From outside London - M25 Junction 10, take the A3 northbound into London.
