Currently, there are challenges that CCA faces in relationship to recreational opportunities. First, as Clear Creek County embraces and encourages recreational activities, the need for increased staffing, training, specialized equipment will increase. I believe that for recreational users to be comfortable, they have expectations that there will be a certain "safety net" at the point of recreation in case of emergency situations. At this point, CCA has been customized for the needs of the County up until now, basically highway and residential emergencies. CCA will have to evolve with the changing needs of medical response situations. Opportunities are endless with increased recreation in Clear Creek. Background: In response to the BOCC goal: “Define a sustainable Future for Recreation in Clear Creek County” staff has been working on creating a path forward to meet this goal. This goal is unique because there is no department or staff team dedicated to the topic. County Manager Keith Montag, directed staff to create a temporary called the Recreation Goal Group (RGG).

The RGG developed, with significant input and guidance from the BOCC, a workplan, that expanded on the Goal to develop a Strategic Vision Statement, from which we developed 3 Objectives:

1. Expand our organizational capacity for recreation management 2. Inform and include community members in determining our recreation priorities 3. Create Systems and resources to offset the financial and environmental impacts of recreation

Current Status: The RGG has completed Objective 1 with a bit of a modification to the language. We technically just “Explored” our organizational capacity for recreation. Because of the unique circumstance of this Goal having no dedicated team or lead, we really cannot go further than completing Objective 1: Expand (explore) our organizational capacity for recreation management. We hope by helping to understand the full landscape of recreation, we can set the stage for the desired expansion, whether that is through more resources, or simply by better utilizing existing resources.

Key Tactics of Objective 1: The data we collected in items 1 and 2 below was summarized in the last report on 10-1-2019. We have offered some minor updates and are including the actual data (in your packet) for your review.

1. Catalog Recreation Assets: we requested information from 15 agencies regarding areas, types of use, maximum users, level of use etc.

 Received Recreation Asset Inventory from 12 agencies  Received information on 127 assets  Asked the rate the use of their areas according to following scale (which we totally made up) o Unsustainable Use - Maximum mitigation not adequate to discernibly limit impact. o High Impact Use - Maximum mitigation reduces impact damage but not enough. o Sustainable Use - Maximum mitigation effectively limits damage o Moderate Use - Moderate mitigation effectively limits impact o No overuse visible usage - Minimal mitigation needed  We have at least 127 recreation assets, of those about 27% experience use, that the land manager deemed to be “High Impact” or “Unsustainable”.

2. Document our current organizational capacity - We requested information from all the County Departments. We asked for estimates of hours spent on tasks related to recreation (expressed as FTEs), what those tasks were, how much was spent in staff compensation and in non-staff compensation and asked them to list any challenges or opportunities.

 We are spending a total of at least $900K across departments  We have about 4.5 FTEs engaged in Recreation related work.  We have a very fractured set of expenditures that are difficult to get our arms around and have “jury-rigged” line items in the capital budget for certain types of spending.

12/11/2019 3. Identify /recommend needed organizational capacity increases - Rather than develop specific recommendations, we have offered some broad conclusions that characterize the issues we see.

General Conclusions of our Work  We spend a lot of money and time just as a county (not even counting the municipalities) on issues related to people using our recreational facilities and on the recreational facilities themselves. We also do not have any marketing or tourism related expenses included.  We have a 11 departments contributing to the effort with many teams contributing small and non- portable portions of an FTE to work that qualifies as recreation  Of the FTEs noted in the 4.5, none are dedicated to recreation management or strategy. FTEs with significant recreation contribution: o Trails Supervisor – Trails are certainly 100% about recreation and James and his crew manage, build and maintain trails including signage and amenities o Open Space Coordinator – Whether Open Space is 100% about recreation is open to debate. We did count Martha as a full FTE dedicated to recreation, but the reality is, open space is supported by a ton of volunteers, a board and engages in conservation as much as or more than recreation. Developing and managing recreation is not their sole or even primary purpose. o Assistant to the County Manager – Beth does a ton of support work for recreation including supervising James. o Transportation Liaison – By adding the greenway to this role it upped the amount of time spent on recreation and we anticipate more overlap between Transportation and Recreation like usage of the CDOT ROW for recreation. Amy also participates in NOCO PLACES. o Emergency Response – 1.5 FTEs between the Sheriff’s office and EMS supports recreation specific issues  Some of the biggest challenges are in areas that require coordination with a lead agency, especially the USFS  As we consider attempts to grow a recreation economy and assess what role that can play in the future of clear creek county, it is clear that recreation actually is related to many other issues with our community.

Other Considerations  As Open Space moves forward on developing a ballot measure to seek permission from the voters to use funds differently, what considerations with regard to the specific language or goals of that ballot measure might this work inform?  Do we need a more fully-fledged cost benefit analysis to get insight on: o The indirect recreation expenses we have not included (i.e. tourism or similar)? o The recreation revenue generated in total, including the cities and towns? o Build a sample budget for what a recreation department might include or cost?  Consider what other Stakeholders need to be included and when? Objective 2 is about community engagement but without a staff to take that on, how can we accomplish that? Who needs to be engaged now as part of the decision making process as we work to create the organizational capacity for recreation we need?

Recommendation  As the BOCC, use this information to continue to work with Keith to explore organizational solutions that advance the recreation goal and meet the financial realities we face as a County.

WHEREAS, Matt, has served Clear Creek County for over 18 years and the Clear Creek Board of County Commissioners desires to publicly recognize Matt=s continued dedication to the County constituents and to past County Commissioners; and

WHEREAS, Matt could almost be considered a “Founding Father” of the Clear Creek County Open Space Commission joining the commission at the end of their first year of existence; and

WHEREAS, Matt was a dedicated and contributory member of the Commission constantly attending site visits, performing volunteer work, and then keeping count of the money as the Commission Treasurer for years; and

WHEREAS, Matt participated in pivotal acquisitions of the Open Space Commission including the infamous Beaver Brook Watershed, the Floyd Hill Open Space Park, the Greenway Plan, the Geneva Basin Iron Fens, and the Peaks-to-Plains trail through Clear Creek Canyon---each of these epic accomplishments in such a short time; and

WHEREAS, Matt was by default the liability and financial gatekeeper for the Commission given his background in actuarial science---these skills came in very handy when purchasing certain parcels of land; and

WHEREAS, Matt has set an exemplary standard of work ethic for those who should follow behind him – always maintaining a pleasant and professional demeanor and contributing to his community with great integrity; and

WHEREAS, Matt has left the Commission to finally enjoy his own time in the backcountry of Clear Creek’s open space lands and accomplish yet more amazing goals!

WHEREAS, Dawn was basically born and bred at the County courthouse knowing this County facility and its many employees probably better than any of her schools and classmates; and

WHEREAS, Dawn survived not just one but two County Sheriff’s, a remodel of the 911 Dispatch Center, a County Jail remodel, as well as two remodels of the County Sheriff’s Office and lobby; and

WHEREAS, Dawn was always kind and approachable to the visitors at the Sheriff’s Office as most of the time, the visitors were not happy to be there; and

WHEREAS, truly loved the Clear Creek community and became an over-generous volunteer assisting with the Clear Creek Advocates, donor to the Santa Shoppe, the Slacker Races, and the Clear Creek Fire Authority; and

WHEREAS, if you ever wanted to know what anyone was doing at any given time---Dawn would know; and

WHEREAS, Dawn was very good at separating family from work----which is not easy when the Sheriff is your Dad; and

WHEREAS, Dawn, the girl, not Don, the boy---was always confusing when people called the Sheriff’s Office; and

RESOLUTION IN APPRECIATION OF CLEAR CREEK COUNTY PUBLIC SAFETY VOLUNTEER THOMAS THAYER FOR OVER 6 YEARS OF MERITORIOUS SERVICE TO CLEAR CREEK COUNTY

WHEREAS, Thomas, better known as “Tom,” served Clear Creek County for over 6 years and the Clear Creek Board of County Commissioner desires to publicly recognize Tom=s dedication to the County constituents and to past County Commissioners; and

WHEREAS, Tom became a Public Safety Volunteer for the Clear Creek County Sheriff’s Office by installing the large red and white FIRE BAN signs along the east end of the County as needed during fire bans within the county; and

WHEREAS, most likely and unknowingly, Tom aided in the prevention of possible forest fires for over six years within the Clear Creek County boundaries; and

WHEREAS, it is important to note that Tom did not magically appear out of nowhere, he had been a member of the Clear Creek Citizens Emergency Response Team since 2010 helping to draft the CERT bylaws and procedure guidelines; and

WHEREAS, Tom was also a part of the Clear Creek Team that marched at the State Capital for the 9/11 Commemorative Colorado Remembers Event; and

WHEREAS, Tom was dedicated and committed to his position and was always available during any ban to assist with installing dozens of signs as well as taking them down when the ban was rescinded; and

WHEREAS, Tom was available not only for fire bans but also during the 2013 Flood Event whereby he emphatically reminded his fellow EMERGE members to be prepared and self-sufficient; and

WHEREAS, Tom set a commendable example of contribution and dedication to his County and its many County residents and visitors; and

WHEREAS, Tom would go above and beyond checking in with not just one but two County Sheriffs to see if additional help was needed during the time of the fire bans; and

WHEREAS, the Sheriff’s and County offices very much appreciate Tom’s time and investment of this volunteer position as it saved hundreds of man hours for the patrol deputies who could better adhere to the important patrol duties of maintaining public health, safety and welfare; and

WHEREAS, Tom has decided to implement his own ban of sorts and finally retire to do all the things he has wanted to do.

THIS SECOND AMENDMENT TO CHILD SUPPORT SERVICES MEMORANDUM OF UNDERSTANDING, dated for reference purposes only the 4th day of December, 2019, is made and entered into by and between JEFFERSON COUNTY, on behalf of the JEFFERSON COUNTY DEPARTMENT OF HUMAN SERVICES, a body politic and corporate (the “Provider”) and CLEAR CREEK COUNTY, on behalf of the CLEAR CREEK COUNTY DEPARTMENT OF HUMAN SERVICES, a body politic and corporate (the “Department”).

RECITALS

A. The parties entered into a memorandum of understanding for child support enforcement dated January 1, 2014 (as subsequently amended, the “MOU”).

B. The parties desire to amend the MOU to extend its term for an additional year, as set forth herein.

NOW, THEREFORE, for and in consideration of the covenants and conditions set forth herein, and for other good and valuable consideration, the sufficiency of which is hereby acknowledged, the Department and the Provider agree as follows:

1. The MOU shall be renewed for an additional one-year term beginning January 1, 2020, and ending December 31, 2020.

2. Except as amended herein, the MOU shall remain in full force and effect. In the event of any conflict between the MOU and this Second Amendment, the terms and conditions of this Second Amendment shall control.

R-19-60 A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS TO CERTIFY TAX LEVIES OF ALL TAXING ENTITIES WITHIN CLEAR CREEK COUNTY

WHEREAS, the Board of County Commissioners of Clear Creek County has received certification of mill levies from taxing governments within Clear Creek County; and

WHEREAS, the Board of County Commissioners shall levy the property taxes in compliance with CRS § 39-1-111; and

WHEREAS, such levy shall be certified to the County Assessor no later than December 22 in each year;

NOW, THEREFORE, BE IT RESOLVED by the Clear Creek County Board of Commissioners;

Section 1. That the Board of County Commissioners certify that the property tax levies in the attached Colorado State Division of Property Taxation Form 15-DPT-AR, and incorporated herein, are the mill levies as certified to the Board of County Commissioners or required by CRS §13-60- 101.

Section 2. That the County Assessor shall extend such levies to the property tax rolls.

1. Creating the Strategic Vision Statement

What does an attainable/affordable housing look like? Define and expand on the over- reaching Goal of developing a housing vision and programs to further promote quality affordable and attainable housing. This statement will be the foundation of the Work Plan Framework.

A Strategic Vision Statement is about building alignment. To create it we must align thinking on the basics of what attainable/affordable housing means.

“To provide and develop quality attainable housing opportunities and to promote economic independence and self-sufficiency to improve the overall quality of life for our residents.”

Example “Clear Creek County envisions a unified, comprehensive housing function in the County that Strategic facilitates and welcomes robust, balanced housing activity and development that promotes Vision economic independence and self-sufficiency to improve the overall quality of life for our Statement residents.”
