2 The objectives of the CIOFF® Since 1970, CIOFF® has worked for the safeguarding and diffusion of traditional culture. Through its actions, CIOFF® aims at the following objectives: - Promote the intangible heritage, through such forms of expression as dance, music, games, rituals, customs and other arts. - Serve the objectives of UNESCO - Support the activities of its members and those of Non-Governmental Organizations working in the areas of folklore and cultural heritage - Serve the cause of peace, through meeting the above objectives Membership The CIOFF® has more than 100 national sections The National Sections are geographically grouped in Sectors representing the five Continents

Considérant l'importance du patrimoine culturel immatériel, creuset de la diversité culturelle et garant du développement durable, telle que soulignée par la Convention pour la sauvegarde du patrimoine culturel immatériel de 2003 et la Déclaration universelle de l'UNESCO sur la diversité culturelle de 2001. Notant qu'un nombre toujours plus important d'organisations internationales gouvernementales et non - gouvernementales diffuse le patrimoine culturel immatériel, Soulignant le désir des membres des sections nationales du CIOFF® de définir une politique culturelle. Se référant aux piliers des principes de l’UNESCO qui sont la préservation de la culture traditionnelle et populaire Etant donné l'article 6 de ses statuts : Pour maintenir la paix renforcer l'amitié entre les peuples, le CIOFF® promeut la compréhension entre les nations, particulièrement dans le domaine de l'art populaire et de la culture traditionnelle, selon les principes de l'UNESCO. 10 KULTURPOLITIK DES CIOFF® PRÄAMBEL Der "Internationale Rat von Organisationen von Folklore Festivals und Traditioneller Kunst " (CIOFF®) ist eine Organisation in offizieller Partnerschaft zur UNESCO. Unter Beachtung der Bedeutung des immateriellen kulturellen Erbes als treibende Kraft der kulturellen Vielfalt und als Garantie dauerhafter Entwicklung, wie in dem UNESCO Übereinkommen zur Erhaltung des immateriellen Kulturerbes von 2003 und in der UNESCO Konvention zur kulturellen Vielfalt von 2001 betont Unter Berücksichtigung, dass eine steigende Anzahl von internationalen Regierungs- und Nichtregierungsorganisationen sich mit dem immateriellen, kulturellen Erbe beschäftigen Unterstreichen des Wunsches der Nationalen Sektionen des CIOFF® eine Kulturpolitik nach den Beratungen vom Juli 1996 zu definieren Gegeben in Artikel 6 der Satzung Um Frieden zu bewahren und die Freundschaft zwischen Ländern zu festigen, fördert CIOFF® internationale Verständigung speziell auf dem Gebiet der Volkskunst und Volkskultur gemäß den Prinzipien der UNESCO.

14 Since the beginning of his existence, CIOFF® is interested by the identification of the style of traditional programs on the stage. In October 1985 through an International Conference of experts in Fribourg – , a first classification was adopted. During the World Congress 2005 of CIOFF® in South Africa, a workshop was devoted at this question and a general consultation followed this first exchange. Finally, a working group has established a new version of the definitions of the traditional programs on the stage, taking in consideration the content and the styles of expression.

15 Definition of traditional programs on the stage Intangible cultural heritage should be considered as a progressive process of which the main characteristics are creative activities based on tradition. From this point on, in order to define programs presented by ensembles of traditional expression, it is necessary to specify at the same time contents and style of expression.

Photo CIOFF® In accordance with the definition of the Convention of Safeguarding of the Intangible Cultural Heritage of UNESCO, a program will be considered as representing traditional culture if its content comes from or is inspired by intangible cultural heritage, namely: transmitted from generation to generation constantly re-created by communities and groups in response to their environment, their interaction with nature and their history provides a sense of identity and continuity promotes respect of cultural diversity and human creativity To serve the cause of traditional culture the ensembles choose a style and a way of expression. In accordance with its main activity, which is the organization of

16 festivals of traditional culture, CIOFF® wishes to define the styles of expression through song, music and dance as outlined below: A program will be considered as representing authentic expression: if the content is regional if the costumes are authentic or faithfully reconstructed if music and dance are presented without arrangement A program will be considered as representing elaborated expression: if the content covers a number of regions if the elements of costumes are adapted if the music is harmonized and the elements of dance modified if the creation of new dances uses traditional and authentic elements. A program will be considered as representing stylized expression: if the content draws its inspiration from the traditional culture of its country if the costumes are re-created for the needs of the stage if the music and the elements of dance are adapted and re-created to meet the needs of a modern scenic transposition if the creation of new dances and music uses traditional elements to represent the creative ideas of the choreographer and the musician.

17 Définition des programmes traditionnels sur scène

Le patrimoine culturel immatériel doit être considéré comme un processus évolutif dont une des principales caractéristiques est l'activité créatrice basée sur la tradition.

Dès lors, pour définir les programmes présentés sur scène par les ensembles d'expression traditionnelle, il convient de préciser à la fois le contenu et le style d'expression.

Conformément à la définition de la Convention sur la sauvegarde du patrimoine culturel immatériel de l'UNESCO, un programme sera considéré comme de culture 18 traditionnelle si son contenu provient ou est inspiré du patrimoine culturel immatériel : transmis de génération en génération recréé en permanence par les communautés et les groupes en fonction de leur milieu et de leur interaction avec la nature et de leur histoire procurant aux communautés et aux groupes un sentiment d'identité et de prospérité contribuant ainsi à promouvoir le respect de la diversité culturelle et la créativité humaine. Pour servir la cause de la culture traditionnelle, les ensembles choisissent un style et un moyen d'expression. En fonction de ses activités principales, dont l'organisation de festivals de culture traditionnelle, le CIOFF® souhaite définir les styles d'expression à travers le chant, la musique et la danse. 2020: 50 th Anniversary of CIOFF® - 75 th Anniversary of UNESCO In the year 2020 we are celebrating 2 very important anniversaries: 75 years ago, the UN agency UNESCO was created to promote education, science and culture as key elements for development, prosperity, mutual understanding, tolerance and peace in the whole world. Today 193 states are participating in implementing many different Conventions in their governments and also involving social society – NGOs. 50 years ago, CIOFF® was born in Confolens (France) by Henri Coursaget as an NGO to provide a network for international folklore festivals and promote traditional art all over the world. CIOFF® developed through many Congresses, Forums, Cultural Conferences, Folkloriadas and many other cultural events to the NGO with a very visible aim to safeguard, promote and present all forms of Intangible Cultural Heritage. In 2003 UNESCO voted a new Convention for Safeguarding and promoting Intangible Cultural Heritage - CIOFF® recognized the role of NGOs in this Convention and its own role in the implementation of above-mentioned Convention on international, national and local level. After having obtained the official partnership with UNESCO and accreditation to provide services to the UNESCO ICH Committee CIOFF® adopted a new Strategy and Cultural Policy to incorporate and serve better the UNESCO aims in CIOFF® work. We realised that CIOFF® international festivals are representing the worldwide contribution to saveguard living traditions and together with other cultural activities CIOFF® is a real partner of promoting most important UNESCO aims – building peace in the world of today and tomorrow. The Organization of the CIOFF® Flagship event – CIOFF® International Festival in UNESCO headquarter every year is also one important event done together.

En el año 2020 celebramos 2 aniversarios muy importantes:

Hace 75 años, la agencia de la ONU UNESCO fue creada para promover la educación, la ciencia y la cultura como elementos clave para el desarrollo, la prosperidad, el entendimiento mutuo, la tolerancia y la paz en todo el mundo. Hoy, 193 estados participan en la implementación de muchas convenciones diferentes en sus gobiernos y también involucran a la sociedad civil - ONG.

Hace 50 años, CIOFF® nació en Confolens (Francia) creado por Henri Coursaget como una ONG para proporcionar una red de festivales internacionales de folklore y promover el arte tradicional en todo el mundo. CIOFF® ha desarrollado muchos congresos, foros, conferencias culturales, folkloriadas y muchos otros eventos culturales con un objetivo muy visible, salvaguardar, promover y presentar todas las formas de patrimonio cultural inmaterial.

Im Jahr 2020 feiern wir 2 sehr wichtige Jubiläen:

Vor 75 Jahren wurde die UNO-Sonderorganisation UNESCO gegründet, um Bildung, Wissenschaft und Kultur als Schlüsselelemente für Entwicklung, Wohlstand, gegenseitiges Verständnis, Toleranz und Frieden in der ganzen Welt zu fördern. Heute beteiligen sich 193 Staaten an der Umsetzung vieler verschiedener Konventionen in ihren Regierungen und beziehen auch die soziale Gesellschaft - NGOs - mit ein.

Vor 50 Jahren wurde der CIOFF® in Confolens (Frankreich) von Henri Coursaget als NGO gegründet, um ein Netzwerk für internationale Folklorefestivals zu schaffen und die traditionelle Kunst in der ganzen Welt zu fördern. CIOFF® entwickelte sich durch viele Kongresse, Foren, Kulturkonferenzen, Folkloriadas und viele andere kulturelle Veranstaltungen zu der NGO mit dem sehr sichtbaren Ziel, alle Formen des Immateriellen Kulturerbes zu schützen, zu fördern und zu präsentieren.

Im Jahr 2003 stimmte die UNESCO für eine neue Konvention zum Schutz und zur Förderung des Immateriellen Kulturerbes - CIOFF® erkannte die Rolle der NGOs in dieser Konvention und seine eigene Rolle bei der Umsetzung der oben genannten Konvention auf internationaler, nationaler und lokaler Ebene an. Nachdem CIOFF® die offizielle Partnerschaft mit der UNESCO und die Akkreditierung zur Erbringung von Akkreditierung zur Beratung des UNESCO ICH- Komitees erhalten hatte, nahm es eine neue Strategie und Kulturpolitik an, um die Ziele der UNESCO in die Arbeit des CIOFF® einzubeziehen und ihnen besser zu dienen. Wir haben erkannt, dass die internationalen CIOFF® Festivals den weltweiten Beitrag zur Bewahrung lebendiger Traditionen darstellen und dass CIOFF® zusammen mit anderen kulturellen Aktivitäten ein echter Partner bei der Förderung der wichtigsten Ziele der UNESCO ist - der Schaffung von Frieden in der Welt von heute und morgen.

Die Organisation des CIOFF®-Flaggschiffs Events - das Internationale CIOFF®- Festival im UNESCO-Hauptquartier - ist ebenfalls eine wichtige gemeinsame Veranstaltung.

Aus diesem Grund können die beiden Jubiläen gemeinsam gefeiert werden, mit vielen guten Wünschen für CIOFF® und UNESCO für eine bessere Zusammenarbeit in der Zukunft!

July, 18 – August, 1, 2020 VI CIOFF® World Folkloriada 2020 will be held in the Republic of Bashkortostan, Russia. Bashkortostan is one of the leading regions with a great experience in conducting different kinds of international events – festivals, forums, conferences, etc. The days of Folkloriada 2020 are appointed as follows: July, 16-17 – arrival of participants July, 18 – Opening Ceremony July, 19 – Parade of participants July, 20–29 – Festival Program July, 30 – a free day, excursions, etc. July, 31 – Parade of participants August, 1 – Closing Ceremony August, 2 – departure of participants

The Festival will cover the whole territory of the Republic. The program of Folkloriada 2020 will consist of number of colorful activities: concerts, parades, forums, playing traditional folk games, workshops, making and trying different tasty cuisines, exhibitions of handicrafts, excursions and so on. th During the 48 CIOFF® World Congress and General Assembly which was held in Ufa there were meetings of EXCO members and officials of the Republic concerning the questions of accommodation, transportation, medical care, catering, security, the officials also discussed possible venues for the opening and closing ceremonies of Folkloriada.
