Hasselmann Chair in Geological Engineering Missouri University of Science & Technology DAM SAFETY LEGISLATION • In 1915 the State legislature passed a law requiring all plans for dams and reservoirs to be submitted to the State Engineer for approval,but the act provided no penalty for failure to comply. • Following a 2-year study, in August 1916 the State Reclamation Board issued a report recommending that the State Engineer regulate all storage reservoirs. • No further action was taken by the legislature until after January 1916 floods in Southern California FLOOD OF JANUARY 1916 • Sweetwater Dam was raised 15 feet in 1910-11, increasing the reservoir capacity by 70% (designed by James D. Schuyler). • In January 1916, 8 to 20 inches of rain fell on the area, causing a peak discharge of 45,500 cfs for an hour, and an average flow of 20,000 cfs over 24 hours. The dam was overtopped to a depth of 3.66 feet, washing out the south abutment dike (shown here). 8 people were killed by the flooding. We would never build an arch dam in such fractured rock today. The new, expanded service will begin Aug. 14. Metrolink launched Saturday service on the Ventura County Line on May 29 with one roundtrip connecting Moorpark, Simi Valley, Chatsworth, Northridge, Van Nuys, Burbank Airport, Burbank Downtown, Glendale and Los Angeles Union Station. The service is made possible from funding provided by the Ventura County Transportation Commission (VCTC) and Los Angeles Metro. The expanded Saturday service will depart the Ventura-East Station at 8:15 a.m. and will arrive at Union Station at 10:07 a.m. The return trip leaves Union Station at 4:28 p.m. and arrives at Ventura-East at 6:16 p.m. Travelers wanting to travel northwest can depart Union Station at 4:28 p.m. on Saturday and return Monday. Metrolink train times can be seen at metrolinktrains.com/schedules. Travelers to Los Angeles arrive at historic Union Station, where they are just a short walk or Metro connection from destinations including Olvera Street, Grand Central Market, Chinatown, Angels Flight and many other attractions. Families can also stop at destinations along the way, such as the Arroyo Simi Bike Path, CSU Northridge and the Burbank Airport. “When Metrolink Saturday service first launched from Moorpark in May, we received numerous requests to extend the service to Ventura,” said VCTC Executive Director Darren Kettle.

The irregular-shaped Project Site is located within the Runyon Canyon Park area of the City and is approximately 0.5 miles south of Mulholland Drive in the Hollywood Hills. The Project Site is west of US Highway 101 and the Hollywood Bowl. The total area of the Project Site is 197,435 square feet. The Project Site contains the existing single-family residence known as the Headley/Handley House. The Headley/Handley House was designated a Los Angeles Historic-Cultural Monument (HCM) #563 on July 14, 1992; therefore, the Headley/Handley House is a “historical resource” pursuant to CEQA and subject to the provisions of the City of Los Angeles Historic Preservation Ordinance. The proposed building would include a basement, first floor area, and second floor area totaling roughly 11,284 square feet in size. There would also be an attached four-car garage. The existing historical structure would remain intact (i.e., the Headley/Handley House). As part of the Project, the owner is requesting that the existing structure be reclassified as a “guest house,” with kitchen, but no physical changes would be made to that structure as part of the Project. The new primary residence would become the primary building on the Project Site.
