The City Council wants to work with local communities to plan for their future now that the pressure of outside housing targets has been removed. This will contribute to the next stage of the Local Development Framework (LDF) and we’ve called the process ‘Blueprint’.

I wrote to you recently to introduce you to the Blueprint exercise and to tell you about your link officer. I now have pleasure in enclosing a Blueprint pack for your Parish Council.

We hope that there will debate and discussion in every place about the priorities and issues for the future. Parish Councils are key to this. The consultation period begins on October 4 th 2010 and runs until December 10 th 2010. After that we will take all the local views and prepare a draft local development framework for local consultation in the spring of 2011.

To give focus and shape to Blueprint, and to give a starting point for discussion, we have created a pack of information and six ‘characters’ which can be used to help run consultation/discussion events. This will be sent to anyone who wants one, but we would particularly encourage Parish Councils and other groups to use them. Welcome to ‘Blueprint’ your chance to help shape your community - our new consultation commencing 4 th October 2010

Please find enclosed your Blueprint pack.

Creating and keeping great places to live. Making sure that we have the jobs and services in the future, protecting our environment and having enough housing to maintain decent living standards. That is what long term planning is about – the future of our communities.

The new coalition Government has changed the system by which local councils draw up their long term planning documents. They are still called ‘local development frameworks’ but instead of starting with national targets, they now start with local requirements about the nature, amount and timing of development. It is still the Council’s job to take all these matters into account and to produce a set of policies which are sensible given the issues we face.

Whilst we can be pleased to have local responsibility, it’s also a major challenge. Looking ahead ten or even twenty years what kind of places do we want to live in? How do we allow them to change? What matters most as we look into the future at the social and economic issues that affect us?

It’s a task we need to take very seriously and with an open mind. It cannot be right only to think about our own immediate interests or views. We have to think ahead and question the assumptions we might normally make. Because if we don’t get our planning right, the consequences may not only damage us but they may damage the communities we thought we were protecting.

The City Council has to produce its new plan, the local development framework, next year because all of its old planning policies are getting out of date. We’ve called the process ‘Blueprint’ because the plan is just that - the instructions and guidance that will shape what our communities will look like in the future.

The City Council is committed to involving all of its communities in shaping their own future. We’ve already consulted on our Community Strategy which identifies the ‘big issues’ that we want to work on with our partners. These are:

• promoting active communities where people are healthy, have access to the services they need and contribute to the success of the places they live

• achieving a prosperous economy which promotes the long term prospects for Winchester district

• living in a high quality environment, whether it is the countryside around us or the built environment in which we live an work. Of particular concern is to reduce the negative effects we have on the environment, both locally and through our own contribution to the national picture.

The “Blueprint” process aims to capture solutions for local communities. It begins on October 4 th 2010 and runs until December 10 th 2010. After that we will consider all the comments made and prepare a draft local development framework for consultation in 2011.

To give focus and shape to Blueprint, and to give a starting point for discussion we’d like you to consider the future of six ‘characters’ that we’ve created specially. You’ll find details of the characters in this pack, and have a look at our dedicated website www.community-blueprint.co.uk , for more detail.

People like these characters live in almost every community. Not exactly like them of course, but we think you’ll recognise them. We’ve created them because they’re the kind of people who want a future in our communities and on whom our communities depend. They may not be like you – but we invite you to consider their situation rather than your own as a focus for the discussion. Put yourself in their place; debate the issues from their perspective. Of course you’ll use your own knowledge and have your own concerns but try to apply them to these people as well.

We hope that some children and staff at your school, or you as an individual, will take part in the process and give us your thoughts. Our pack contains some suggestions about how you might organise events or activities to get people’s views. We don’t mind how you do it, but we would appreciate you using our characters and the information we’ve provided as the basis for your response. Responses need to be returned to the City Council by 10 December 2010.
