    BANK MERGERS: IS BIGGER BETTER? Introduction In January 1998, the Bank of Montreal and the Royal Bank of Canada announced plans to merge and create one superbank. A few months later, in April, the Toronto Dominion Bank and the Canadian Imperial Bank of Commerce announced similar plans. The proposed bank mergers caught many people off guard, including Minister of Finance Paul Martin. In a Macleans interview, Martin said, "Just because they decided to get into bed together doesnt mean that I have to bless their union." Martins message seemed to be that Ottawa, not the banks, would decide the future of banking in Canada. "There will be no mergers in the banking sector until we are convinced that [it] is what is best for Canadians, and we will not be stampeded into making that decision." According to the banks, the proposed mergers were a natural response to a changing and highly competitive global marketplace. Mergers, they said, provide a way of maintaining a strong Canadian presence in the banking industry. Certainly, recent technological advances have dramatically changed the manner in which the financial services industry conduct their business, and the above- mentioned banks feel, therefore, that they need to be bigger to compete and to have a substantial presence in the global banking community. Martin himself acknowledged the changed nature of banking when he said, "If you look back at banking five years ago, you might as well look back two centuries." While the proposed bank mergers brought attention to the challenges facing Canadas banks, these challenges are not peculiar to the banks alone.

The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences subject to such conditions related to the circumstances of the licensee as the Commission deems appropriate for the implementation of the broadcasting policy set out in section 3(1) of the Act and to amend those conditions on application of the licensee. 2. Pursuant to this authority, the Commission approves the application by Aboriginal Multi-Media Society of Alberta (AMMSA) to amend the broadcasting licence for the Indigenous (Type B Native)1 radio programming undertaking CFWE-FM-4 Edmonton, Alberta, to add a low-power FM rebroadcasting transmitter in Janvier, Alberta, to serve the Chipewyan Prairie First Nation.     Financing Your Farm Operation 13 Resource Kit for Nova Scotia Farmers Getting Money for Your New Farm Enterprise With any new farm venture, the importance of starting out with personal savings cannot be understated. Whether they’re used to completely finance a small farm business as a supplement to your day job, or to put a substantial down payment into a million-dollar farm purchase, those savings can make a big difference to the success of your operation. It is worth the wait to build your own farm start-up account. If you are starting a new business, set aside the personal cash you have available for your farm in a separate bank account called your “farm account.” Use this money judiciously for start-up expenses. When you earn income from the sale of farm goods, replenish this farm account and continue what you can afford for your farm. Chances are you will be inspired and creative with your purchasing knowing you have to stretch those dollars. Once your products have a clear demand and you are not able to keep up with sales, then it is time to consider a loan or financing to allow for more rapid expansion of the profitable aspects of your farm.
