SL1: Amendment to the Criminal Justice (Sentencing) (Licence Conditions) (Northern Ireland) Rules 2009 Department of Justice officials joined the meeting at 2.11 p.m. The officials outlined the key points in relation to the policy intent behind the proposed Statutory Rule. The oral evidence was followed by a question and answer session. The officials agreed to provide further information on a number of issues. The Chairperson thanked the officials for their attendance. The Committee moved into open session at 3.17 pm. Agreed: The Committee agreed that the oral evidence session on the Stocktake of Policing Oversight and Accountability should be reported by Hansard. 2. Apologies As above. The Clerk informed the Committee that, under Standing Order 115(6), Jemma Dolan MLA had delegated authority to the Deputy Chairperson, Linda Dillon MLA, to vote on her behalf. 3. The following representative from Victim Support NI joined the meeting via StarLeaf at 2.04 p.m. Louise Kennedy, Policy and Communications Manager, Victim Support NI Ms Kennedy outlined a number of key issues in relation to the provisions of the Protection from Stalking Bill and highlighted a number of areas not currently covered in the Bill. -

The range of initiatives access over 170 projects, which includes a mix of regular commissioning work and innovative development work testing new ideas. Over 250,000 individuals and groups were direct beneficiaries of the programmes; however, previous evaluations have demonstrated that the cascade effect of these initiatives was at least threefold. One of the major challenges this year was addressing a fluent financial environment; in one hand having to yield baseline funding for efficiencies while on the other bidding for in-year non-recurrent funding from new funding earmarked under the Programme for Government for Public Health. -
Northern Ireland: Local Government and Politics
6.6 Northern Ireland: local government and politics Local authorities play key roles in the devolved government of Northern Ireland, as expressions of communities that were in the past highly polarised on religious and political lines. They are also the only other source of elected legitimacy to the Northern Ireland Assembly and Executive (which have not been functioning for over a year and a half at the time of writing). Local councils can act as checks and balances on the domestic concentration of power. James Pow explores how democratically local councils have operated in difficult conditions. What does democracy require of Northern Ireland’s local governments? ✦ Local governments should engage the wide participation of local citizens in their governance via voting in regular elections, and an open interest group and local consultation process. ✦ Local voting systems should accurately convert parties’ vote shares into seats on councils, and should be open to new parties entering into competition. ✦ As far as possible, consistent with the need for efficient scales of operation, local government areas and institutions should provide an effective expression of local and community identities that are important in civil society (and not just in administrative terms). ✦ Local governments should be genuinely independent centres of decision-making, with their own sufficient financial revenues and policy autonomy to be able to make meaningful choices on behalf of their citizens. ✦ Given the special history of Northern Ireland, deliberative policy-making has a particularly key role in building local political harmony and understanding of multiple viewpoints and interests. ✦ Local governments are typically subject to some supervision on key aspects of their conduct and policies by a higher tier of government.
