The CoVID-19 pandemic has put humankind in a difficult position. while fighting daily with this terrible disease, governments are doing their best, so their countries can survive the challenges ahead of them. one year after the pandemic started, it is obvious that the global political and economic situation is worse than it was before and that the divide between the East and the west is even wider. Escalation of problems at the political, economic, security and health level is decreasing the global stability. Protectionism, self-reliance, and even self-centredness are processes that are shaping today’s global environment. we are witnessing discussions about the winners and losers of the pandemic, although, at the start of 2021, more than 2 million people worldwide died because of the pandemic. Because of that, we need to ask ourselves – where are we going and what are we going to change? In these circumstances, the Institute of International Politics and Economics and the Faculty of Security Studies, University of Belgrade, were persistent to keep their tradition and publish their yearly book with a thematic collection of papers. This is the fourth year in a row in which these two institutions are issuing a book. This year with a new current topic – Europe in Changes: The Old Continent at a New Crossroads. Katarina Zakić, from the Institute of International Politics and Economics, Serbia and Birgül Demirtaş, from the Turkish-german University, Turkey, edited the Collection of Papers. The review board consists of the distinguishing scientists from Brazil, Russia, Austria, Italy, China, Bosnia and herzegovina, and north Macedonia. Scientific papers were written by the authors from Serbia, the United Kingdom, Slovakia, Russia, Turkey, the US, China, Slovenia, Romania, and the Czech Republic. while making plans for this book, we kept in mind the current changes in today’s Europe, but at the same time, we also wanted to emphasise old problems that still exist. we also wanted to give the opportunity to the 11 Europe in changes: The old continent at a new crossroads authors from all over the world to share their ideas and views on the perspective and vision of old/new Europe. According to the topics and research questions covered in this book, the papers were divided into four thematic units. The first one is named European Relations and European Security in the 21st Century: Trend and Transformation. The authors covered a variety of topics such as issues regarding national security versus EU security, national legal systems versus the EU laws, energy security, digital sovereignty, the refugee crisis and nATo role in European security. The second part of the book is titled Global Europe: the Position of European Countries in World Politics. In this chapter, the authors shared their opinion on the European Union‘s present struggles and interest in international politics. The authors explained major issues and relations that are influencing the EU’s foreign politics with the Indo-Pacific, Russia, the US and China. on the other hand, some papers were dedicated to the internal struggles within individual countries such as germany, Slovenia and Belarus. In the third part of the book, called Two Faces of Europe: Unity or Division, the papers are highlighting the problem of division within the EU, whether those problems are related to ideology, religion, separatism, or the problems regarding the escalation of right-wing parties in Europe. In the end, the fourth part is named New Trends on the Economic Horizon in Europe. This chapter is dedicated to the economic issues within the EU, connected to protectionism, funding of the world Trade organisation, economic cooperation with China during the pandemic and the EU cooperation with the Latin American countries. In total, 23 papers written by 29 authors are indicating the main crossroads that Europe is facing. Some of them are old, and some are new. In that constant pursuit of the right road, it is difficult to say in advance whether it will be a good one or bad. It is, therefore, necessary to persistently analyse, learn and understand. we hope that this book will be a road to a better understanding of Europe for the readers. Professor Vladimir n.     81 FROM RUSSIA WITH LOVE: INTERNAL BALANCE OF POWER IN RUSSIA AND THE SURVIVAL OF LUKASHENKO’S REGIME Laurynas Jonavičius* Abstract This article analyses the relationship between the stability of Alexander Lukashenko’s authoritarian rule and the power balance of different factions competing for power in Russia. The article aims to demonstrate that Lukashenko’s survival not only depends on his ability to trade on Belarus’s geopolitical position between Russia and the West but is also is a function of the existing composition of the ruling elite in Moscow. Being increasingly dependent on Russia’s political and economic support as well as on its energy, Lukashenko manages to use Russia’s internal situation of informal political competition by supporting one or another side. Historically, Lukashenko relied on the support and cooperation of groups that were associated with soviet nostalgia, interests in increasing the state’s role in political and economic life as well as representatives of military and military-industrial complex in Russia. Changes to the balance of power within Russia, the withdrawal of older factions and the entrenchment of new ones, has significantly decreased Lukashenko’s ability to manoeuvre in Russian political life and has minimised his ability to manipulate the competition among the Russian power elite. While retaining some leverages and sporadic contacts with the siloviki faction in Russia, Lukashenko faces more and more difficulties in defending his country’s sovereignty and his own autonomy. Introduction Lukashenko does not love Russia; he loves power. The paradox is that Lukashen- ko needs Russia to remain in power, yet Russia is also the only player capable of removing him from power.

REED* Introduction The collapse of the Soviet Union has allowed the legal community to observe the creation and early trials of several new constitutions. One notable commentator referred to East-Central Europe as a "constitutional laboratory."' Few expected the rule of law to graft easily onto governments and peoples ruled for decades by authoritarian regimes. As expected, the progress made by these states in the last decade varies. Belarus arguably achieved least, and remains classified generally as a state reverting to authoritarianism. 2 President and former collective farm manager Alexander Lukashenka's political abuses deserve some share of blame for this backsliding. However, additional political, social, and judicial factors hinder Belarus' transition to the rule of law.

Jenne Budapest, Hungary 2017 CEU eTD Collection ABSTRACT This thesis tackles the question of a broader pattern of Belarusian identity shifts in the post- Soviet period and implications of international pressures which combine to produce different identity dynamics. The research explores Belarusian identity dynamics by embedding the question of national identity in the theoretical frameworks of competitive authoritarianism and situational nationalism. The example of Belarus illustrates the implications that forces on the international level can have on domestic ideational arrangements. Coalescence of distinct types of international pressures in a fluid and competitive identity setting can enhance and weaken particular types of national identity campaigns. A combination of different levels of democratizing pressure and alternative support from a hegemonic power providing the means of the authoritarian regime sustainment has two effects. Firstly, it affects how the national identity discourse is constructed, and secondly, it creates different patterns of self-identification among the society. The stronger the support of an alternative hegemonic power is, the stronger the appeal of particular identity campaign is for the population.

Abstract: Belarus is often considered as ‘the last authoritarian state in Europe’ or the ‘last Soviet Republic’. Belarusian policies are not a popular research topic. Over the past years, the country has made headlines mostly as a regime violating human rights. Since the Russian aggression on Ukraine, Belarus has been getting renewed attention. Minsk was the scene of a series of talks that aim at stopping the ongoing war in Ukraine. Western media, scholars and society got a reminder that Eastern Europe was not a conflict-free zone. This article puts military security policy of Belarus into perspective by showing that Belarus ‘per se’ is not a threat for neighboring countries; Belarus dependency towards Russia is huge; thus, Minsk has a small capability to run its own independent security policy; military potential of Belarus is significant in the region, but gap in equipment and training between NATO and Belarus is really more; it is in the interest of Western countries to keep the Lukashenko’s regime in Belarus.     Belarusian State Ideology: A Strategy of Flexible Adaptation Katsiaryna Yakouchyk∗ Jean Monnet Chair for European Politics, University of Passau, Germany Abstract While in some Eastern European countries a wave of colored revolutions challenged existing political orders, Belarus has remained largely untouched by mass protests. In Minsk, the diffusion of democratic ideas leading to the mobilization of population meets a stable authoritarian regime. Nevertheless, the stagnating democratization process cannot be only attributed to the strong authoritarian rule and abuse of power. Indeed, Belarusian president Alexander Lukashenko still enjoys popularity by a large part of the population. Although international observers report that elections in Belarus have never been free and fair, few commentators doubt that Lukashenko would not have won in democratic elections. This evidence suggests that the regime succeeded in building a strong legitimizing basis, which has not been seriously challenged during the last two decades. This paper explores the authoritarian stability in Belarus by looking at the patterns of state ideology. The government effectively spreads state ideology since the early 2000s. Ideology de- partments have been created in almost all state institutions. The education sector has been affected by the introduction of the compulsory course “The Fundamentals of Belarusian State Ideology” at all universities, and increasing attention to the patriotic education at schools. Based on document analysis, I trace the creation of “ideological vertical” in Belarus and focuse on the issue of ideology in education and youth policy sectors. 1 Introduction Authoritarian stability has attracted growing scholarly attention in the recent years, not less because of evident failures of Western democracy promotion initiatives (e.g., Grimm, 2015).
