Washington Tourism Marketing – David Blandford, Senior Vice President of Public Affairs at Visit Seattle and Tourism Alliance Co-Chair Mr. Blandford discussed efforts to implement a statewide marketing plan to support tourism activities throughout Washington. Mr. Blandford discussed the Washington Tourism Alliance’s work to implement the statewide marketing plan and work with local communities to ensure that tourism activities benefit all regions of the state.

Washington Maritime Blue – Joshua Berger, Maritime Sector Lead, Washington State Department of Commerce

Mr. Berger, provided an overview of the Washington Maritime Blue Strategy and efforts to implement it. The strategy’s goal is to have Washington be home to the nation’s most sustainable maritime industry by 2050. The strategy will be utilized to support proposed policies, funding mechanisms, demonstration projects, workforce initiatives and the development of a Maritime Innovation Center.

The Central Puget Sound Economic Development District Board will next meet on October 2, 2019, from 1:00 – 3:00 p.m. in the PSRC Boardroom.

The Central Puget Sound Economic Development District (CPSEDD) Vice President position has become vacant. CPSEDD President Terry Ryan has nominated Tom Florino to fill this position for the remainder of the current officer term, ending at the February 2020 board meeting.

RECOMMENDED ACTION

The board should elect Tom Florino as Vice President of the Central Puget Sound Economic Development District to fill the remainder of the current term.

DISCUSSION

CPSEDD President and Vice President serve a two-year term. The current two-year term began at the February 2018 board meeting and will end with the election of new officers at the board’s February 2020 meeting.

According to the CPSEDD bylaws, a vacancy occurring in the office of Vice President is filled by election of a replacement to serve for the unexpired portion of the term. President Terry Ryan has nominated board member Tom Florino to fill the remainder of the current Vice Presidential term.

Brian McGowan, CEO of Greater Seattle Partners, will discuss the Regional Prosperity Plan, which will guide the organization’s efforts to coordinate and lead regional promotion and economic growth over the next three years.

DISCUSSION

The region’s economy is diverse and fast-growing, but is also facing unprecedented challenges. Growth and prosperity have been unequally distributed. Not every person has had the opportunity to prosper, and some of our largest employers are struggling to find talent for jobs that remain unfilled. The region faces the threat of global competition as other regions aggressively pursue the same businesses, jobs, and investments sought here. In response, a coalition of private- and public-sector leaders, led by Challenge Seattle CEO and former Governor Christine Gregoire, launched Greater Seattle Partners in 2018. This new regional partnership was designed to coordinate and lead regional promotion and economic growth problem solving, while serving as a force multiplier for economic development partners throughout the region.

During the past year, GSP has formed, hired initial primary staff, conducted extensive strategy development, and begun implementation. Now GSP is ready to take a major step forward by dramatically increasing its capacity to deliver results for the region, implementing this proactive approach to driving and sustaining regional prosperity – for all.

The Regional Prosperity Plan describes goals and strategies designed to: • build the region’s global identity to attract new investment and advance trade, • attract and retain talent to strengthen our regional competitiveness, and • elevate regional economic development to achieve inclusive economic growth.

Mr. McGowan will highlight key elements of the 2020-2022 Regional Prosperity Plan.

Subject: Amazing Place Midpoint Review

Amazing Place, the region’s economic strategy adopted in 2017, is reaching the midpoint of the planned five-year implementation. Staff will provide an overview of implementation efforts to date.

DISCUSSION

At its September 2017 meeting, the EDD Board adopted Amazing Place as the region’s economic strategy. Amazing Place serves as the official Comprehensive Economic Development Strategy (CEDS) for the Central Puget Sound Economic Development District, as approved by the U.S. Economic Development Administration. The CEDS is designed to build capacity and guide the economic prosperity and resiliency of an area or region and must be updated at least every five years. Amazing Place is approaching the midpoint for its five-year implementation period.

Amazing Place builds upon other regional planning efforts, and many partners help implement the strategies identified. Since adoption, staff has regularly tracked and reported to the board on ongoing efforts and accomplishments that work to implement the strategy. These implementation efforts include industry analysis and development efforts, new programs and partnerships, regional planning efforts, legislative changes, and investments in new facilities, technologies, programs and public works infrastructure. At the October meeting, staff will provide an overview of implementation efforts to date and highlight the board and staff’s role in implementation.

Amazing Place: Growing Jobs and Economic Opportunity in the Central Puget Sound Region

Amazing Place serves as the official Comprehensive Economic Development Strategy (CEDS) for the Central Puget Sound Economic Development District, as approved by the U.S. Economic Development Administration. Below is an update on recent efforts and accomplishments that PSRC staff and other regional partners are working on to implement the strategies adopted in the region’s economic strategy; Amazing Place.

Ultra-High-Speed Ground Transportation Study (link) Lead: Washington State Department of Transportation Completed: 07/2019 In 2017-2018, WSDOT undertook a preliminary feasibility study to analyze the potential for an ultra- high‐speed ground transportation (UHSGT) system. UHSGT is defined as a system that could connect Vancouver, BC; Seattle, WA; Portland, OR, (and points in-between) with frequent trains running as fast as 250 mph. The study estimated the ridership, revenue, capital and operations and maintenance costs, and public benefits. Projected annual ridership was estimated to be between 1.7 to 2.1 million in 2035, and the estimated capital costs ranged from $24 billion to $42 billion. In 2018, the Washington State Legislature approved funding for a business case analysis of UHSGT. Published in 2019, the business case—highlighted in GeekWire—evaluates economic impacts of UHSCT, delineates hypothetical routes and stations, and recommends delivery and governance models. Findings include the potential for economic growth potential in excess of $355 billion and the creation of 200,000 new jobs related to construction and ongoing operation of the service. Airport Community Ecology Fund Awards (link)

The Airport Community Ecology (ACE) Fund, authorized by the Port of Seattle Commission in November 2016, recognizes that neighboring communities that experience more impacts from airport operations should also experience more benefits. Since 2017, 28 projects have been funded for a total of just under $240,000 to support environmental projects and programs in the cities of SeaTac, Burien and Des Moines. The fourth round of funding allocated $56,000 in ACE Fund grants to 6 organizations—East African Community Services, Evergreen Mountain Bike Alliance, Friends of Des Moines Creek, Highline Botanical Garden, New Start Community Garden, and YMCA of Greater Seattle. Washington State Guidebook on Military and Community Compatibility (link)

The Washington State Growth Management Act (GMA) (RCW 36.70A.530) cites the military’s significant role in the economy and declares a state priority to prevent incompatible development near military installations. Since 2015, Commerce has developed tools to support communities engaged in compatibility planning and technical resources for local planning practitioners working on civilian-

Publications from this work include the 2016 Civilian-Military Land Use Study, 2017 Washington State Military and Community Capability Strategy, and 2019 Washington State Guidebook on Military and Community Compatibility. This work is designed to prevent incompatible development near military installations, which pose health and safety concerns for neighboring community members and military personnel operating or training for active duty. Defense Community Compatility Program (link)

Enacted in the 2019 legislative session, Substitute Senate Bill 5748 creates the Defense Community Compatibility Account (DCCA) to support necessary infrastructure near military installations. The bill directs Commerce to produce a legislative report related to forming a state account that would offer grant funds to communities for compatibility-focused projects. The legislative report is due for completion in 2020. Grants from the account will fund compatible development projects that affect the economy, environment, or quality-of-life opportunities for local communities. Grant awards are for local governments and other entities in an agreement with a state military installation under the U.S. Department of Defense (DOD) Readiness and Environmental Protection Integration program. Commercial Office Space Incentive (link)

This bill incentivizes the development of commercial office space in Washington cities in a county with a population of less than 1.5 million. The legislation allows certain cities to create both 1) a local sales and use tax remittance program and 2) a local property tax reinvestment program to incentivize the development of commercial office space. The remittance program is for 100% of local sales and use tax on construction or rehabilitation of commercial office space.
