Secretary Dear Esteemed Colleagues, The activities of Indian Psychiatric Society for the year 2020 will kick start in a big way with ANCIPS 2020 to be held in Kolkata. The conference is being organized with a lot of fanfare and it is heartening to learn that more than 4000 delegates are attending the conference. Friends, it is time for us to look forward to congregate once again at our Annual National Conference that will be held at Visakhapatnam in Andhra Pradesh State from 28th -31 st Jan 2021. Visakhapatnam (locally known as Vizag) is the largest metropolis in the state of Andhra Pradesh and seventh largest city in India. It has been selected as one of the Indian cities to be developed as a smart city under the Smart Cities Mission. The city serves as the headquarters for Eastern Naval Command of the Indian Navy and is home to the oldest Hindustan shipyard and the only natural harbour on the east coast of India. The venue for ANCIPS 2021 is the magnificent AU Convention Centre, the biggest one in Vizag. The theme chosen for ANCIPS 2021 “Bridging Minds.... Connecting Generations” is very appropriate keeping in view the gap between generations and it's impact on society. The Organizing Committee under the able guidance of Dr. Narasimha Reddi K. and dynamic abilities of Dr. Raju GSP has promised us to host a mega event. On behalf of Indian Psychiatric Society as well as our personal behalf, we take this opportunity to invite you all with your family to attend this annual event of our society. Secretary, IPS Welcome to ANCIPS 2021 Dear Esteemed Members and Friends, Warmest Greetings from ANCIPS 2021! Welcome to the City of Destiny! It gives us immense pleasure to invite you all to the 73rd Annual National Conference of Indian Psychiatric Society, 2021 (ANCIPS 2021) to be held at Visakhapatnam from 28th - 31 st January 2021. Visakhapatnam, also known as Vizag, is the largest city and the financial capital of Andhra Pradesh. Being situated in between the Eastern Ghats and the Bay of Bengal and surrounded by towering hills on one side and scenic beaches on the other side, Visakhapatnam is popularly called as “The Jewel of East Coast”. The famous Port city is the home for oldest Shipyard and the state headquarters of Indian Coast Guard. Visakhapatnam is a major tourist destination and is particularly known for its pretty busy serene beaches. Other attractions include Dolphin's Nose, Lighthouse, Kailasagiri, Kurusura submarine and Aircraft museum on the Beach Road, VMRDA Park, and the nearby divine destinations like Simhachalam and Annavaram and hill stations like Araku Valley and Borra caves. The venue for the conference, the magnificent AU Convention Center, is strategically located on the Beach Road with several tourist attractions in it's vicinity. The theme of the conference “Bridging Minds…. Connecting Generations” is aptly chosen keeping in view of the difference of opinions between one generation and another regarding beliefs, politics, values etc. We hope that ANCIPS 2021 outcome will lead to significant contributions to our knowledge base. We welcome you all with your family to enjoy the hospitality and scenic beauty of Visakhapatnam, along with academic and gastronomic feast. Long Live IPS! Oppositional Noise from the Fringes Despite the pessimistic findings of the previous chapter, where government mediation overall showed little concern for upholding the social and environmental legislation intended to protect Adivasis, there were many actors who worked towards a broader and more inclusive perspective. Over the years, a large number of individuals and organisations have protested against bauxite mining plans on the grounds of a need to protect Adivasi land and the impossibility of properly compensating those who would be affected. For opposition to the Jindal South West (JSW) bauxite project to have a significant impact, it would have to open the government to engagement outside of the private sphere of policymaking and project implementation where issues were being addressed with select business interests. Meaningful mediation depends not so much on government capacity but on the amount of pressure civil society actors are able to exert. The first challenge for opponents of the JSW bauxite project was to find enough grassroots support to allow for large-scale mobilisation at the proposed project sites. If large numbers turned out, this would give increased legitimacy to oppositional activities, but given their severe lack of resources, poor people in the remote hills of the Agency would find it very difficult to create and sustain an opposition movement. Nevertheless, tribal social movements have at times been very strong in Andhra Pradesh as well as in many other parts of India. For example, local people protested strongly against the proposed bauxite project in Kashipur, in the neighbouring state of Odisha. As one activist commented: 133 Landlock Kakinada is the one place in Andhra Pradesh where there is a strong local movement against a project.
