Adoption of agenda The agenda was adopted, amended as shown below. 2. Chair’s announcements The Chair informed the Members of the decisions taken at the meeting of the Coordinators of the Committee on Legal Affairs held on 15 May 2018. The Coordinators decided to appoint the following rapporteurs: Mr Lebreton as the rapporteur on the request concerning enquiry as to the scope of Member’s privileges and immunities under Rule 8(14) of the Rules of Procedure in the case of Mr Marra, former MEP; Mr Wölken as the rapporteur for the proposed amendments to Protocol No 3 on the Statute of the Court of Justice of the European Union; Mr Didier as the rapporteur for the proposal on the representative actions for the protection of the collective interests of consumers; Mrs Regner as the rapporteur for the proposal on the cross-border conversions, mergers PV\1181739EN.docx PE623.851v02-00 EN United in diversityEN and divisions; Mrs Roziere as the rapporteur for the proposal on the protection of persons reporting on breaches of Union law (“whistleblowers”); Mr Dzhambazki as the rapporteur for opinion on the establishing a European Labour Authority; Mrs Delvaux as the rapporteur for opinion on the ITRE INI on comprehensive European industrial policy on artificial intelligence and robotics; Mr Radev as the rapporteur for opinion on the TRAN INI on autonomous driving in European transport; The Coordinators agreed: on a letter to the President of the Parliament concerning round table on the selection of senior management staff; on the elements related to JURI involvement in the public hearings in connection with Cambridge Analytica case; to accept the invitation to hold joint LIBE-JURI Coordinators meeting on the issue of visa reciprocity on 21 June (14.00-15.00); on the JURI’s areas of focus concerning the MFF-related files; on priority files under the semester of the Austrian Presidency; by written procedure on a letter to the CCC Chair summing up the structured dialogue held with the Commissioners. 3. Consultation on the immunity of Alfonso Luigi Marra JURI/8/12820 2018/2058(IMM) Rapporteur: Gilles Lebreton (ENF) Responsible: : JURI The Committee held an exchange of views on the inquiry as to the scope of the immunity of Alfonso Luigi Marra and decided to invite him to a hearing. Disputes involving Parliament (Rule 141) The Committee unanimously adopted a recommendation (Rule 141(4)) that Parliament should intervene in the proceedings before the General Court in order to defend the validity of the contested Regulation in: Case T-226/18, Global Silicones Council and Others v Commission Objection of illegality of Annex XIII to Regulation (EC) No 1907 /2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (the "REACH Regulation") - Possible intervention of the European Parliament. The following spoke: the Chair, Evelyn Regner (replacing Jiří Maštálka, standing rapporteur on disputes). 6. Verification of credentials (Rule 3) The Committee unanimously verified the credentials of Mr Giuseppe FERRANDINO who replaced Mr Gianni PITELLA as from 17 April 2018. The Committee unanimously verified the resignations of Mr Mikael PENTIKÄINEN as from 12 June 2018 and of Mrs Vivian REDING as from 2 September 2018 and found them to be in accordance with the Act of 20 September 1976. The Committee unanimously considered the appointment of Mr Jean ARTHUIS to a temporary mission to the office of Mr Gérald Darmanin, French Minister of Public Action and Accounts to be compatible with the Act of 20 September 1976.     Paradise Papers Letter: Dear Sirs, We, the undersigned parliamentarians, are deeply concerned by recent revelations from the 'Paradise Papers' investigation. We regret that some governments, not least the British government, have failed to learn the lessons from the previous 'LuxLeaks' and 'Panama Papers' scandals. In particular, we are concerned that insufficient progress has been made to ensure that investment vehicles like trusts are sufficiently transparent. We are also concerned that tax havens, like those involved in the Paradise Papers, have been able to continue with highly opaque company and trust registration models. It has also been disappointing to see some countries try to block measures against tax havens like the EU's blacklist of tax havens. We call together for all governments to place renewed emphasis on tax transparency and fully implement Public Country-by-Country Reporting. In particular, we call for information on trusts to be made publicly available, and for all tax havens to be forced to automatically share information with international tax authorities. We also call for stronger regulation of intermediaries, including penalties for those proven to be involved in tax evasion, aggressive tax avoidance or money laundering. Failure to act against aggressive tax avoidance and evasion is depriving public services of desperately-needed funding. It also enables some multinational companies to unfairly undercut many small and medium-sized businesses. The Paradise Papers must act as a wake-up call to deal with industrial-scale

Paul-Henri Spaak, 09B011 60, rue Wiertz B-1047 Bruxelles 7 July 2016 Dear Mr. Schulz, In anticipation of the 14th round of negotiations between the EU and US for the Trans-Atlantic Trade and Investment Partnership (TTIP) planned to start on 11 July in Brussels, we are writing to you on behalf of over 65 organisations representing consumers, farmers, not-for-profit health insurers, environmental and general public interest groups to express our serious concerns that the European Commission is failing to respect the European Parliament’s 2015 Resolution on TTIP. 1 Today, we released new analysis, which demonstrates that the European Commission continues to ignore critical aspects of the European Parliament’s Resolution on TTIP, in particular regarding recommendations related to protecting public health, the environment, and democracy. 1. Negotiating on and affecting EU chemicals and pesticides rules The European Parliament has called on the European Commission not to negotiate on issues “where the EU and the US have very different rules” and not to allow regulatory cooperation to affect future standards in such areas. However, the European Commission has continued to negotiate on issues that will affect legislation on chemicals, pesticides, and cosmetic products, whether directly or through regulatory cooperation. This is particularly worrying because the European Commission is already lowering current EU standards of protection (such as on limits to pesticide residues in food) in order to remove barriers to trade. 2. Respect for the EU regulatory system The European Parliament has called on the European Commission “to fully respect the established regulatory systems on both sides of the Atlantic”.

Mr Samir, a researcher into the history of family planning in Egypt and an advocate of safe and legal access to healthcare and women’s reproductive rights, has been charged by the Supreme State Security Prosecution with joining and funding a terrorist organisation and deliberately spreading false news. Mr Samir is currently being held in solitary confinement and is being denied contact with his family and lawyers, access to warm clothing and acceptable living conditions. He has testified to being a victim of torture and inhuman and degrading treatment by national security forces. His case is reminiscent of those of Patrick George Zaki, Walid al-Shobaki and Giulio Regeni. 1. Is the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy aware of this latest worrying case? 2.     Members of the European Parliament’s Intergroup on LGBTI Rights Intergroup on Children’s Rights To: Helena Dalli, European Commissioner for Equality Brussels, 20 March 2020 Subject: Protection of rainbow families and their children as regards their freedom of movement Honorable Commissioner, Freedom of movement is a fundamental right and needs to be guaranteed for all EU citizens, regardless of their sexual orientation or gender identity. Especially children in rainbow families must be fully protected from a situation of legal uncertainty and emotional limbo created by the interpretation and application of uneven rules across the European Union. EU citizens and their family members have the right to move freely and live in another EU country1. This very same right is appallingly denied to rainbow families and their children in some member states, where national and local authorities refuse to recognise their family status – as this has already legally been established in another EU Member State – and deprive them of their fundamental rights which they derive from EU law. This legal patchwork creates a situation in which same-sex spouses and their children are less protected than different-sex spouses regarding parental rights, the citizenship of their children, tax credits, access to health care, parental leave and inheritance. Differences in legal gender recognition also negatively impact on trans parents moving to Member States without similar mechanisms, resulting in difficulties or impossibility to recognise their parenthood. In some cases, these parents and their children receive no protection and their families are not even recognised to exist. We believe that every family should continue to exist when crossing EU borders.

    European Parliamentary Forum for Sexual & Reproductive Rights (EPF) Rue Montoyer 23 1000 Brussels Belgium 09 September 2020 Dear President Zuzana Čaputová, dear President of the Slovak Parliament Boris Kollár, As Members of Parliaments from across political parties, we wish to express our deep concern about recent attempts of the Slovakian Parliament to tighten the current abortion law. Abortion is a time-sensitive matter, women, therefore, need timely and safe access to information and services. The National Council document, number 154, by prolonging the waiting period, stands in the direct opposition with good medical practice, international human rights, and WHO recommendations.1 Additionally, it infringes upon the Council of Europe’s Human Rights Commissioner’s obligations for the Member States to ensure access to abortion care and specifies that any refusal of care on grounds of religion or belief by a medical professional may never be allowed to jeopardise women’s right to access sexual and reproductive health services2. The law would harm women’s equality, dignity, autonomy, and bodily integrity, restricting their access to information and their rights to private life and health. These are challenging and uncertain times for all of us in Europe where we as elected politicians must ask our electorate to make difficult and unprecedented sacrifices for the common good. In return, our electorate expects us as politicians to live up to our responsibilities to safeguard their rights and well-being. This includes recognising that sexual and reproductive health and rights, including access to abortion, constitute essential health services and that current governments have a responsibility to protect and thereby ensure women’s continued access to this essential health intervention.

Most notably, decision- making on nuclear lifetime extensions reveals gaps in the implementation of the conventions’ procedures, especially those concerning the involvement of potentially affected countries and their public. We, European parliamentarians together with our partners, have already brought to attention of the Commission the issue of wider public participation and cross- border involvement in decisions concerning lifetime extension of nuclear power stations in Ukraine1. A larger context has been discussed between MEPs, civil society and members of the EC during an event2, which has found demands for wider participation of governments and public well-grounded and justified.
