European Parliament 2014-2019 Committee on Legal Affairs JURI_PV(2018)0620_1 MINUTES Meeting of 20 June 2018, 9.00-12.30 and 14.30-18.30, and 21 June 2018, 9.00-12.30 BRUSSELS The meeting opened at 9.12 on Wednesday, 20 June 2018, with Pavel Svoboda (Chair) presiding. 20 June 2018, 9.00 – 10.00 1. Adoption of agenda The agenda was adopted, amended as shown below. 2. Chair’s announcements The Chair informed the Members of the decisions taken at the meeting of the Coordinators of the Committee on Legal Affairs held on 15 May 2018. The Coordinators decided to appoint the following rapporteurs: Mr Lebreton as the rapporteur on the request concerning enquiry as to the scope of Member’s privileges and immunities under Rule 8(14) of the Rules of Procedure in the case of Mr Marra, former MEP; Mr Wölken as the rapporteur for the proposed amendments to Protocol No 3 on the Statute of the Court of Justice of the European Union; Mr Didier as the rapporteur for the proposal on the representative actions for the protection of the collective interests of consumers; Mrs Regner as the rapporteur for the proposal on the cross-border conversions, mergers PV\1181739EN.docx PE623.851v02-00 EN United in diversityEN and divisions; Mrs Roziere as the rapporteur for the proposal on the protection of persons reporting on breaches of Union law (“whistleblowers”); Mr Dzhambazki as the rapporteur for opinion on the establishing a European Labour Authority; Mrs Delvaux as the rapporteur for opinion on the ITRE INI on comprehensive European industrial policy on artificial intelligence and robotics; Mr Radev as the rapporteur for opinion on the TRAN INI on autonomous driving in European transport; The Coordinators agreed: on a letter to the President of the Parliament concerning round table on the selection of senior management staff; on the elements related to JURI involvement in the public hearings in connection with Cambridge Analytica case; to accept the invitation to hold joint LIBE-JURI Coordinators meeting on the issue of visa reciprocity on 21 June (14.00-15.00); on the JURI’s areas of focus concerning the MFF-related files; on priority files under the semester of the Austrian Presidency; by written procedure on a letter to the CCC Chair summing up the structured dialogue held with the Commissioners. 3. Consultation on the immunity of Alfonso Luigi Marra JURI/8/12820 2018/2058(IMM) Rapporteur: Gilles Lebreton (ENF) Responsible: : JURI The Committee held an exchange of views on the inquiry as to the scope of the immunity of Alfonso Luigi Marra and decided to invite him to a hearing. Disputes involving Parliament (Rule 141) The Committee unanimously adopted a recommendation (Rule 141(4)) that Parliament should intervene in the proceedings before the General Court in order to defend the validity of the contested Regulation in: Case T-226/18, Global Silicones Council and Others v Commission Objection of illegality of Annex XIII to Regulation (EC) No 1907 /2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (the "REACH Regulation") - Possible intervention of the European Parliament. The following spoke: the Chair, Evelyn Regner (replacing Jiří Maštálka, standing rapporteur on disputes). 6. Verification of credentials (Rule 3) The Committee unanimously verified the credentials of Mr Giuseppe FERRANDINO who replaced Mr Gianni PITELLA as from 17 April 2018. The Committee unanimously verified the resignations of Mr Mikael PENTIKÄINEN as from 12 June 2018 and of Mrs Vivian REDING as from 2 September 2018 and found them to be in accordance with the Act of 20 September 1976. The Committee unanimously considered the appointment of Mr Jean ARTHUIS to a temporary mission to the office of Mr Gérald Darmanin, French Minister of Public Action and Accounts to be compatible with the Act of 20 September 1976.
